About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity titled "Repair AC Paving" at March Air Reserve Base in California, solicitation number PGPG262483. The document does not establish specific response dates, award dates, pricing terms, or set-asides, as it serves solely to clarify scope and technical requirements through contractor inquiries and government responses.

The project encompasses multiple cost line items (CLINs) involving asphalt concrete (AC) paving repairs and related work across multiple buildings at the air reserve base. Key scope clarifications include: the contractor is responsible for field verification of quantities (with specific square yardage corrections provided for individual CLINs); parking areas may be closed per the contractor's schedule with government providing alternate access; existing concrete pads and government property must remain in place and be protected; wheel stops and bollards protecting transformers are to remain; and van-accessible parking stalls must measure 9 feet wide by 18 feet long with a 9-foot passenger-side access aisle. Environmental requirements mandate bale surround and storm drain protection for stockpiled materials. The contractor must submit a phasing plan for crack seal and slurry seal operations. Civil 3D drawings for removal work must be furnished by a licensed Civil Engineer and stamped. Type II road slurry is specified for parking lots for durability. Additional work includes grinding AC to ¼-inch depth at 12-inch width adjacent to flush Portland cement concrete (PCC) surfaces, providing slurry seal operations, re-striping at existing locations, and performing a 2-hour anti-terrorism training course. The project has a 120-day period of performance with no liquidated damages assessed.
