Summary of March Air Reserve Base Form 103 - Work Clearance/Dig Request
This document is a Work Clearance/Dig Request permit form used by March Air Reserve Base (452d Base Civil Engineering) to authorize and control any excavation or ground disturbance activities on the base. The form applies to both contract and in-house work that may disrupt aircraft or vehicular traffic, base utility services, fire and intrusion alarm system protection, or routine base activities. Permits are valid for the specified expiration date and must be approved prior to work commencement. The requesting official must clearly delineate the work area in the field using white paint or marking flags and complete blocks 1 through 9 of the form. The delineated area cannot exceed 500 linear feet in any dimension for a single permit.
The form requires coordination with multiple utility owners and base departments including Primary Electrical Distribution (City Light & Power), Secondary Electrical Distribution, POL Distribution, Gas Distribution, Storm Water, Cathodic Protection, Fire Suppression Lines, Irrigation, Security Forces, Safety, Communications/Cable TV, Fire Department, Airfield Management, Environmental Flight, and the Project (CEC) Representative. All utility owners and reviewing organizations must mark the delineated area using American Public Works Association standard marking colors within 5 working days and sign the form. Hand excavation to 24 inches on either side of marked utilities using only non-metallic hand tools is required to prevent utility damage. Any ground disturbance project must have an attached Storm Water and Erosion Control Certificate with erosion and sediment control plans compliant with the March ARB MS4 General Storm Water Permit. Contracted projects require attached copies of approved AF Form 332 and AF Form 813 or appropriate NEPA documentation, except for maintenance and repair work under 40 hours or $2,300 in cost.
