Introduction to ASSIST2Industry

ASSIST2Industry is a secure web application available for offerors involved with a specific solicitation/event in conjunction with the Government’s evaluation process of that solicitation. The application allows offerors/users, authorized by the cognizant Contracting Officer, the ability to:

Upload/submit revised proposal files and/or final proposals to the Government.

Review and submit responses to Evaluation Notices (notifications to the offeror for purposes of clarifications, communications, or in support of discussions). ** Manage Subcontractor POCs accounts as needed (authorized users that have limited access to securely upload proposal files that, when needed due to proprietary concerns, should not be uploaded/viewable/accessible by the Prime Contractor). **

**Functionality is NOT available for Subcontractor POCs accounts.

1.1 Access to ASSIST2Industry Events

For Prime Contractor POCs, access to ASSIST2Industry for a specific solicitation/event is provided by the cognizant Contracting Officer of that action.

For Subcontractor POCs, access to ASSIST2Industry for a specific solicitation/event is provided by the

Subcontractors’ associated Prime Contractor POCs (when needed).

1.2 ASSIST2Industry Accounts

ASSIST2Industry involves two different types of user accounts, Prime Contractor accounts and Subcontractor accounts.

Most users will only have one type of account. A user will have both types of accounts (i.e., two separate User IDs and passwords) ONLY if he/she is involved in multiple solicitations/events where he/she are serving as a Prime Contractor POC in some events, but as a Subcontractor POC in others. In this situation, and as applicable, the user would need to login with his/her Prime Contractor User ID to access and perform actions in any solicitations/events where he/she is a Prime Contractor POC, and he/she would need to login with his/her Subcontractor User ID to access and perform actions in any solicitations/events where he/she is a Subcontractor POC.

A user will NEVER have more than two accounts (User IDs) for ASSIST2Industry: one Prime Contract account and one Subcontractor account.

1.3 Logging into ASSIST2Industry

1. Go to https://assist2industry.army.mil.

2. Check the checkbox to acknowledge the System Access Notice and Agreement

3. Click SUBMIT.

4. Login with your User ID and password.

Note: If you need to perform actions as a Prime Contractor POC, you will need to use your Prime Contractor User ID (typically your e-mail address) to login; if you need to perform actions as a Subcontractor POC, you will need to use your Subcontractor User ID (e.g., “subcontractorXXXX”) to login.

5. If your Prime Contractor User ID is setup as an authorized POC under more than one solicitation/event in ASSIST2Industry, you will need to select which event to work in as part of the login process. You MUST make sure you are selecting the correct Source Selection event or any files you upload will be sent to the wrong Source Selection Evaluation Board.

Note: If your Subcontractor User ID is setup as an authorized POC under more than one solicitation/event and/or under more than under Prime Contractor under a single event, step 5 above does NOT apply. Instead you will be able to select the specific solicitation/event and the applicable Prime Contractor (if teaming with more than one Prime Offeror) after you login to ASSIST2Industry.

Note: If this is the first time logging into ASSIST2Industry or the first time logging in after resetting your password, you will be prompted to change your password.

1.4 Unlocking Your ASSIST2Industry Account

When trying to access Assist2Industry, if you make three (3) unsuccessful attempts to enter your User ID and password, that account will become locked.

For Prime Contractor accounts (User ID = e-mail address), you must contact the Contracting Officer or Contract Specialist of the solicitation/event for them to unlock your account.

For Subcontractor accounts (User ID = subcontractorXXXX), you must contact the Prime Contractor POC you are teaming with for them to unlock your account.

https://assist2industry.army.mil/

1.5 Resetting Your ASSIST2Industry Password

If you’ve forgotten your ASSIST2Industry Password, follow the below procedures to reset your password.

1. Go to https://assist2industry.army.mil.

2. Check the checkbox to acknowledge the System Access Notice and Agreement

3. Click SUBMIT.

4. Click RESET PASSWORD.

5. Enter the e-mail address associated with your account, and click RESET PASSWORD.

Note: If you have both a Prime Contractor account AND a Subcontractor account, perform step 6;

if you only have either a Prime Contractor account or a Subcontractor account, skip to step 7.

6. A message will display showing that the system sees the e-mail address associated with both a Prime Contractor account and a Subcontractor account (see screenshot below). As applicable, click RESET SUBCONTRACTOR ACCOUNT PASSWORD or RESET PRIME ACCOUNT PASSWORD.

This email is associated with both a prime contractor account user ID (which is your email address) and a subcontractor account with the user ID subcontractorXXXX. Please choose the account for which you wish to change the password.

Note: The password will ONLY be reset on the one account you specify, and you would need to perform this process twice if you need the passwords on both accounts reset.

7. A new temporary password for ASSIST2Industry account will be sent to your e-mail address. You will need to login to ASSIST2Industry and then set a new password for that account/User ID.

1.6 ASSIST2Industry Support

For non-technical issues (e.g., questions about the specific content of the evaluation notices/question(s)), please contact the specific Contracting Officer or Contract Specialist of the action.

For technical issues, please contact technical support via e-mail at usarmy.jbmdl.acc.list.vce-helpdesk@mail.mil or telephone at 609-562-7050 or 609-562-5988 (Mon-Fri; 9am-5pm EST).

Basic Navigation

Navigation in ASSIST2Industry (for Prime Contractor POCs) involves opening specific screens/pages from the Navigation Panel on the left side of the screen and then viewing documents/performing actions from the main part of the screen.

Subcontractor POCs, if/when used, have limited access in ASSIST2Industry (i.e., can only upload proposal files and view files they have uploaded themselves), so a Subcontractor POC only has one screen to view (similar to the PROPOSAL FILES section a Prime Contractor POC can access).

2.1 Prime Contractor POCs - Navigation Panel Description

This section applies to Prime Contractor POCs ONLY and describes the different screens (and the functionality available on those screens), which can be opened by selecting the applicable navigation panel on the left hand side of ASSIST2Industustry. If you login as a Subcontractor POC, these sections will NOT be available/applicable nor required (see “Subcontractor View”).

Getting Started – General guidance and reference information.

Proposal Files – Add/Upload, Delete, Submit, and View proposal files (e.g., Revised Proposals, Final Proposal Revisions).

See “Proposal Files” for more information.

New Questions – List of Questions that have been issued to you but have not yet been addressed. See “New Questions and

Draft Responses” for more information.

Draft Responses – List of Questions that you have started to respond to but have not yet released back to the Government.

See “New Questions and Draft Responses” for more information.

Returned Items – List of Questions that you have previously responded to and released to the Government, but have been returned to you for “re-response” (based on comments from the Contracting Officer). See “Returned Items” for more information.

Released to Gov – List of Questions that you have previously responded to and released to the Government. See “Released to Gov” for more information.

Subcontractors – Prime contractors can Add Subcontractor Accounts, and/or View, Edit or Delete Subcontractor Account information. See “Managing Subcontractor POCs” for more information.

2.2 Subcontractor View

ASSIST2Industry allows an authorized Subcontractor POC to Add/Upload, Submit, View and Delete his/her own Proposal Files as needed. Subcontractor POCs will never have access to any information in ASSIST2Industry other than the files they upload themselves (i.e., a Subcontractor POC will never see any files/information uploaded by a Prime Contractor or any other Subcontractor).

After logging into ASSIST2Industry with a Subcontractor account (e.g., User ID = subcontractorXXXX), you MUST select the appropriate SOURCE SELECTION and then the appropriate OFFEROR (PRIME) ** from the available drop down menus at the top of the page.

**Note: It is important that both the selected SOURCE SELECTION and selected OFFEROR (PRIME) are correct/applicable before uploading any files or else your files will be received by the wrong Government team OR be applied for the wrong offeror.

After selecting the applicable Source Selection and Offeror (Prime), you will see any files you (and only you) have previously uploaded for that Source Selection/Offeror and have access to the available actions to add, submit, view or delete files.

See “Proposal Files” for more information.

Proposal Files

This section applies to both Prime Contractor POCs and Subcontractor POCs.

The PROPOSAL FILES area allows an authorized user to Add/Upload, Delete, Submit, and View proposal files as needed. This section enables a Prime Contractor POC (and/or Subcontractor POC, when applicable,) to deliver revised and final proposal files to the Government.

Submitting files to the Government is a two-step process. First, the files are uploaded into ASSIST2Industry. Then the POC must submit the files to the Government. Files that have been uploaded, but have NOT been submitted (status = PENDING SUBMITTAL), will NOT be available to the government and will eventually need to be submitted.

Prime Contractor POCs will have access to view any proposal files that they or other Prime POCs from their company have uploaded for the specific solicitation/event (i.e., Prime Contractor POCs will NEVER have access to view files uploaded by any Subcontractor POC). Subcontractor POCs, when/if used, ONLY have access to upload, view, submit, and delete their OWN proposal files (i.e., Subcontractor POCs will NEVER have access to any Prime Contractor or Subcontractor information other than their own).

3.1 To Add/Upload a Proposal File

1. On the left hand side, click PROPOSAL FILES.

2. At the top right of the table, click ADD FILE.

3. As applicable, select what Factor and Subfactor the file belongs to.

Note: If the file does not apply to a specific Factor/Subfactor (e.g., Cover Sheet, Contracting volume), or you’re not sure, leave the selection as “No Factor” and “No Subfactor”.

4. Click BROWSE.

5. Navigate to the local file to be uploaded.

6. Double click the file or select the file and click OPEN.

7. Click LOAD.

8. Click CLOSE to the Success confirmation message.

9. (Optional) Repeat steps 3-8 as needed for additional files.

10. When finished, click CLOSE to close the Add Proposal Document Window.

Note: At this point, the file will be uploaded/available in ASSIST2Industry (with a status of “Pending Submittal”) but will NOT be available to the government. You MUST then select that file and submit it before the government will be able to access it. See “To Submit a Proposal File” for more information.

3.2 To Submit a Proposal File

2. Select the file to be submitted (the status of the file MUST be “Pending Submittal”).

3. At the top right of the table, click SUBMIT SELECTED.

4. Select YES to confirm the submission or NO to cancel the request.

5. When finished, click CLOSE for the submit confirmation.

3.3 To Delete a Proposal File

2. Select the file to be deleted.

3. At the top right of the table, click DELETE FILE.

4. Select YES to confirm the deletion or NO to cancel the request.

5. When finished, click CLOSE.

NOTE: An authorized user can ONLY delete files that have not been submitted to the Government (i.e., when the Status of the file shows “Pending Submittal”). A proposal file that has been submitted (i.e., with a Status of “Released to Government”) CANNOT BE DELETED. Once a file is submitted, it is available to the Government and cannot be deleted by Contractor POCs. The Contractor POC can contact the cognizant Contracting Officer/Specialist to request that a submitted proposal file be deleted; from there the Government could choose to take action and delete the file, or choose to leave it available with instructions to the disregard the file.

3.4 To View an Uploaded Proposal File

2. Select the file to be opened.

3. At the top right of the table, click VIEW FILE.

4. Select OPEN or SAVE to download/view a local copy of the file.

Note: VIEW FILE will only allow you to view a local version of the file. You cannot edit the files/posts in ASSIST2Industry beyond deleting the file (if/when available), and uploading a new version of the file.

New Questions and Draft Responses

This section is ONLY applicable to Prime Contractor POCs. Subcontractor POCs do NOT have access to view Questions (i.e., Evaluation Notices (ENs) and/or responses to those ENs).

The NEW QUESTIONS area displays any questions that the Government has provided that have yet to be addressed by an authorized user. The number of new questions will appear to the right of the section name on the left hand side.

The DRAFT RESPONSES area displays any questions/Evaluation Notices that have some sort of response added, but that response has been saved as a draft, and not yet submitted to the Government. Evaluation Notices in the DRAFT RESPONSES area can be viewed and/or edited and will need to eventually be submitted to the Government. An evaluation notice in the NEW QUESTIONS section will move to the DRAFT RESPONSES section if a response is added to the Evaluation Notice but SAVE AS DRAFT is used instead of SAVE AND RELEASE. The number of draft responses will appear to the right of the section name on the left hand side. Items in the DRAFT RESPONSES section must eventually be released (using the SAVE AND RELEASE button), before the Government team will be able to access those responses.

Note: Subcontractor POCs will NOT be able to view/respond to Evaluation Notices or view any responses Primary POCs have entered.

4.1 To View an Evaluation Notice

1. On the left hand side, click NEW QUESTIONS (or DRAFT RESPONSES).

2. Select an Evaluation Notice in the table.

3. At the top right of the table, click VIEW IN READ ONLY MODE. The Evaluation Notice will open in a new window.

Note: VIEW IN READ ONLY MODE will only allow you to view the Evaluation Notice/response – EDIT AND RESPOND, which provides the same viewing capabilities, must be clicked in order to add or modify the response – see “To Respond to a Question/Evaluation Notice”.)

4. Click the appropriate tab as needed. An Open Evaluation Notice consists of 3 tabs:

General Info - Solicitation and Proposal reference information regarding where the Evaluation Notice stems from. This information is not editable.

Question/Response - Broken into 2 sections:

o Question – the body of the Evaluation Notice raised by the Government to be addressed. This information is not editable.

o Your Response – an open text field for you to respond to the question.

Attachments - Place to upload files as part of your response. Any attached files should apply to the specific question/Evaluation Notice only (e.g., pricing information that needs to be provided as part of a response to a technical question should be uploaded to the

PROPOSAL FILES section, not attached to the technical question/response itself).

4.2 To View and Respond to a New Question/Evaluation Notice

a. SAVE AS DRAFT: saves the Evaluation Notices in a draft/unreleased status. Evaluation

Notice will move from the NEW QUESTIONS section to the DRAFT RESPONSES section.

Note: At this point, your response to the EN is not final; it will be listed/available in ASSIST2Industry (in the DRAFT RESPONSES section), and can be edited as needed, but will NOT be available to the government. You MUST then eventually select that EN, open it in edit mode, and click SAVE AND RELEASE to send your response to the government.

b. SAVE AND RELEASE: saves the Evaluation Notice in a final response status. Evaluation Notice will move from the NEW QUESTIONS (or DRAFT RESPONSES) section to the RELEASED TO GOV section. The response is considered final, is available to the Government, and cannot be edited in ANY manner unless the Contracting Officer returns the Evaluation Notice back to the offeror (see “Returned Items” for more information).

Returned Items

After a response is released to the Government, the Contracting Officer has the ability to review the response before providing it to the rest of the Source Selection Evaluation Board (SSEB). If, for whatever reason, the Contracting Officer chooses to instead return the Evaluation Notice back to you for additional response, it will appear in the RETURNED ITEMS section, and will contain comments as to why it was returned to you.

Only the Cognizant Contracting Officer can return ENs/Responses to you.

Question/Responses - Broken into 2 sections:

o Question – the body of the Evaluation Notice raised by the Government to be addressed. This information is not editable.

o Your Response – an open text field for your response to the question.

Attachments - Place to upload files as part of your response. Any attached files should apply to the specific question/Evaluation Notice only (e.g., pricing information that needs to be provided due to a technical question and response should be uploaded to the PROPOSAL FILES section, not attached to the technical question/response itself).

5. Click CLOSE or the X in the top right hand corner to close the open Evaluation Notice.

Managing Subcontractor POCs

This section is ONLY applicable to Prime Contractor POCs and the management of their Subcontractor POCs (when needed/as applicable) in order to provide the Subcontractor access to be able to upload proprietary proposal files for a specific solicitation/event under the specific Prime Contractor.

Occasionally, a Prime Contractor may have Subcontractors involved in their proposal. Due to the potential for sensitive/proprietary information to be part of Evaluation Notices (ENs), Reponses to ENs, and Proposal files (for both for the Prime Contractors and Subcontractors involved), ASSIST2Industry provides functionality for Subcontractors to access their own “space” within the web application, where they can upload their own (potentially sensitive/proprietary) proposal files/revisions to the government. While Prime Contractor POCs will NOT have access to files that the Subcontractor POC(s) upload, Prime Contractor POCs are responsible for providing access for their Subcontractors (if/when needed) and managing those Subcontractor POC accounts within ASSIST2Industry. Government teams and ASSIST2Industry Technical Support cannot provide access or manage Subcontractor POCs.

The SUBCONTRACTORS view/navigation panel on the left allows Prime Contractor POCs to Add Subcontractor POCs (if/when needed), and/or View, Edit or Delete existing Subcontractor POC information. Subcontractor POCs can only upload proposal files (a Subcontractor POC can view files he/she has uploaded him/herself, but cannot view or access any other information on the ASSIST2Industry website (e.g., Questions/Evaluation Notices, Responses, Proposal files uploaded by someone else)).

Prime Contractor POCs will only be able to see the number of files submitted by their Subcontractors;

they CANNOT view the Subcontractor POC files.

7.1 To Add a Subcontractor POC

1. On the left hand side, click SUBCONTRACTORS.

2. At the top right of the table, click ADD. A new window will appear.

3. Enter the subcontractor’s email address.

4. Re-enter the Subcontractor Email address.

5. Click CONTINUE to proceed or CANCEL to close the window and not add the account.

6. Enter the POCs information; First Name, Last Name, Title, and Phone are required.

Note: If the POCs information is already filled out, it means the POC already has an existing Subcontractor account/User ID for ASSIST2Industry, and that account will just be reused in this specific solicitation/event. If this occurs, just proceed to the next step.*

7. Click ADD. A confirmation window will appear showing that the user has been successfully setup as a Subcontractor POC under your company to this solicitation/event.

8. Click CLOSE.

9. Repeat steps 2 – 7 to add additional Subcontractor POCs.

Note: Adding a Subcontractor POC applies ONLY to the specific solicitation/event that the Prime has selected/entered as part of the login process. If/when a Prime Contractor POC has access to multiple solicitations/events, the Subcontractor POCs must be added to the appropriate one.

*Note: A user that is added as a Subcontractor POC for the first time will receive two automatically generated e-mails; one with their Subcontractor User ID, and one with their initial/temporary Password for that Subcontractor account. A user that has already been added under a different solicitation/event or under a different Prime Contractor will use the same Subcontractor User ID they were originally provided with if/when they need to upload proposal files as a Subcontractor to your company for this solicitation/event.

7.2 To View Subcontractor Account Information

2. Select a Subcontractor in the table.

3. At the top right of the table, click VIEW.

4. A new window “View Subcontractor Account” will appear.

5. Click CANCEL when complete.

7.3 To Edit Subcontractor Account Information

3. At the top right of the table, click EDIT.

4. EDIT the Subcontractor Information as needed and click

UPDATE when complete.

Note: The E-mail address and User ID of the Subcontractor account cannot be modified.

Note: The SUBMISSIONS PERMITTED checkbox in the Subcontractor Account Information is used to control the Subcontractor POCs’ ability to access ASSIST2Industry as an authorized Subcontractor POC under your company for the specific solicitation/event (an alternative to deleting/removing the account entirely).

7.4 Inactive Subcontractor Accounts

A Subcontractor POC who has uploaded files under this solicitation/event associated with your company cannot be deleted as a POC, but any Prime Contractor POC can remove future access to this space for that POC by unchecking the SUBMISSIONS PERMITTED checkbox within that POC’s account. If the SUBMISSIONS PERMITTED checkbox is unchecked, the Account Status of the Subcontractor will be listed as INACTIVE, and, for this specific source section/your company combination, the Subcontractor POC:

Will be unable to submit any more files.

Will no longer see/be able to select this source selection/your company combination.

Will no longer be able to view any files he/she previously uploaded.

An INACTIVE Subcontractor POC can be reactivated by editing his/her account, checking the SUBMISSTIONS PERMITTED checkbox, and clicking UPDATE.

7.5 Disabled Subcontractor Accounts

An Account Status of DISABLED means that the Subcontractor POC’s ASSIST2Industry account has been locked out for some (usually unintentional) reason (e.g., three failed/invalid login attempts or an extended period of inactivity).

A DISABLED Subcontractor POC can be reactivated by editing his/her account and clicking ENABLE ID.

7.6 To Delete a Subcontractor Account

3. At the top right of the table, click DELETE. A new window “Confirm Delete” will appear.

NOTE: If the Subcontractor has uploaded any files for this effort, the account cannot be deleted, but it can be inactivated to prevent future access by editing the user’s account and unchecking SUBMIISSIONS PERMITTED (see “To Edit Subcontractor Information”).

4. Click YES to delete the subcontractor.

5. Click CLOSE to the success message.

Table Customization

Parts of this section applies to both Prime Contractor POCs (all of section 8.0) and Subcontractor POCs (section 8.1 ONLY).

In ASSIST2Industry, when in any view that displays a table or list of items, users have some control in how the list is displayed (e.g., add or remove columns of information, change the order of the columns, sort the table by specific columns).

8.1 To Change How a Table is Sorted

1. (Prime Contractor POCs only) Click into a specific view from the left hand side.

Note: Subcontractor go right into and only have access to a Proposal Files view, so Subcontractors would NOT need this step.

2. Click the column header of the column you want to sort by. The table will be sorted alphabetically by the column you select (A-Z). Click it again to reverse the sort (Z-A).

8.2 To Add/Remove Columns to a Table

1. Click into a specific view from the left hand side.

2. Hold your mouse over any of the right edge of any column header, then click the down arrow to the right of the column header.

3. Click Columns.

4. A list of available fields/columns will be displayed. Check the box next to a field to add that column to the table/list. Uncheck the box next to a field to hide that column from the table/list.

Note: Columns can only be added to/removed from Evaluation Notice related views (i.e., NEW QUESTIONS, DRAFT RESPONSES, RETURNED ITEMS, and RELEASED TO GOV views). These views are NOT available to Subcontractor POCs.

8.3 To Change the Order of the Displayed Columns

1. Click into a specific view from the left hand side.

2. Select and drag a column header and move it in between two other columns

3. Release the mouse when you are where you want to put the new column.

Note: The column order can only be changed within Evaluation Notice related views (i.e., NEW QUESTIONS, DRAFT RESPONSES, RETURNED ITEMS, and RELEASED TO GOV views). These views are NOT available to Subcontractor POCs.

Exporting Documents

This section is applicable for Prime Contractor POCs only.

When in a view that displays a list of Evaluation Notices (i.e., NEW QUESTIONS, DRAFT RESPONSES, RETURNED ITEMS, or RELEASED TO GOV), you can export the content of one or more Evaluation Notices into a Microsoft Word document (for local use ONLY).

Note: Responses to ENs MUST be made and released to the Government via the ASSIST2Industry interface. Responses SHALL NOT be added to an exported Word document and then provided to the Contracting Officer in some other manner outside of ASSIST2Industry.
