A-1. EXECUTIVE SUMMARY
THIS SOLICITATION/REQUEST FOR PROPOSAL (RFP) IS OFFICIALLY RELEASED. The due date for proposals submitted in response to this solicitation is 19 October 2020.
Solicitation W31P4Q-20-R-0044 is limited to educational or other non-profit offerors. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(3)(B) as implemented by FAR 6.302-3(a)(2)(ii); Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services, which allows the use of non-competitive procedures in order to establish or maintain an essential engineering, research, and/or development capability provided by an educational or other nonprofit institution.
This solicitation is issued as a Request for Proposal for Engineering Services required to support the United States Army's Combat
Capabilities Development Command, Aviation and Missile Centers (CCDC-AvMC) Systems Readiness Directorate for performance of the effort entitled, Analysis, Development, and Implementation of Manufacturing Technology for the Defense Industrial Base. This Request for
Proposal is issued to obtain a proposal for the attached PWSs (See Attachment 001 for the Performance Work Statement for the IDIQ contract and Attachment 0002 for the Performance Work Statement for the initial Task Order). One proposal should be submitted for the overall IDIQ, and a separate cost proposal should be submitted for the initial Task Order (we ask that offerors also provide a summary technical approach for the initial task order that defines how the offeror plans to execute all sections of the Performance Work
Statement (PWS) to include the performance requirements, any travel required, security considerations, IA/Anti-Terrorism/OPSEC, GFE, GFP, and schedule).
The resulting contract will be awarded to the offeror whose proposal represents the Best Value to the Government based on the evaluation criteria in Section M, as a performance based Cost-Plus-Fixed-Fee (CPFF)/Cost Reimbursement (CR), Indefinite Delivery/Indefinite
Quantity (IDIQ) Task Order type contract with an ordering period from date of award through five (5) years. Task Orders will be issued on a CPFF/CR basis against the IDIQ contract in accordance with Federal Acquisition Regulation (FAR) 16.5. The Period of Performance

*** END OF NARRATIVE A0001 ***
The purpose of Amendment 0002 to Solicitation W31P4Q-20-R-0044 is to provide answers to questions submitted by interested parties, to make revisions to Sections B, H, I, J, L and M based on acquisition reviews and comments received, incorporate final versions of attachments to the RFP, add FAR and DFARS clauses related to Technical Data and Software Documentation, and add two additional CDRLs:
A015 Computer Software Product End Items DI-AVCS-80700A and A016 Status Report ((List and Utilization of Proposed Small Business
Subcontractors), DI-MGMT-80368A.
A-1) The first purpose of the amendment is to answer questions submitted by interested parties. Questions and answers are provided below:
Question 1 Are non-domestic companies allowed to submit proposals for this solicitation?
Answer 1 No. Foreign proposals will not be considered for this solicitation. Please see narrative H-7 for information regarding non-U.S. Citizen participation on the contract.
Question 2 - Sections L and M were not provided via beta.SAM.gov for this draft RFP. Will they be posted prior to the final RFP release?
Answer 2 - Yes. Sections L and M were included on the original draft RFP as an attachment. Revised Sections L and M are included in this amendment.
Question 3 - One thing that would be helpful to include in the final RFP is a description of the potential funding profiles over the period of performance:
Question 3a. We envision that AvMC will continue to compete for yearly Army ManTech Program funding resulting in yearly budgets that range from 0$ to 10M$+ with the possibility of significant funding variations year-to-year. If this assumption is correct, we will construct a response that can, for example, surge to meet a large budget one year, but can scale back to support a smaller, or even zero, budget the next.
Answer 3a. Historically, task order amounts have ranged from $30K to $20M. The Government has issued 79 task orders so far on the current contract and obligated a total of approximately $45 Million (which equates to approximately $9M per year based on a five year contract). On average, the Government issues approximately 16 task orders per year.
Question 3b. We also envision that this program will be a resource for the AvMC enterprise. If this assumption is correct, we will ensure that the resources are in place to support ad-hoc, and potentially recurring, requests for expertise and technology development beyond the Army ManTech Program funding.
Answer 3b. Yes, this program will potentially be used to support the AvMC enterprise.

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
Question 4 - On Page 2, Section A-1, it states that two separate proposals will be submitted: One proposal should be submitted for the overall IDIQ, and a separate proposal should be submitted for the Initial Task Order.
Question 4a. Does the Government desire to receive two, separate, 5-Section Proposals (per Section L)?
Answer 4a: No, we dont need two separate 5 section proposals. For the initial task order, offerors should respond to the PWS with a cost proposal, and a well-defined technical approach on how they will execute all sections of the PWS including the performance requirements, any travel required, security considerations, IA/Anti-Terrorism/OPSEC, GFE/GFP, and schedule. The separate proposal referenced above as it relates to the initial task order was referring to a separate cost proposal and summary technical approach for the initial task order.
Question 4b. Our understanding is that one (1) proposal will be delivered, containing 5 Sections as outlined in Section L, but addressing BOTH the Base IDIQ PWS and also the Initial Task Order (Attachment 002) in the Cost/Pricing Section III. Is this correct?
Answer 4b: Yes, this understanding is correct, but we ask that offerors also provide a summary technical approach for the initial task order that defines how the offeror plans to execute all sections of the PWS to include the performance requirements, any travel required, security considerations, IA/Anti-Terrorism/OPSEC, GFE/GFP, and schedule.
Question 5 - Our understanding is that Section L, Page 111, Section II Technical, Para. A Subfactor 1 - requests a response to the
Sample Task Order. Our understanding is that this refers to Attachment 008 Is this correct?
Answer: Yes, this is correct.
Question 6 - Page 112, Section III Cost/Price. Our understanding is that a cost proposal is requested for the base IDIQ PWS and also the Initial Task Order (Attachment 002)? Is this correct?
Answer: Yes, this is correct.
Question 7 - How should the costs for the base PWS be provided? There are 5 labor categories provided does the Government wish to receive labor rates for those categories? There does not appear to be specific activities in the base IDIQ PWS that can be priced.
Answer: You are not limited to 5 labor categories. You should propose whatever labor categories you think will be needed to perform all requirements of the Performance Work Statement. You should provide a cost proposal for the overall IDIQ PWS this information is needed in order to establish the ceiling amount for the IDIQ contract. The Government has provided the ceiling amounts for all anticipated costs for CLIN 0002 (material, equipment, consultants, and travel). You need to estimate/propose the anticipated costs for CLIN 0001 (prime labor and subcontract labor costs). Your proposed costs for CLIN 0001 amounts should include proposed labor hours for each labor category proposed, the labor rate utilized for each labor category, any indirect rates such as labor overhead that are being applied to labor costs, and the proposed fee rate (please refer to the
Pricing Templates provided as Attachments 0014 and 0015).
Question 8 - The Technical narrative in Section II mentions the Sample Task Scenario (Attachment 008), but not the Initial Task Order
(Attachment 002). Our understanding is that a cost proposal is not required for Attachment 008, and that a technical narrative is not required for Attachment 002. Is this correct?
Answer: A cost proposal is not required for your response to the Sample Task Order Scenario (Attachment 0008). However, a technical narrative/summary technical approach is required for the initial task order proposal (Attachment 0002). The summary technical approach should describe how the offeror plans to execute all sections of the PWS to include the performance requirements, any travel required, security considerations, IA/Anti-Terrorism/OPSEC, GFE/GFP, and schedule.

Direct Materials: $25,059,238.10
Direct Travel: $930,422.53
Direct Consultants: $750,044.62

Revised verbiage for narrative B0001, B-8:
The Government will provide the contractor a copy of the Performance Work Statement (PWS) for future Task Orders via email. The contractor will submit a proposal within 30 working days in response to the PWS. The proposal will specify the contractor's proposed labor hours, labor categories/rates, material, travel and subcontracts to complete the task order. Material, travel, and subcontracts will require back-up to support their costs. Backup does not need to be provided for CLIN 0002 amounts for the overall IDIQ contract as the Government has provided an estimated amount for CLIN 0002 (which includes material, equipment, travel, and consultants). However, backup should be provided for the amounts proposed for CLIN 0002 for the initial task order.
As a reminder, offerors must submit a cost proposal for both the overall IDIQ and the initial task order in response to the solicitation. Offerors should also provide a summary technical approach for the initial task order that defines how the offeror plans to execute all sections of the PWS to include the performance requirements, any travel required, security considerations, IA/Anti-Terrorism/OPSEC, GFE/GFP, and schedule.
A-9) The ninth purpose of this amendment is to revise the cost breakdown on CLIN 0001 so that Cost of Money is represented.
*** END OF NARRATIVE A0003 ***
A-1. The first purpose of Amendment 0003 is to remove all prior language that referred to this Solicitation as a DRAFT Solicitation and establish a due date for proposals. This solicitation should be considered the official Request For Proposal. The due date for proposals is 19 October 2020. Narrative A0001, section A-1 has been revised accordingly. Narrative A0002 has been deleted.
A-2. The second purpose of this amendment is to provide answers to questions submitted by interested parties. Questions and answers are provided below:
QUESTION 1: The RFP states the following: The cost of material, travel, consultants, equipment, and Other Direct Costs for performing this contract (including all tasks) shall be reimbursed in accordance with the clause entitled "Allowable Cost and Payment" of the
General Provisions (Section I) of this contract. No fixed fee shall be paid on material, travel, consultants, equipment, or ODCs.
The contract ceiling section the RFP states this:
B-7 The total contract ceiling for this CPFF contract is as follows:
CLIN 0001 Labor/Subcontracts/Consultants (fee bearing items) $ TBD
CLIN 0002 Travel/Material/Equipment/ODCs (non-fee bearing items) - NSP
7 133
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
CLIN 0003 Contractor Manpower Reporting (CMR) - NSP
CLIN 0004 Contract Data Requirements List (CDRLs) - NSP
CLIN 0005 Delivery of CAP - EQP, ST, & STE - NSP
CLIN 0006 Delivery of CAP - Material - NSP
CLIN 0007 Delivery of Hardware - NSP
These two sections appear to contradict one another, as consultants are listed as a fee-bearing item.
What costs are allowed to have fee applied?\~
Answer: Consultants has been removed from CLIN 0001 on B-7. Consultants may apply fee against their own proposed cost, and may even propose a Firm Fixed Price amount for their efforts which includes profit. Fee proposed by the offeror as the prime contractor cannot be applied in addition to the consultant(s) proposed cost. Fee is only allowed to be applied to prime labor and subcontractor labor
(CLIN 0001). All other costs are non-fee bearing.
QUESTION 2: The RFP states that any subcontractor proposed to perform effort on the basic IDIQ, or initial task order shall submit an unsanitized proposal to the Contracting Officer. While this is not a problem for the Initial Task Order, the basic IDIQ has no specific guaranteed funding or tasks provided. Can the subcontractor costs in the proposal for the overall IDIQ be representative, and based on prior projects that have been completed (for which the sub may have already submitted an unsanitized proposal)?\~ Most subcontractors follow a very specific process when submitting a proposal and would not go to the level of detail for undefined work.\~
ANSWER: For the initial task order, the Government will require an unsanitized proposal for subcontractor efforts. If an unsanitized proposal cannot be provided for the IDIQ cost proposal, then a Rough Order of Magnitude (ROM) proposal is acceptable, or an estimate based on prior projects that have been completed is also acceptable provided that the subcontractor provides rationale and available supporting documentation regarding how their estimate was developed.

*** END OF NARRATIVE A0005 ***
A-1. The first purpose of this amendment is to provide answers to questions submitted by interested parties. Questions and answers are provided below:
Question 1 - Please advise how offerors should respond to the solicitations request to identify the proposed dollar value and percentage of anticipated awards to small businesses when the specific projects to be performed are at this point unknown beyond the initial task order.
8 133
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
ANSWER 1 - The proposed dollar value and percentage of anticipated awards to small businesses should be estimated based on anticipated costs. More information is being provided in the answer to question 4 below, which should assist offerors in developing the proposed costs for the overall IDIQ contract.
Question 2 - While the costs to develop the initial task order will be captured as bid & proposal costs, where will the costs for development of future task orders be collected? Will there be a separate task order for these costs or will each project task order include pre-contract cost authorization for the development costs?
ANSWER 2 - Please note that bid and proposal costs or proposal preparation costs will NOT be paid to the unsuccessful offeror(s). No separate task order for the costs for development of future task orders (bid & proposal costs) will be issued. No pre-contract cost authorization will be granted for future task orders. Bid & proposal costs are allowable as indirect expenses on contracts to the extent that those costs are allocable and reasonable in accordance with FAR 31.205-18 Independent research and development and bid and proposal costs.
Question 3 - We understand that a summary technical approach is required to be submitted for the Initial Task Order (Attachment 002).\~
However, Section L does not provide direction with respect to where in the proposal response this should be included.\~ Please advise.
ANSWER 3 - The summary technical approach can be submitted as part of the cost proposal for the initial task order.\~
Question 4 - The base IDIQ PWS (Attachment 001) does not contain any activities that can be priced for CLIN 0001 to allow a fair, direct comparison of multiple offerors responses.\~ While five general categories of work are described in the PWS, the level of effort over the contract could vary by orders of magnitude based on Government direction. Should offerors base their response on the current IDIQ funded amount to date, the current IDIQ ceiling amount, or can the Government provide a target number of hours?
ANSWER 4 - For evaluation purposes, the estimated labor hours are provided below:
Support Staff - 12,497 hours
Engineer - 49,064 hours
Project Manager - 27,318 hours
Program Manager II - 4,977 hours
Subject Matter Expert - 26,434
TOTAL - 120,290 hours
Offerors can propose a different distribution of hours and different labor categories, but the proposal should include an explanation for the basis of the proposed hours. It should be noted that the amount proposed and eventually negotiated with the successful offeror for the overall IDIQ is only for the purposes of establishing the ceiling of the overall contract. Actual labor hours needed for performance of task orders may differ, and will be determined at the task order level as task order requirements materialize. The current IDIQ ceiling amount and current IDIQ funded amount to date was provided as Attachment 0003 (Bidders Library Info) to the solicitation. You should follow Section L Proposal Submission Requirements regarding Section III, Cost/Price.
A-2. The second purpose of this amendment is to extend the due date for proposals by two weeks from 05 October 2020 to 19 October 2020.
