About this file
This is a Justification Review Document for Other Than Full and Open Competition (RFO FAR Part 6) authorizing a brand name or equal procurement for a vertical lift fabric door (VLFD) system for a hangar at the 182nd Airlift Wing, Peoria, Illinois.
The 182nd Civil Engineering Squadron requires replacement of the north hangar door for the B632 hangar bay (21,087 square feet), which currently accommodates C-130 aircraft. The total construction project is estimated at an undisclosed amount, with the door system component estimated separately. The procurement scope includes the vertical lift fabric door system, fully updated fire suppression system, associated electrical requirements, necessary structural modifications, and maintenance catwalks. The door system must meet specific minimal essential characteristics: minimum travel speed of 6 inches per second; safety interlocks including swing-up door mullion safety arrestor, wind-locking safety arrestor, and slack belt/wire rope breaker; emergency hand-crank operation capability; door fabric capable of -40 degree Fahrenheit cold resistance per ASTM D2136 and flame resistance per NFPA 701, ASTM D6413, and ASTM E-84; and wind load resistance per specified pressure ratings across multiple zones and wind speeds. Market research conducted on 8 April 2026 identified four potential vendors capable of providing equal products: Assa Abloy Global Solutions, Inc., International Door, Inc., MAXDoor LLC, and Rubb, Inc. A sources sought notice (W50S7T26BA001) was published on SAM.gov on 21 October 2025, receiving five contractor responses. The justification was prepared under Title 10 U.S.C. §3204(a)(1) and approved by the Command Advocate for Competition, with all required certifications completed on 24 March 2026.

MARCH 2026
RFO FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Requiring Activity: 182nd Civil Engineering Squadron, 182nd Airlift Wing, Peoria, IL.
2. Contracting Activity: W50S7T – 182nd Mission Support Group/ Mission Support Contracting.
3. Description of Action: Request that approval be made for a brand name or equal specification for a hangar door. The 21,087 sq. ft. hangar currently utilizes a single vertical fabric lift door (VLFD) to accommodate C-130 aircraft access into the B632 hangar bay. The project scope includes providing a fully updated fire suppression system, replacing the north hangar door along with all associated electrical requirements and necessary structural modifications, and adding maintenance catwalks to support long-term operation and servicing of the hangar door system.
4. Description of Supplies/Services: The project design includes a vertical lift fabric door system that has the following minimal essential characteristics noted within Field Companion (FC) 11.204:
Door Travel Speed - The system minimum door travel speed shall be 6 inches per second.
Safety Interlocks - Shall include items such as swing-up door mullion safety arrestor, wind-locking safety arrestor, and a slack belt/wire rope breaker or equivalent.
Emergency Operation Capabilities - The gear motor shall be able to be disabled in order to allow for an emergency hand-crank operation after switching off the main power.
Door Fabric - The door fabric should be able to handle a minimum of -40 degree Fahrenheit cold resistance per the American Society for Testing and Materials (ASTM) D2136 and pass flame resistance tests according to the National Fire Protection Association (NFPA) 701, ASTM D6413, and ASTM E-84.
Wind Load Resistance – Shall meet minimal characteristics noted in the chart below:
CUI//SP-PROCURE//FEDCON
MARCH 2026
Total construction project is estimated at . The door system is estimated at . An “or equal” vertical lift fabric door system must meet these minimum essential characteristics to be considered as a viable option for the government to consider for award.
5. Authority Cited: Title 10 U.S.C. §3204(a)(1) as implemented in RFO FAR 6.103- 1(d), Only one responsible source and no other supplies or services will satisfy agency requirements and RFO DFARS 206.103-170(c), the justification and approval addressed in FAR 6.104 is required in order to use brand name or equal descriptions.
6. Reason for Authority Cited: The description of the supplies or services required to meet the agency's essential characteristics as noted within FC 11.204. “Brand name or equal purchase descriptions should include, in addition to the brand name, a general description of those key salient physical, functional, or performance characteristics of the brand name item that an “equal” item must meet to be acceptable for award.” FC 11.204.
7. Posting Requirements: The justification will be posted with the solicitation (RFO FAR 5.201(c)(3)).
8. Contracting Requirements:
a. Efforts to Obtain Competition: A sources sought notice was issued under Notice ID # W50S7T26BA001 on SAM.gov (published 21 Oct 2025) to assess the availability of qualified construction contractors.
b. Actions to Increase Competition: Previously a brand-name specification, competition has been increased by converting to a brand name or equal specification. The
MARCH 2026
solicitation will clearly define the salient characteristics required for mission success, allowing any vendor to compete by demonstrating their product's capability to meet these essential, quantified performance standards. This action ensures that the government is not limiting competition to a single manufacturer and provides an opportunity for other qualified vendors to participate.
c. Market Research: The 182nd Airlift Wing conducted market research on 8 April 2026 and found that there were multiple contractors that can provide a vertical lifting fabric door for aircraft hangars. The current ASSA ABLOY hangar doors on building 734 were originally believed to be the only vertical lifting fabric door company made in America and with the ability to follow the Uniform Facility Code (UFC) 4-211-01, 3- 301-01, 03-110-03, 3-600-01, and 3-520-01. However, with the Department of War’s change in policy to no longer use foam fire suppression systems, there is no longer a need to have a more robust weather sealing ability to prevent water intrusion or foam escaping outside of the hangar. This change has allowed for a wider variety of door configurations. Instead, the hangar door system requirements shall not interfere with fire detection or suppression system performance and shall be coordinated with the fire protection design in accordance with UFC 3-600-01.
Foam-based suppression integration is not required unless specifically identified for the facility.
Based on this information, the 182nd Contracting Office found the following companies could potentially provide an equal product to be included in the Repair Hangar Door and Fire Suppression project requirement: Assa Abloy Global Solutions, Inc., International Door, Inc., MAXDoor LLC, and Rubb, Inc.
d. Interested Sources: Five (5) construction contractors replied to a sources sought notice issued under Notice ID # W50S7T26BA001 on SAM.gov (published 21 Oct 2025) to assess the availability of qualified construction contractors. Potential additional vertical lifting fabric hangar door interested sources are Assa Abloy Global Solutions, Inc., 2925 E. Plano Pkwy, Plano, TX 75074; International Door Inc. 8001 Ronda Dr, Canton, MI 48187; MAXDoor LLC, 1020 W 14 Mile Rd, Clawson, MI 48017; and Rubb, Inc., 1 Rubb Ln, Sanford, ME 04073.
