About this file
This is a Statement of Work (SOW) for repair and rehabilitation of asphalt concrete (AC) paving at March Air Reserve Base, California. The work encompasses approximately 60,000 square yards of paving across parking areas, storage facilities, and roads serving the 163 ATKW CA ANG. The scope includes design, inspection, preparation, slurry sealing (Types II and III), mill and overlay, demolition, grading, curb installation, full-depth replacement, landscaping, striping, and signage. Work must comply with UFC 3-250-01 and applicable Caltrans standards and specifications for all materials and methods.
The contract specifies three primary paving types with distinct requirements. Slurry seal work requires mechanical cleaning, crack treatment, and two applications per Caltrans Section 37 (25 lb/yd first coat, 20 lb/yd second coat). Overlay operations involve removing 2" of existing asphalt and placing a 2" minimum HMA 1/2 mix with PG64-10 binder. Full-depth replacement work includes design deliverables (survey in Civil 3D with tree locations, grading and storm water calculations, and striping/signage plans), 6" Class 2 AB base compacted to 95%, and 4" minimum HMA paving. Portland Cement Concrete paving must meet 2500 PSI minimum strength with smooth trowel finish and contraction joints. The contractor must provide an independent inspector with minimum 5 years' experience in roadway construction and participate in full-time inspection during all initial phases of work. The contract requires 120 days for performance completion, with construction limited to 0700-1600 hours Monday through Friday, excluding federal holidays. CLIN 1 is designated as the base bid with remaining CLINs as options. The contractor must demonstrate experience with three comparable projects within the past five years and provide qualified supervisory personnel experienced in paving and grading operations.
