1.0 Introduction

At the request of National Guard Bureau, Tetra Tech, Inc. (Tetra Tech) has conducted an Asbestos Containing Materials, Lead-Based Paint, and Hazardous Building Materials Inspection of portions of the KC-46A Fuel Cell Hangar located at Pease Air National Guard Base in Newington, New Hampshire. The investigation included an inspection to identify asbestos containing materials, an evaluation of potential lead-based paints, and an evaluation of certain other hazardous materials present at the property which may require special handling and disposal prior to renovation or demolition.

The asbestos inspection was conducted in accordance with the National Emissions Standards for Hazardous Air Pollutants (NESHAP) Code of Federal Regulations title 40, part 61 (40 CFR 61).

2.0 Building Description

The following is a description of the Site building

The Fuel Cell Hangar, Building 253 located at Pease Air National Guard Base is constructed on a slab on grade foundation. The building consists mostly of the large open hangar area with a section of offices and a mezzanine. The structure consists of steel trusses supported by steel columns and transfer trusses. The roof of the hangar consists of corrugated metal panels with caulking between the panels at the seams. The south end of the hangar contains large track mounted hangar doors consisting of metal corrugated siding with fiberglass and foam insulation. A portion of the exterior roof and siding will be impacted during the proposed renovation with all track mounted hangar doors being removed.

A Site Location Map is included as Figure 1.

3.0 Description of Suspect Asbestos Containing Materials, Sampling, and Analysis

3.1 Regulatory Background

Regulations related to asbestos exposure and/or release has been promulgated by the United States Environmental Protection Agency (EPA), and U.S. Occupational Safety and Health Administration

(OSHA).

OSHA asbestos regulations are designed to safeguard the health of workers who may be exposed to asbestos in connection with their jobs, including asbestos abatement, construction activities, and building maintenance. OSHA requires that asbestos containing materials (ACM) be removed or appropriately abated before disturbance in the course of maintenance, renovation, or demolition work, and specifies that thermal system insulation, surfacing materials and floor tile installed before 1980 must be presumed to be ACM unless appropriate inspection, sampling and analysis prove otherwise.

EPA regulates ACM associated with renovation, demolition, and abatement projects in accordance with the NESHAP regulation (40 CFR 61). This regulation, developed for the protection of public health, requires that buildings be inspected for ACM prior to any renovation/demolition project, and that all affected friable ACM and affected non-friable ACM which is damaged or likely to be made friable by renovation/demolition activities be removed or abated prior to the renovation or demolition.

EPA’s Asbestos Hazard Emergency Response Act (AHERA, 40 CFR 763) includes requirements for training and accreditation of asbestos workers and consultants, and procedures for sample collection and analysis.

3.2 Previous Inspection Reports

The New Hampshire Air National Guard provided a summary of asbestos containing materials identified in Building 253. The following asbestos containing materials were identified:

Fitting Insulation on Hot Water Supply Lines

Pipe Insulation on Hot Water Supply Lines

Floor Tile Mastic

2’ x 4’ Ceiling Tile

The mezzanine level is to be demolished to accommodate the new construction. According to information available from the Air National Guard, the asbestos containing pipe insulation and fittings are located in the mezzanine. We assume approximately 200 linear feet of pipe insulation and approximately 50 fittings may be impacted by the proposed demolition and renovation work. The floor tile mastic and 2’ x 4’ ceiling tiles do not appear to be impacted by the proposed demolition and renovation. However, should renovation plans change such that these materials are impacted, they must be abated as described in Section 4.0.

The original building design plans dated November 13, 1952 indicate that cement asbestos board was used on the interior side of steel siding used on the original hangar doors. We understand the hangar doors will be reused as part of this project. If they are removed and reinstalled without dismantling or damaging the asbestos cement board, abatement will not be necessary.

3.3 Observations and Sample Analysis

An EPA AHERA accredited Asbestos Inspector observed the Site building on December 5 and 20, 2013. Tetra Tech’s inspector identified suspect ACM in Site building and grouped them according to type and physical appearance. Each material was assessed for friability. A material is considered friable if it can be crushed or pulverized by hand pressure, in accordance with the definition of friable materials set forth in NESHAP.

The inspector determined the number of bulk samples to be collected for each suspect material based on the type and the quantity of the material, following the sampling guidelines in the Asbestos Hazard Emergency Response Act (AHERA), 40 CFR 763.86. In general, a minimum of three bulk samples for each type of surfacing material, a minimum of three bulk samples for each type of thermal system insulation, and sufficient bulk samples to determine asbestos content for each miscellaneous material are required. Examples of surfacing material include ceiling plaster and wall plaster. Examples of thermal system insulation include pipe and duct insulation and boiler breeching. Examples of miscellaneous materials include roofing materials and floor tiles.

Bulk samples were collected by the Asbestos Inspector using tools appropriate for the type of suspect material. Suspect material was sprayed with water prior to sampling to avoid the creation of dust during sampling. Bulk samples were placed in sealable bags for delivery to the laboratory. All sampling equipment was decontaminated between samples. Samples were submitted to EMSL Analytical, Inc. of Woburn, Massachusetts for asbestos analysis. All samples were analyzed by Polarized Light Microscopy (PLM) EPA-600/R-93/116.

Laboratory analysis reports are included in Appendix C. In accordance with NESHAP, suspect ACM is considered asbestos containing if it contains greater than 1% asbestos. Table 1 lists the suspect asbestos containing materials identified during the inspection of the Site building.

Tech collected a total of 26 samples of suspect ACM according to the sampling protocol presented above. The results of the sampling and analysis are presented in Section 3.4.

3.4 Results

Asbestos containing materials were identified on the interior, exterior, and roof of the subject building located at KC-46A Fuel Cell Hangar. The material descriptions, locations, and approximate quantity are listed in Table 2 of this report. The sections below provide a summary of asbestos containing materials identified at the Site building.

3.4.1 Asbestos Containing Materials

Gray Roof Caulking

Gray Siding Caulking

During Tetra Tech’s evaluation, asbestos containing gray caulking was observed on the exterior roof of the building. The asbestos containing gray caulking is seen between the sections of metal corrugated roof deck to seal/adhesive the two segments together. We estimate approximately 28,980 square feet of corrugated roof panels that include the asbestos containing gray roof caulking at their seams. If the existing roof is to be maintained, abatement of this material would not be required.

During Tetra Tech’s evaluation, asbestos containing gray caulking was observed on the small portions of original corrugated siding located just below the roof deck. The asbestos containing gray caulking is seen between the sections of metal corrugated siding to seal/adhesive the two segments together. We estimate approximately 1,400 square feet of panels that include the asbestos containing gray roof caulking are present at this location.

Approximate quantities of identified asbestos containing materials are included in Table 2. Suspect asbestos containing materials found to be non-asbestos containing are listed in Table 3.

4.0 Recommendations

In accordance with EPA regulations, all friable ACM, or materials potentially made friable by demolition or renovation activities, must be removed from the building by a licensed asbestos abatement contractor prior to demolition or renovation.

Federal NESHAP regulations distinguish between asbestos containing materials which are likely to release asbestos fibers to the atmosphere when disturbed (friable) and those that are unlikely to do so (non-friable). All friable asbestos containing materials are federally regulated asbestos containing materials (RACM) and must be properly abated prior to demolition or renovation activities. NESHAP designates two categories of non-friable ACM; Category I non-friable ACM and Category II non-friable ACM. Category I includes packings, gaskets, resilient floor coverings and asphalt roofing.

According to NESHAP, Category I non-friable ACM is not RACM unless it has become friable or has been subjected to sanding, cutting, grinding, or abrading. Category II non-friable ACM includes non-friable ACM that is not Category I non-friable ACM. Transite board is an example of Category II non-friable ACM. Category II non-friable ACM is a RACM if it has a high probability of becoming crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition.

Tetra Tech recommends that the identified ACM that would be disturbed during the course of renovation activities be removed from the building in accordance with the NESHAP regulation (40 CFR 61) prior to the start of renovation. We recommend that the owner contract with an asbestos project monitoring firm to conduct project monitoring during the abatement and to conduct clearance air monitoring at the completion of abatement. During renovation, the work should be should be observed for suspect material that may have been inaccessible during the inspection.

Non-asbestos containing materials are listed in Table 3. Analytical results are included in Appendix C.

5.0 Lead-Based Paint

5.1 Regulatory Background

The OSHA worker protection rule has established a permissible exposure limit (PEL) of 0.050 milligrams per cubic meter (mg/m3) and an action level of 0.030 mg/m3 for airborne lead. The Resource Conservation and Recovery Act (RCRA) regulates wastes containing lead as hazardous wastes if the leachable lead in the waste exceeds 5 milligrams per liter (mg/l) in the extract by Toxicity Characteristic Leachate Procedure (TCLP).

The United States Department of Housing and Urban Development (HUD) has established a threshold for in-place paint of 0.5% lead or 1.0 milligrams per centimeter squared (mg/cm2), above which paint is considered lead-containing. Although HUD guidelines are only directly applicable to residential buildings, the threshold is useful as a guideline for identifying potential exposure and waste disposal issues in other buildings.

5.2 Observations and Sample Analysis

Tetra Tech surveyed representative areas of the Site building for the presence of lead-based paint on December 20, 2013. Tetra Tech collected paint chips samples from painted interior and exterior building surfaces for analysis by Atomic Absorption Spectroscopy (AAS). The purpose of the investigation is to assist in planning for laboratory analysis of certain building components prior to demolition, disposal, or reuse. The presence of any amount of lead requires that a renovation contractor satisfy the requirements of OSHA and RCRA as described above.

Tetra Tech collected six (6) paint chip samples for laboratory analysis at KC-46A Fuel Cell Hangar.

Three of the six samples analyzed for lead content had lead concentrations ranging 0.02 to 0.43 percent by weight. These concentrations are relatively low and would not be considered lead based paint in residential settings. The remaining three samples had lead concentrations ranging from 23 to 130 percent by weight. These samples were collected from orange and orange/gray mix painted metal hangar doors, and the tan painted structural steel beams. The painted surfaces observed at the site were seen to be in good to poor condition with some portions having significant flaking and wear.

Table 4 presents the results of the paint chip survey.

5.3 Recommendations

As described above, the concentration of lead detected in paint exceeds the HUD threshold in three samples. However, the presence of lead in any concentration means that the requirements of OSHA and RCRA apply. We recommend that the owner make the information provided in this report available to the contractor for consideration in planning for worker protection during the demolition and waste disposal. Waste containing lead generated during demolition activities should be analyzed for lead by the Toxicity Characteristic Leachate Procedure (TCLP) prior to disposal. A waste is considered hazardous waste under RCRA if the leachable lead concentration exceeds 5.0 mg/l by TCLP. Lead containing paint on steel building components to be recycled can be recycled with the steel without analysis by TCLP.

Where steel components must be torch cut, ground, or drilled to accommodate the new design, lead paint should be abated from locations of impact. Alternatively, a combination of training, personnel protective equipment, and engineering controls could be employed to manage the lead paint issues.

Although steel components can be recycled without removing lead paint, care must be taken to prevent a release of lead to the environment, and to comply with OSHA worker protection requirements.

We note that this evaluation was conducted to assist with planned renovations, and is not a comprehensive lead risk assessment.

6.0 PCB and DEHP Containing Equipment

6.1 Regulatory Background

Production, use and disposal of Polychlorinated Biphenyls (PCBs) are regulated by EPA under the Toxic Substance Control Act (TSCA) 40 CFR 761. Waste PCBs and PCB-containing equipment require disposal as hazardous waste per 310 CMR 30.00 and 40 CFR 761.

PCBs were generally not used in equipment such as light ballasts manufactured after 1978. Recent light ballasts typically contain di (2-ethylhexyl) phthalate (DEHP) instead of PCBs. DEHP is less toxic than PCBs and is not regulated by TSCA. However, it is listed as a hazardous material under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund).

Therefore, recently installed non-PCB light ballasts to be impacted by the renovation should be recycled rather than disposed.

6.2 PCB and DEHP Containing Equipment – Observations

The building was lit with a combination of incandescent and fluorescent lighting fixtures. Fluorescent light ballasts may contain PCBs in capacitor oil and other components, although fixtures manufactured after 1978 are often labeled “Non-PCB.” Because the light fixtures were live at the time of the evaluation, they could not be disassembled and inspected. Recent light fixtures are assumed to contain DEHP. Original light fixtures may contain PCBs.

KC-46A Fuel Cell Hangar contains ballasts from the following:

4-foot fluorescent light fixtures, Approximate quantities are listed in Table 5.

6.3 Results and Recommendations

Fluorescent light ballasts manufactured before 1978 may contain PCBs in capacitor oil and other components. Non-PCB containing ballasts typically contain DEHP. Based on our observations and site history, we expect the building contains both DEHP containing and PCB containing ballasts.

Fluorescent light fixtures should be examined upon removal to determine if the ballasts are PCB or DEHP containing. All ballasts to be removed as part of the renovation should be removed and recycled in accordance with applicable regulations. DEHP containing ballasts are not regulated as hazardous waste under the Resource Conservation and Recovery Act (RCRA). However, DEHP is listed as a “hazardous substance” under CERCLA. We recommend the ballasts be sent to a recycling facility equipped to handle DEHP. PCB-containing and DEHP-containing ballasts should be transported in a manner which adheres to the hazardous material transportation requirements of the United States Department of Transportation (DOT) 49 Code of Federal Regulations 172. These regulations include requirements for shipping papers, package marking, labeling, and transport vehicle placarding.

7.0 Other Hazardous Materials – Observations and Recommendations Following is a description of other hazardous materials identified during the evaluation. Approximate quantities of hazardous materials requiring special handling or disposal are listed in Table 5.

7.1 Mercury-Containing Devices

Fluorescent light tubes and thermostats often contain mercury, and therefore require disposal as universal waste per EPA regulations 40 CFR 273 and New Hampshire Department of Environmental Services (DES) regulations Env-Hw 1101-1114.

The KC-46A Fuel Cell Hangar contains fluorescent light bulbs from the following:

4-foot, 8 bulb, fluorescent light fixtures, The fluorescent tubes must be disposed of in accordance with 40 CFR 273, NHDES Env-Hw 1101- 1114, and other applicable regulations. These regulations include requirements for generation, storage, collection, transport, treatment, disposal, use, reuse, and recycling of universal waste.

7.2 Refrigerants

Refrigerants were not identified at KC-46A Fuel Cell Hangar. If refrigerant containing equipment is encountered during renovation, the refrigerants should be recovered by a qualified contractor prior to disposal in accordance with US Environmental Protection Agency (EPA) regulations. Contractors must use refrigerant recovery equipment that has been registered with the US EPA. If recovered refrigerants are to be reused, they must be recovered by a Contractor certified per the requirements of Section 608 of the Clean Air Act.

7.3 Oil-Containing Equipment

In many cases petroleum containing equipment requires special handling and disposal prior to demolition. No oil-fired boilers, fuel storage tanks, or oil containing drums were observed during the evaluation of the building.

Small quantities of miscellaneous petroleum products associated with building operations may require special handling and disposal. Tetra Tech recommends these products be used as intended by the manufacturer. Should the disposal of any of these petroleum products be required, disposal should be conducted by a qualified environmental services contractor. A qualified environmental services contractor shall have sufficient equipment and supplies (such as vacuum trucks, drum vacs, drums, sorbent materials, personnel protective equipment) to collect and recover petroleum products from equipment. A qualified contractor shall provide workers trained in accordance with the OSHA Hazardous Waste Operator and Emergency Response (HAZWOPER) Standard 29 CFR 1910.120.

7.4 Additional Universal Waste and Regulated Non-Hazardous Materials

Items such as batteries associated with emergency lighting, exit signs and smoke detectors should be properly disposed.

A small quantity of fire extinguishers was observed in the Site building. Older fire extinguishers may contain carbon tetrachloride or Halon and should be disposed of at a proper facility. Additionally, these devices may be under pressure and require care in their removal.

Universal waste and other regulated waste materials observed by Tetra Tech are listed in Table 5. Tetra Tech recommends the proper disposal of universal waste and all other waste in accordance with local, state and federal regulations prior to renovation activities. We recommend an environmental services contractor familiar with these requirements be engaged to package, remove, and dispose of waste materials. Materials such as cleaners, paints, and solvents are not waste materials if they can be used as intended by the manufacturer.

8.0 Limitations

This report is subject to the standard limitations outlined in Appendix A and the specific limitations presented in this Section. This investigation and report have been prepared on behalf of and for the exclusive use of the National Guard Bureau. This report and the findings contained herein shall not be disseminated, in whole or in part, to any other party, nor used by any other party in whole or in part without the prior written consent of Tetra Tech.

Tetra Tech evaluated building materials in areas of the building which were proposed for renovation.

Tetra Tech recommends the renovation design be reviewed for potential impact to existing building materials. Materials to be impacted by the proposed renovation that were not included in this assessment should be evaluated prior to final design of the asbestos abatement work.

While Tetra Tech made every effort to identify suspect asbestos containing materials during the inspection, it is possible additional suspect asbestos containing materials will be encountered during renovation. If suspect asbestos containing materials not listed in Table 1 of this report are encountered during renovation, they should be assumed to be asbestos containing until they are sampled and analyzed.

This report documents a partial asbestos inspection conducted in accordance with NESHAP. This report is not a project specification and should not be used as a bidding document. At your request, Tetra Tech can prepare an asbestos abatement specification for bidding purposes.

Inspection and destructive sampling were limited within building spaces that are occupied and currently in use.

Appendix A: Limitations

1. The observations described in this report were made under the conditions stated therein. The conclusions presented in the report were based solely upon the services described therein, and not on scientific tasks or procedures beyond the scope of described services or the time and budgetary constraints imposed by Client. The work described in this report was carried out in accordance with the Terms and Conditions in our contract.

2. Observations were made of the Site and of structures on the Site as indicated within the report. Where access to portions of the Site or to structures on the Site was unavailable or limited, Tetra Tech Rizzo renders no opinion as to the presence asbestos-containing material in that portion of the Site or structure. In addition, Tetra Tech Rizzo renders no opinion as to the presence of asbestos-containing material where direct observation of the interior walls, floor, or ceiling of a structure on a Site was obstructed by objects or coverings on or over these surfaces.

3. It is ENGINEER's understanding that the purpose of this report is to assess the physical characteristics of the subject Site with respect to the presence of asbestos-containing material. This stated purpose has been a significant factor in determining the scope and level of services provided for in the Agreement. Should the purpose for which the Report is to be used or the proposed use of the site(s) change, this Report is no longer valid and use of this Report by CLIENT or others without ENGINEER's review and written authorization shall be at the user's sole risk. Should ENGINEER be required to review the Report after its date of submission, ENGINEER shall be entitled to additional compensation at then existing rates or such other terms as agreed between ENGINEER and the CLIENT.

4. Except as noted within the text of the report, no quantitative laboratory testing was performed as part of the investigation. Where such analyses have been conducted by an outside laboratory, Tetra Tech Rizzo has relied upon the data provided and has not conducted an independent evaluation of the reliability of these data.

5. This Report was prepared for the exclusive use of the CLIENT.

6. The observations and conclusions described in this Report are based solely on the Scope of Services provided pursuant to the Agreement. ENGINEER has not performed any additional observations, investigations, studies, or testing not specifically stated therein. ENGINEER shall not be liable for the existence of any condition, the discovery of which required the performance of services not authorized under the Agreement.

7. ENGINEER has endeavored to perform its services based upon engineering practices accepted at the time they were performed. ENGINEER makes no other representations, express or implied, regarding the information, data, analysis, calculations, and conclusions contained herein.
