About this file

This document is a Questions and Answers (Q&A) record for federal contract solicitation W50S7T-26-B-A004 addressing the "Repair B632 Fire Suppression and Hangar Door" project (Project Number JLQN202002), current as of July 16, 2026.

The Q&A addresses two substantive issues. First, regarding specification section UFGS 08 34 16.20, a contractor questioned whether Section 2.9.3 Backup Door Operation could be deleted, noting that no known vertical lift door manufacturer can meet the requirement for multipart door systems with retractable mullions. The Government confirmed this requirement can be deleted, as the building will be provided emergency power from a fixed generator and doors shall be capable of manual operation per Section 08 34 16.20 paragraph 2.3.1. Second, regarding Brand Name or Equal justification procedures referenced in Attachment 04, a contractor requested confirmation of the process and timeline for Government approval of proposed equal products prior to the July 29, 2026 bid due date. The Government clarified that it will not conduct pre-bid reviews, validations, or approvals of proposed equal products before bid opening, and that bidders choosing to offer equal products are responsible for providing all descriptive material and information necessary to demonstrate compliance with solicitation requirements during bid evaluation, assuming the risk that submitted information may be insufficient. The Government will determine acceptability of proposed equal products during bid evaluation in accordance with FAR Part 14 and FAR 52.211-6.

Questions And Answers

2 The RFP package includes the following referenced document:

Attachment+04+-+Brand+Name+or+Equal+Justification+-+17APR2026_redacted The current RFP proposal bid due date is July 29, 2026, so if any Equal for this product could be approved, it seems it would need to be approved prior to the proposal bid due date. If a contactor chooses to submit an Equal for this product and the product is not approved, this will allow time for the contractor to still get pricing for the product prior to the proposal bid due date.

Please confirm the process to validate any Equal for this product and the timeline by which validation of an Equal for this product must be submitted to the Government for review and approval.

The Government will not conduct pre-bid reviews, validations, or approvals of proposed "equal" products prior to the bid opening date.

As provided in FAR 52.211-6, Brand Name or Equal, bidders choosing to offer an "equal" product are responsible for clearly identifying the product being offered and furnishing with their bid all descriptive material and other information necessary for the Government to determine that the proposed product meets or exceeds all of the salient characteristics and other requirements identified in the solicitation.

The responsibility for submitting a responsive bid rests solely with the bidder. If a bidder elects to offer an "equal" product, the bidder assumes the risk that the information provided may be insufficient to establish that the product satisfies the solicitation requirements.

The Government will determine the acceptability of any proposed "equal" product during its evaluation of bids in accordance with the terms of the solicitation, FAR Part 14, and FAR 52.211-6. The Government will not provide advance determinations or approvals of proposed "equal" products before bid opening. Bidders should prepare and submit their bids accordingly.
