Request for Proposal (RFP) W15QKN-22-R-0027 M734A1 Multi-Option Fuze for Mortars (MOFM) and the M783 Point Detonating Delay (PD/DLY) Mortar Fuzes Questions and Answers Set 1

Q1: US Army mentions the TEP, but it does not appear to be attached as an Excel spreadsheet showing how the TEP is calculated. Can the US Army provide an Excel version of Attachment 0001- TEP Price Matrix?

A1: No. The methodology for calculating the Total Evaluated Price is detailed in Section M.4.3 of the solicitation.

Q2: The pricing curve matrix shows the top bid point as 400,000 for all Order periods but the curve data has 500,000 hard coded in for OP1,2,4 and 5 (OP3 shows 400,000). Can you please clarify which model we should use in our proposal?

A2: In accordance with Section I-131 of the solicitation, FAR 52.216-16 Order Limitations, the maximum combination of fuzes for each order is 500,000 units. The quantity of 400,000 was solicited as a price point for developing the curve and not as a maximum order. The Curve Data is correctly shown as applicable to 200,000-500,000. The Curve Data for Ordering Period 3 should reflected the 500,000, consistent with the other ordering periods.

Q3: We are having trouble making sense of the curve results for column titled T-1(a) in Attachment 1. It does not seem to make sense as the higher quantities ordered produce a higher unit pricing in this cell. Could there be an error in the formulas of the spreadsheet?

A3: As detailed in Section M.4.3.2.1, in the curve equation Y=Ax^b, A represents the T-1, which is the theoretical unit price for the first unit (or quantity of 1) based upon that curve formula. It does not reflect the unit price for the quantity/price point indicated.

Q4: Would the US Army consider extending the proposal due date by 45 days (extending the proposal due date from 30 days to 75) to allow us to provide a thorough and compliant proposal?

A4: The Government has extended the Response date by 15 days from 30 days to 45 days.
