Scenario:

Using Section L and M of the RFP Technical Factor 1, address the process you would use to assess, analyze, demonstrate, implement, and transition a solution to the hypothetical scenario below.

A Project Office within the Army’s PEO Aviation has requested support for a manufacturing project implementation. One of the Army’s aircraft utilize transmission gears made of an aviation specialty metal formulation that is not readily available within the US Industrial Base. Heat treating is required and the machining processes to produce these components require precision processes and extremely tight tolerances.

Problem: Currently there has been an increase in flight hours for the aircraft fleet and an increase in high temperature/high elevation missions. This has put additional stress on the transmission requiring more frequent gear replacement. The Army’s stock in these parts is getting low and there is a need to increase production by 3 times the current level.

Currently, the process for producing the gears involves Manufacturer A for producing the material, Manufacturer B for the grinding and machining of the gears, and an OEM to assemble the gears into the Transmission. The processes have not been significantly changed since 1998. They are not optimized and are expensive, time consuming, and complicated by a number of inefficient redundant steps and limited automation for assembly processes. In the early 1990s, Manufacturer A was chosen to provide the material based on a competition between 2 known suppliers. The material remains a hard to obtain long lead item. During task execution, you are notified that Manufacturer A does not have the capacity to supply the specialized material to meet schedule and does not want to increase capacity. The gear blanks are currently being machined from billets provided by Manufacturer A and the Project Office does not know if this is the best approach vs. some other methods.

The Project Office has an urgent need to maintain readiness and make sure the fleet of aircraft are available when they are needed. They require a large scale project to be completed within a two year period to take a look at how the gears are produced, recommend improvements, demonstrate the concepts, implement improvements, and transition them into production.

Provide how you will address this issue.
