Technical Exhibit 3.13:
Preventative Maintenance Checklist for Vehicle Wash Facility:
1. Quarterly inspection and any maintenance per manufacturer direction is required for Oil/Water Separators at Bldgs. 242. A quarterly inspection checklist must be completed and any deficiencies listed that were observed during the inspection and submitted to the COR.
2. Maintenance records for the Oil/Water Separators shall include at a minimum the date of inspection, the date of maintenance carried out, the type of maintenance performed, and type of replacements/repairs performed/equipment/parts installed. Copies of these maintenance records shall be submitted to the COR and to the DPW-ENRD at least bi-annually (January 1 and July 1) for permit compliance.
3. The basins and wash racks shall be inspected at a minimum quarterly for proper operation, for leaks at connections, proper operation of pumps and operating mechanisms, wet storage capacity, settling chamber baffles, damaged components, and condition of the wash rack surface for cracks and other damage that allows wash water not be properly contained and drain to the proper inlets. The trench drains and associated water conveyances must be kept free of sediment and debris to allow for proper functioning of the system. The facilities shall be policed at least weekly for trash and debris litter which must be removed and properly disposed of.
The sedimentation basins must be cleaned out when one-half of the wet storage has been reached or earlier if the basin does not operate or drain properly. The basins and wash racks shall be inspected at a minimum bi-annually for proper operation, for leaks at connection, proper operation of pumps and operating mechanisms, wet storage capacity, and associated infrastructure.
4. Any damage and leaks must be repaired immediately, or the contractor shall notify the COR and DPW that the system must be temporarily taken out of service until the repairs can be completed. Repairs shall be completed and adjustments to connections made to maintain proper function. Clean drains, water collection systems, settling basins, and all associated infrastructure to maintain proper function of the systems. For settling basins to properly function and meet regulatory requirements the sludge/sediment/debris must be removed no later than one-half of the storage capacity or earlier if the basin that does not drain or operate properly. Maintenance activities and cleaning activities must be documented through detailed reports that include detailed inspection checklists and reporting of all maintenance records must be submitted to the COR and to the DPW-ENRD at least bi-annually (January 1 and July 1) for permit compliance. All work shall be in compliance with the Facility Stormwater Pollution Prevention Plan that is available at the Operations and Maintenance Division.
