Request for Proposal (RFP) W15QKN-22-R-0027 M734A1 Multi-Option Fuze for Mortars (MOFM) and the M783 Point Detonating Delay (PD/DLY) Mortar Fuzes Questions and Answers Set 3
Q15: Section L.4.4.2 defines the total contract price as being determined by multiplying the unit price for a single Fuze for Ordering Period 2, ranges 30,001-50,000 times 1,000,000, which is the estimated maximum number of fuzes to be purchased on this contract. These instructions appear to conflict with Attachment 0001 Price Matrix. The Pricing Matrix does not contain range pricing, but instead discrete quantities. There is no range for 30,001-50,000. Please clarify the instructions for calculating total contract price.
A15: For calculating total price, please see section L.4.3. Section L.4.4.2 is for calculating Small Business Participation. The total evaluated price will be computed by summing the evaluated prices for the M734A1 Multi-Option & M783 PD/DLY First Article Testing CLINs, M734A1 Multi-Option & M783 PD/DLY Production CLINs, and M734A1 & M783 Inert & Cutaway Fuze CLINs computed from the prices proposed in the Price Matrix, including the evaluated rental value of Government property in the Offeror’s (and any subcontractor’s) possession adjusted for cost realism (if applicable).
Q16: Section F states that if a FAT is not required, then production quantities are due within 60 days after delivery order award at a minimum rate of 20,000 fuzes per month. Can the Government confirm that the 60 days after delivery order award requirement is correct?
A16: The 60 days is correct, unless the delivery order states a schedule for a later delivery of production quantities. This provision has been updated in the RFP.
Q17: Section L.4.5.1 requires the offeror to provide Section J Contract Data Requirements List (DD1423) with blocks 17 and 18 completed. Blocks 17 and 18 do not appear to be included with the CDRL attachment that was provided with the RFP. Please clarify the submission instructions.
A17: Blocks 17 and 18 were for pricing groups on previous versions of CDRLs. These blocks are no longer required. L.4.5.1 shall be updated.
Q18: We respectfully request a proposal due date extension to June 02, 2022.
A18: The Government approves this request and the proposal response date has been updated.
