Response: The 187th Fighter Wing Fire Marshall / Base Civil Engineer is the

AHJ.

61) Question: RFP Section 7.1 identifies AL20220093 as the applicable wage determination for this project. In reviewing this determination, the wages for the electrical trade ($19.39 + $3.91 = $23.30) is severely misrepresentative of the feedback that we are receiving from interested electrical bidders for this project. A more appropriate wage for the electrical trade is commensurate with that which can be found in AL20220091 dated 29 April 2022, which is $30.10 + 4% + $12.75 = $44.05). To get the optimal market participation from electrical subcontractors, will the Government add AL20220091 dated 29 April 2022 for the electrical trade only to this RFP?

Response: Wage determination AL20220091 dated 29 April 2022 is for Madison County, this project is in Montgomery County. The wage determination is the minimum amount each trade can make. Contractors are free to pay any amount above the stated minimum.

62) Question: Please confirm that the Government will provide the Contractors 7 business days after RFI responses are received to respond to the RFP.

Response: The bid opening has been updated to 08 June 2022. RFI’s will be accepted until 1700 CDT on Friday, 27 May 2022. This will be updated on the upcoming amendment.

63) Question: Will extra time be allowed for procurement of materials? Electrical switch boards are having a 50 plus week estimated delivery time after approval of submittals.

Response: Period of performance to be extended to allow for material submittal and procurement. Refer to Addendum No. 2

64) Question: Scheduling notations indicate that portions of the building are to remain operational at all times. Note that this is not possible due to the main switch board, house keeping pad, secondary conductors and conduits underneath concreate paving, and pad mount primary utility transformer all have to be replaced. At a minimum this should take a couple of weeks after the switch board has been received. Contractor suggests a generator capable of loads for portions of the building that must remain operational. Please clarify what portions are required operational so that we may provide adequate generator.

Response: Refer to response to question #32 above.
