EXECUTIVE SUMMARY
This executive summary highlights some of the important features of this solicitation. If a conflict exists between this summary and the provisions of the solicitation, the provisions of the solicitation govern.
1. Introduction
The U.S. Army Contracting Command - New Jersey, in support of the Product Manager Crew Served Weapons, has a requirement to procure M2, M48, and M2A1 Caliber .50 Machine Guns for the Army, Navy, Air Force, and Foreign Military Sales requirements. The contractor shall manufacture and produce three variants: M2, M48, and M2A1 Caliber .50 Machine Guns with their support packages (including spare barrels, enhanced barrels, spare parts (SP), special tools and gauges (STG) packages, maintenance support items (MSI), and operator and field maintenance training for each weapon variant) using the United States Government (USG) provided Technical Data Package (TDP) in accordance with the effort described in the Statement of Work (SOW) in Section C and all Request for Proposal (RFP) requirements. The contractor shall provide for all necessary labor, material, supplies, services, facilities, and equipment to perform all of the requirements in the referenced SOW, RFP, and TDP. All Government Furnished Material (see Attachment 0006) will be managed by the
Government through the use of the contractor provided GFM Consumption Report (DI-MGMT-80438B, CDRL A020).
2. Acquisition Strategy
This requirement will be acquired on a competitive basis, utilizing a 100% Small Business Set-Aside acquisition. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government. Recent market research indicates there is more than one small business vendor capable of satisfying all contract requirements. As such, in order to successfully meet the increase in contract requirements the Government reserves the right to make up to two awards, if more than one contractor is deemed a best value. In the event the Government makes two awards, a Best Value Tradeoff evaluation process will be used for the base award and subsequent delivery orders will be competed using a combination of some or all of the evaluation factors as listed in the contract on a Best Value
Trade-off basis. This action will maintain competition among awardees throughout the contract(s) five-year period of performance, consisting of five, one year ordering periods. The delivery orders may include any of the three caliber .50 machine gun variants (M2, M48, M2A1), spare parts kits, training, enhanced barrels, maintenance support packages and gages/tools.
The minimum guaranteed award will be for $250,000.00. If the Government makes two awards, each awardee will receive the minimum guaranteed award of $250,000.00 on the initial delivery order(s) which will be awarded concurrently with the basic contract. Subsequent delivery orders will be competed amongst the awardees. The contract maximum value will be $221,000,000.00.
A new contractor is allowed to initially ramp up production deliveries over a several month period.
3. Technical Data Package (TDP)
The Technical Data Package (TDP) for this solicitation is marked with a Distribution D restrictive marking, which limits distribution to
