*** End of Narrative A0000 ***

Executive Summary: This executive summary highlights some of the important features of this solicitation. If conflicts exist between this summary and the provisions of the solicitation, the provisions of the solicitation govern.

1. Introduction: United States (US) Army Contracting Command New Jersey in support of the Office of the Project Manager Combat

Ammunition Division has a requirement for M734A1 Multi-Option Fuze for Mortars (MOFM) and the M783 Point Detonating Delay (PD/DLY)

Mortar Fuzes. The M734A1 Multi-Option and the M783 PD/DLY Mortar Fuzes are used on 60mm, 81mm and 120mm HE and 60mm and 120mm White

Phosphorous (WP) Smoke Cartridges. The M734A1 Fuze has an electronics assembly, turbine alternator and safe and arm assembly (S&A). It has four selectable functions: two proximity Height of Burst (HOB) settings (60/81 primary mode (PRX) and 120 PRX); Impact (IMP); and

Delay (DLY). When set in 60/81 PRX or 120 PRX modes, the round will function at HOB. The proximity sensor does not turn on when set IMP or DLY. The delay mode is designed to function as a back-up mode in the event the PRX and the impact mode fail. The M783 Fuze has IMP and DLY capability and shares many of the same components as the M734A1 Fuze. The M783 Fuze is the U.S. Armys tactical training fuze for the M734A1 fuze. To simulate the M734A1, the M783 has the same four settings: 60/81 PRX, 120 PRX, IMP and DLY. A fuze setting of 60/81

PRX, 120 PRX or IMP will result in a PD (Impact) function. A setting of Delay will result in a 90 to 150 milliseconds Delay function.

2. Acquisition Strategy: The contractor shall manufacture and produce the M734A1 and M783 Fuzes in accordance with the Statement of Work

(SOW) found within Section C and all Request for Proposal (RFP) requirements. The proposed acquisition strategy will be limiting competition to contractors within the United States, its outlying areas, or Canada (in accordance with FAR 6.302(a)(2)(i)). In addition to the M734A1 MOFM and M783 PD/DLY Fuzes, major components for this procurement include the Air Driven Turbine Alternator, S&A Device for Fuzes M734A1/M783, Detonator Electric for Fuzes M734A1/M783, boosters, stab detonators, input cup assemblies, delay output cup assemblies, loaded cups, bridged plug and ignition assemblies, lead charges, delay primers, PBXN-5 explosive, RDX Type II explosive, lead azide, lead styphnate, tertracene, output mixtures, input mixtures, primer mix NOL No 130, spot Charges, delay blends, HMX Grade B explosive and Boron Powder. These major components are also restricted to the United States, its outlying areas, or Canada. These components are contained within the M734A1 MOFM and M783 PD/DLY Fuzes. They are not procured separately from the Fuzes and it is necessary for the Offeror to obtain these items and material from suppliers located within the United States, its outlying areas, or

Canada.

This acquisition may result in up to two awards of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with Firm-Fixed-Price (FFP)

Delivery Orders. Each awarded contract shall include five one-year ordering periods. The maximum individual and combined value for the contracts shall be $412,755,410 with a guaranteed minimum of $1,980,398.02. The Government reserves the right to make a single award if it is determined to be in the best interest of the Government. The anticipated award for this acquisition is Fiscal Year 2022, Quarter

4(FY22Q4).

Best Value Subjective Trade-off procedures in accordance with FAR 15.101-1 will be utilized. The Government plans to evaluate Technical, Past Performance, Price, and Small Business Participation factors. For evaluation purposes, the Technical Factor is more important than the Past Performance Factor, the Past Performance Factor is more important than the Price Factor, and the Price Factor is more important than the Small Business Participation Factor. The Technical Factor has three Subfactors: Manufacturing Plan, Quality Assurance and

Critical Safety Plan, and the Management Plan. The Manufacturing Plan and Quality Assurance Plan are of equal importance and both are more important than the Management Plan. The basis for award of a contract resulting from this solicitation will be the results of the evaluation factors and subfactors. This process permits trade-offs among cost or price and non-cost factors and allows the Government to award to other than the lowest price or highest technically rated proposal.

3. Technical Data Package: The Technical Data Package (TDP) is marked Distribution D, for this solicitation and any resulting contract includes documents that are proprietary to the Government. Disclosure and use of the TDP are restricted by the Non-Disclosure and Non-

Use Agreement (Section J, Attachment 0005) that any potential offeror(s) are required to execute prior to accessing the proprietary TDP.

The offeror shall not reproduce, duplicate or copy the TDP, or any portion thereof, except to the extent necessary for, and then only in connection with (i) the preparation and/or submission of proposals related to this procurement being affected by the United States

Government, or (ii) the manufacture within the United States, Canada, or its outlying areas or under a contract with the United States

Government.

Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level. To be eligible to gain access to export controlled TDP whether it is via
