About this file
This is a Memorandum for Record documenting a name brand justification for a federal contract requirement.
The 102nd Intelligence Wing (ACC), Massachusetts Air National Guard at Otis Air National Guard Base seeks to procure annual maintenance and wellness checks on Vindicator security alarm systems to meet accreditation security requirements per ICD 705 v1.5 Tech Specs and DoDM 5105.21 v2. The requirement, identified as W50S80-26-Q-0023, is justified as a name brand procurement because Vindicator certified technicians are the only personnel authorized to perform maintenance on these systems beyond administrative functions, and the Vindicator system already exists at the facility. The unit is expanding the existing system, necessitating continued use of the same brand. This requirement was previously procured under contracts W50S80-23-F-0002 and W50S80-25-P-A025. The Contracting Officer determined, in accordance with 10 USC 3406(c)(5) and RFO 16.505(a)(4)(iii) for items peculiar to one manufacturer, that it is in the Government's best interest to solicit to all Platinum, Gold, and Silver partners of Honeywell Vindicator via a combined synopsis and solicitation on SAM.gov under RFO Subpart 12.202. The funding type and estimated price of the name brand service are redacted in the document.
