1 • 3.5.1 HVAC Process Requirement – This requirement calls for a Natural Gas heater and lists the climate requirements in spray as 80F +/- 10 and 60% RH +/- 10 as well as a 150F curing temp requirement. In order to maintain the humidity levels required in colder months, there would have to be a steam generator added to the system which adds considerable cost and space requirements. Additionally, maintaining the humidity spec in cure would be nearly impossible. UFC 4-211-02 allows for “use of prevailing weather to provide window of opportunity for correct Temp/ humidity conditions. Heating only systems typical.” At sites where there is not a requirement for 24/7 operation. In my experience guard units generally fit this description. With this in mind, is a heat only unit acceptable? Or, do we need to plan for heating, cooling, humidification in such size as to allow 24/7 operation of the facility?

12-Jun-20 Addendum amends SOW 3.5.1 and 3.5.2.5 to include temperature and humidity ranges from AF CCFRG: Paint Booth shall be able to maintain a temperature of 60F-80F with 30-80 percent relative humidity (RH) during spray operations. Humidity control is not required during cure mode at elevated temperatures above that range. Although the facility will not support 24/7 spraying operations, the booth shall provide the ability to conduct spraying operations on a year-round daily basis. A heat-only environmental control system may be proposed if the Contractor can document that spraying operations can be supported year-round for at least 6 hours per day based on historical average temperature and humidity at Pease ANGB/Portsmouth NH.

26-Jun-20 1

2 • If it is determined that we must maintain all temp humidity requirements 24/7, would the end user consider a full-time recirculation option? Example would be 80% air recirculation and 20% fresh air at all times with the proper safeties to ensure operator safety. In this setup, the makeup air provided for the 20% would be 100% fresh air with no air recirculating past the heater.

12-Jun-20 Existing SOW 3.5.2.7 allows the Contractor to propose an airflow recirculation system.

Language was added by Addendum requiring appropriate safety monitoring devices to protect facility users if an airflow recirculation system is proposed.

26-Jun-20 1

3 • Is direct fired heat allowed for the heat unit? 12-Jun-20 No, direct fired will not be allowed. Addendum amends SOW 3.5.1 to specify an NFPA 33 compliant indirect-fired heat source for air make up system.

26-Jun-20 1

4 • UFC suggests horizontal air flows. Would a semi down draft air flow from South to North be acceptable? This design will allow for the best use of space in the facility while maximizing the available area to paint while still providing the required flow direction. Additionally, arranging the air flow from South to North reduces the cross section of the unit reducing the required air flow to meet the 100fpm requirement. Typical designs allow for air flow to move lengthwise through the booth cabin as opposed to the west to east. In this case, the distance from west to east will be significantly less than the dimension from south to north making it much harder to achieve laminar airflow for ideal painting conditions.

12-Jun-20 Addendum amends SOW 3.5.2.8.1 to allow Contractor to determine optimum air flow direction and paint booth layout to maximize booth size and performance, taking into account factors outlined in the same paragraph.

26-Jun-20 1

5 • Please confirm that an exhaust system that conforms to NESHAP method 319 is acceptable. This is standard for facilities spraying chromates.

12-Jun-20 Addendum amends SOW 3.5.2.9.2 to incorporate Method-319 as the standard of filtration of spray booth exhaust gases.

26-Jun-20 1

6 • Does the breathing air system drop referenced in the SOW need an additional filter and CO Monitor at the booth? Does the user have the required PPE for the breathable air system or is there a specified qty of PPE that we need to provide?

12-Jun-20 Addendum amends SOW 3.4.4 to include a standard breathing air drop with filtration requirements (Detail 5/P-502 added in Appendix A1) and an inline carbon monoxide monitor connected to the spray booth control/alarm system to monitor for CO in the breathing air. User has all required PPE, no need for the Contractor to provide under the contract.

26-Jun-20 1

7 • The SOW references connection to the building fire alarm system. Are there any other paint booth building interactions that need to be considered such as BMS tie in etc.?

12-Jun-20 Fire alarm/sprinkler tie in is required. BMS tie in is not required for a stand alone, self contained HVAC system serving only the paint booth with manual controls and local monitoring devices. [No change to SOW for this RFI].

26-Jun-20 1

8 • Can the large industrial fan be removed to allow for placement of the AMU above the booth? 12-Jun-20 Addendum amends SOW 3.1 to include: "The Contractor may, at their discretion, remove the industrial fan installed above the proposed spray booth location in Rm 129 if it provides additional room required by their design. If removed, the entire fan apparatus including the motor and mounting hardware is to be removed and provided to the Government, and all electrical service connections terminated within the nearest junction box. As it is a brand new fan, any fan components damaged by the Contractor during removal shall be replaced prior to acceptance by the Government.."

W50S8A20Q0005 - Paint Booth

9 • In order to maximize the booth interior dimensions, is it acceptable to incorporate access to the HVAC unit on the west side of the building into a maintenance platform above the booth?

12-Jun-20 Booth may be sized to incorporate access to the HVAC unit from a booth-mounted platform, provided access is maintained to all side-mounted damper controls, testing ports, and hatches/access panels of the HVAC equipment. Booth installation shall not encumber the ability to remove/replace the HVAC unit during future maintenance (i.e., vertical displacement of the HVAC unit shall not be permanently obstructed by the booth structure or accessories). Ladder access shall be provided for any maintenance platforms installed, and ladders and platforms incorporated in the booth design shall be OSHA compliant. [No change to SOW for this RFI].

26-Jun-20 1

10 • The drain at the rear of the room appears to run in a straight line to a cleanout on the east side of the building. Is there a minimum clear space that needs to be left around both of these to allow for maintenance or avoid underground work?

12-Jun-20 36" clearance is desired to provide adequate buffer for underground repair of the sanitary sewer line and cleanout outside the building. Sewer clean out and gravity main location is further APPROXIMATED by Plan Sheet C-105; however actual installed location is 5-10 feet different than the plan sheet. Contractor shall field verify location of underground sanitary sewer service prior to placement of mechanical equipment outside Building 253/Rm 129.

Minimum clearance is not required for the interior floor drain or underslab sewer runs within Rm 129. [No change to SOW for this RFI].

26-Jun-20 1

11 • The SOW specifies wage reporting is required, Is this a wage scale job? If so, please provide the appropriate DB wage 12-Jun-20 The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract to the Contracting Officer via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil/ - This is not a wage rate project. this is a comercial off the shelf item being manufactured and installed IAW the SOW.

12 1. If the airflow remains W to E the approximate working dimensions of the booth will be limited to 25' Wide x 13' Tall x 17'-6" Deep. If the Customer will allow us to change the air flow from S to N we can increase the working dimension to 20' Wide x 15' Tall x 25' deep (Width is referenced as the dim perpendicular to the airflow). The alternate airflow direction would still be a semi-down style.

13 2. Section 3.4.5 - While this section is helpful to understand the process it does not appear there is a specific requirement for the contractor to provide any storage, dispensing or transfer equipment for said chemicals. Please confirm.

12-Jun-20 Addendum amends SOW 3.4.5 to include the NOTE: Chemical listing is provided for information only for use in design of the paint booth exhaust filtration system to conform to NESHAP Method 319 standards. There is no requirement for the Contractor to provide storage, dispensing, or transfer equipment for listed chemicals.

26-Jun-20 1

14 3. Section 3.5.2.5 - Emergency /Purge Mode, Is it a requirement to provide a VOC/Carbon Monoxide monitor the booth exhaust air stream concentration of VOC/CO to assure a safe operation level. If level is exceeded monitor will trigger an Emergency/Purge Mode.

12-Jun-20 Existing SOW 3.5.2.5 provides requirement for Emergency/Purge Mode for positive identification of VOC or CO build up above acceptable levels in the spray booth during spraying operations. Addendum adds requirement to include a VOC/CO monitoring system that would initiate the Emergency/Purge Mode. Location and design of the monitoring system shall be determined by the Contractor to best control the Emergency/Purge Mode of the booth.

26-Jun-20 1

15 4. Section 3.4.3 – Control of Hazardous Effluents, in the case of an accidental spill for above-grade containment… Are you requesting paint booth supplier to design and create a pitched trench drain system within the spray chamber to tunnel out to an external sump and pump assembly? Should it also include the floor within the spray booth to be re-done and pitched to facilitate containment of spills?

12-Jun-20 Addendum amends SOW 3.4.3 to delete requirement to provide sump or pit for collection of spilled liquids. Replaced with text: "Design paint booth enclosure walls, floor and entry/egress points to contain accidental spill of paint strippers and thinners, paint, cleaning solvents, pretreatment chemicals, fuel or oil such that spills are not discharged from the booth to the surrounding floor, adjacent floor drain, or underneath the booth.

Design for up to 5 gallons of spilled liquid."

17 3.5.1 IS THE HEATING SYSTEM SUPPOSED TO HAVE A HUMIDIFYER TO MAINTAIN 50-70 PERCENT OR IS THAT JUST CONDITIONS

NATURALLY

22-Jun-20 Reference RFI 1 reponse, same subject. 26-Jun-20 1

The gas line of 1.5” diameter, how far is the amu unit to the gas meter, what is the pressure in the gas line

22-Jun-20 The Gas Piping Riser Diagram is provided in the Solicitation Addendum Appendix A1 Sheet P-906.

It indicates that the 1-1/2" natural gas line will provide in-line pressure of 2 PSI with intended flow of at least 750 GPH. Addendum amends SOW 3.5.1 to include this information.

26-Jun-20 1

However, since we are licensed in both dry and wet. A UL listed dry chemical system may serve to be more economically easier since it’s a self contained system and UL listed

22-Jun-20 Addendum amends SOW 3.6 to delete Contractor option to propose a dry chemical fire suppression system. A water-based wet pipe fire suppression system connecting to the existing building fire suppression system shall be designed and installed.

26-Jun-20 1 there is a form for the air quality assuming that will be filled out if we receive the contract. and not before?

22-Jun-20 Addendum amends SOW 3.5.2.9.1 to clarify that: "The 157 CES Environmental Management Office will be responsible for submitting a temporary permit application to NHDES, which must be submitted and approved prior to installation of the paint booth by the Contractor. Some booth design/performance information may be needed from the Contractor during the design submittal process to complete the application."

26-Jun-20 1

21 3.4.3 Control of Hazardous Effluents "Design paint booth enclosure walls, floor and entry/egress points to contain accidental spill of paint strippers and thinners, paint, cleaning solvents, pretreatment chemicals, fuel or oil such that spills are not discharged from the booth to the surrounding floor, adjacent floor drain, or underneath the booth. Design for up to 5 gallons of spilled liquid."

Question: A 5 gallon spill inside the booth generally is contained. It’s really not much liquid. Where the spill would be of concern is at the points of entry. Doors typically only have rubber gaskets on them. Our concern is that if we install a threshold it could become a trip hazard. Do you have any further direction on what you are looking for? We are working on a fix, could use a bit more information on why this line item was added?

1-Jul-20 The line was added to eliminate the language that spills would be contained within a sump, which Contractors asked if floor modifications would be required. No floor modifications are required for the purposes of spill collection. However, we are concerned with keeping spills from entering the floor drain at the north end of Room 129. If the Contractor is able to address such concerns through proper door sealing and strategically locating booth entry/egress points away from that drain location, we believe the intent to prevent spills from entering the drain will be met.
