Request for Proposal (RFP) W15QKN-22-R-0027 M734A1 Multi-Option Fuze for Mortars (MOFM) and the M783 Point Detonating Delay (PD/DLY) Mortar Fuzes Questions and Answers Set 4
Q19: Section L.4.4.2 has been updated in Amendment No. 0003, but it was not identified as an update in Section A. Were any other updates made to the document that are not identified in Section A?
A19: No other updates were made that were not identified in Section A.
Q20: With respect to Section L.4.4.2, the instructions do not identify the fuze quantities that a bidder should be assuming in order to calculate small business percentages. The update to Section L.4.4.2 has removed the previous references to range pricing and now states that “Percentages are calculated using proposed total contract price as calculated in accordance with L.4.3. This price becomes the denominator and include first-tier subcontractors only. For the purpose of evaluating Small Business Participation, the total contract price is determined in accordance with Section L.3.” Neither Section L.4.3 or L.3 identify the quantities that should be assumed in order to arrive at a total contract price that can be used to calculate percentages.
A20: Section L.4.4.2 has been updated to identify how Small Business Participation percentages shall be calculated. For the purpose of evaluating Small Business Participation, the total contract price is determined by multiplying the unit price for a single Fuze from ordering period 2, price point 50,000 times 1,000,000 which is the estimated maximum number of fuzes to be purchased on this contract.
Q21: The Small Business Participation Table reflects percentages in the hundredths of percent, but L.4.4.6.1(c) stated that percentages should be rounded to the nearest tenth of a percent. Which is correct?
A21: Section L.4.4.6.1(c) has been updated to hundredth of a percent.
Q22: We respectfully request a proposal due date extension to June 16, 2022.
A22: The Government approves this request, and the proposal response date has been updated.
