1.0 Contract Data:
Solicitation Number: W31P4Q-20-R-0044
Description of Effort: Analysis, Development, and Implementation of
Manufacturing Technology for the Defense Industrial Base
2.0 Introduction:
a. Overview: This QASP outlines the procedures for surveillance of the contract/task orders. Included are procedures for evaluating the contractor’s performance and how key services will be inspected.
b. Purpose: The purpose of the QASP is to show in detail the government’s plan for monitoring the performance of the contractor and to provide for contract performance quality assurance. The QASP has been developed to evaluate contractor actions and performance on this contract.
c. Objective: This plan is to be used at task order level by the Contracting
Office/Ordering Office issuing the task order. The plan addresses the individual requirements of the task orders. The QASP defines the procedures to be followed by the Government to ensure that required contractor performance standards are met.
3.0 Responsibilities:
a. The contractor is responsible for management and quality control actions to meet the terms of the contract. The role of the government is quality assurance to ensure contract/contractor standards are achieved.
b. The government desires to maintain a quality standard for tasks set forth in the Performance Work Statement (PWS). The government will monitor performance and ensure that services are rendered in an expedited manner to minimize the occurrence of contract administrative failure.
4.0 Quality Assurance Procedures:
The Contracting Officers Representative (COR) will inspect for compliance with
Contract terms throughout the Contract period. Evaluations will be based on the
Contractor's compliance with the requirements set forth in the Performance
Requirements Summary (PRS). The Government will monitor the Contractor's performance under this Contract by performing checks, using the PRS.
5.0 Performance Requirements Summary Contents:
a. The PRS is used primarily to determine if the Contractor is performing all required services, meeting standards of performance or performance metrics, or providing timely outputs on schedule. Measurement of Contractor performance against the standards established in the PRS, through implementation of the Government's Quality Assurance Surveillance Plan (QASP), is a significant input to the determination of adequate performance. The PRS also indicates the importance of each required service.
b. The following are the major elements of the PRS:
1. Performance standards. For each of the required services a clear description of an appropriate performance standard, which describes the characteristics of completed outputs resulting from the required tasks. These completed outputs are measurable and described in terms of quality and timeliness, so that a distinction can be made between satisfactory and unsatisfactory performance.
2. Acceptable Quality Level (AQL). This column lists the AQLs which denote the amount of deviation from the performance standard the Army is willing to accept. It enables a Quality Assurance Evaluator (QAE) to determine how much deviation is allowable, taking into account that mistakes do unintentionally occur.
As stated earlier, perfect performance (0% Acceptable Level of Performance) is probably unachievable, and the cost to do so may be unrealistically high except in special circumstances. AQLs are based primarily on the nature of the task performed.
3. The surveillance method column should show the method of surveillance used to monitor the service requirement. More than one method may be shown for each service requirement because of the differences in service being provided.
6.0 PERFORMANCE OBJECTIVES/METRICS:
a. This performance-based service task order incorporates the following performance objectives: (1) Delivery of high quality technical performance; (2) Adherence to task order schedule, milestone, and delivery requirements; and (3) Efficient and effective control of task order costs. It is the contractor’s responsibility to employ the necessary resources to ensure accomplishment of these objectives. The Government’s assessment of the contractor’s performance in achieving these objectives shall utilize the standards, acceptable quality levels, and surveillance methods described in the Performance Requirements Summary matrix set forth in Appendix A.
b. The performance objectives, standards, and acceptable quality levels shall be applied on a TO basis. The COR will maintain communications with the contractor’s Program/TO Manager as needed to identify any active TO performance that is not meeting the acceptable quality levels. These communications will be conducted at least on a quarterly basis in order to provide the contractor a fair opportunity to improve its performance level.
c. The Contracting Officer will notify the Contractor in writing if he fails to meet the acceptable level of performance on the Performance Requirements Summary Matrix as defined in Appendix A. Acceptable levels of performance are defined under the column “Acceptable Quality Level (AQL)” for each Performance Objective.

High Quality Technical Performance
Task Order technical requirements as contained in Paragraph 3.0 through 3.3 of this PWS are met with little rework required and with few minor and no significant problems encountered
Performance as defined in Paragraphs 3.1, 3.2, and 3.3 meets all Task Order technical and functional requirements, and is highly responsive to changes in technical direction and/or the technical support environment
Assessments, evaluations, analyses, recommendations, and related assistance are thorough, reliable, highly relevant to TO requirements, and consist of substantial depth and breadth of subject matter as defined in Paragraph 3.2, 3.2.1, 3.2.2, 3.2.3, 3.2.4, 3.2.5
Deliverable reports contain all required data and meet all applicable CDRL requirements. Reference Paragraph 2.0 CDRL list found in DSL, an attachment to the contract.
Performance occurs with no required rework on at least 95% of deliverable items.
Routine Inspection of Deliverable Products/Services
Adherence to Schedule
Task Order milestones, periods of performance, and/or deliverable submission dates are met or exceeded
Contractor meets Task Order delivery requirements for milestones and deliverables 90% of the time (excluding Government caused delays).
Routine Inspection of Deliverable Products/Services
Control of Task Order Cost
Task Order costs are controlled in efficient and effective manner
Task Order cost at conclusion of period of performance meets or is less than contract task order amount.
Routine Inspection of Task Order Performance, Performance/Cost Reports, Payment Invoices, Etc.
