2) The PWS indicates that currently only about 40% of listed assets currently have controls installed. Is the Government requiring the incoming contractor to install controls on the remaining 60%?

| Attachment 1-CLS 501 Heating and Cooling Services 2.15 | In the Q&A the Government stated they intend to have all buildings under central control. | Are the controls to be furnished and installed by the ESPC contractor or will it be the responsibility of the BOS contractor? | Congruent with the above question, yes the scope of the BASOPS solicitation does include the requirement to install controls within the remaining 60% of buildings. However, the intent is to request a proposal from the successful contract awardee, then negotiate and issue this requirement on a stand-alone task order. | |
| Paragraph 1.7 Page 29 | Utility Locations. The Government has indicated the contractor is responsible for all utility locates and excavation permits. | Will the Government provide historical or estimated workload regarding the number of locates and permits that may be required each year? | There were approximately 380 location requests submitted in calendar year 2020. However, this information cannot be relied upon to determine future requests. | |
| Q&A published 3 March 2021 | The answer to the question on row 260 stated that all materials for snow and ice removal is the contractor's responsibility under a reimbursable materials CLIN. | What is the delineation of the type and purpose of materials that can be charged under the Cost Reimbursable CLIN? What types of material must be included in the offerors FFP? What type of materials can be included in the Cost Reimbursable CLIN? | Any materials consumed for an individual repair/response less than $1000 will be costs included as part of the work order. Material costs above $1000 will have material invoices submitted to the COR, which may be reimbursed on the materials CLIN in Section B. |
| Price Matrix | CBA Rates Tab | Is it the governments intent to include the health, benefits, & pension funds in the health & welfare cell of the “CBA Rates” tab in the price matrix? | Yes please. That is the intent. |
| Price Matrix | CBA Rates Tab | The formula to compute health & welfare is referencing cell Lll, should it be referencing cell L9? Should the offeror be inputting the H&W rate into L11 or L9? | Please input the data into cell L11. |
| Price Matrix | Material - CLIN X003 Tab | Can the government please provide an example of what is needed in columns A, B, and C of the “Material – CLIN X003” tab? | Material costs are no longer being required with proposals. Instead, the awarded contract will include a cost reimbursable materials CLIN, to be addressed post-award. All material quotes over $1000 must be submitted to the PCO/COR for disbursment of funds. |
| Price Matrix | Material - CLIN X003 Tab & Summary Tab | What is the difference between level 1 and level 2 of the Sub-CLIN X003AA and Sub-CLIN X003AB? | The price matrix will be revised in order to remove any reference to "Levels". |
| Price Matrix | Material - CLIN X003 Tab & Summary Tab | Is it the intent that the offeror include only the costs to complete the additional duties required for capability 1 & 2 in the SUB-CLINs X003AC and X00AD; or should the costs for Sub-CLIN X003AA also be included in these Sub-CLINs and added to the additional cost? | Capability 1 and 2 have been removed from the price matrix. All corresponding SubCLINS have also been removed. Please submit all PMO and DMO work under CLIN X004, as capability level 3. |
| ASSIST2 | 2 Company appointed ASSIST Individuals for ENs | Can the Gov't clarify where/location in Volume I does this go | It can be submitted within TAB B. Paragraph L.6.1.1.2 has been amended to reflect this instruction. |
| C 1.5 | Grounds Maintenance for Trees | Can the Gov't please clarify which CLS this should fall under for pricing and organizational purposes. | There is no specific CLS. This requirement falls under the overarching PWS. |
| Staffing Matrix | Overarching PWS 1.8-1.8.6 Tab | Can the Gov't please clarify if this is the correct PWS reference as we are unable to locate paragraph 1.8. | The staffing matrix will be revised to remove this reference. |
| Price Matrix | Price Matrix | Where does the government intend for the offeror to price subcontractor costs within the price matrix? | Include the subcontractor prices within the proposed prices. Offerors are not required to break out the subcontractor prices. See additional pricing related Q&A below for additional details. |
| Overarching PWS | .1. | Is it the contractor's responsibility to receive their materials or is that a duty of the logistics contractor? | The BASOPS contractor will be responsible for procuring all materials needed to perform under the BASOPS scope. |
| Amendment 0001 | Past Performance Questionnaire | Is it required to submit another PPQ using the changed PPQ from Amendment 0001 if we have already sent them in? | No. We can work with the original format. |
| Section C Paragraph 2.3.3 | GIS | Can the Government provide the estimated annual workload for GIS? | Thre were approximately 35 servicing request for GIS in calendar year 2020. However, this information cannot be relied upon to determine future requests. |
| Section C Paragraph 2.3.6 | CAD Support | Can the Government provide the estimated annual workload for CAD? | Thre were approximately 315 servicing request for CAD in calendar year 2020. However, this information cannot be relied upon to determine future requests. |
| CLS 501 Heating and Cooling Services PWS Paragraph 2.2, Section J Attachment 10 (CBA) | Heating and Boiler Plant Staffing | Referenced paragraph 2.2 indicates that the Contractor shall provide boiler operators. The CBA does not list a boiler operator classification. Is there an addendum to the CBA adding the Boiler Operator classification to the CBA? | This labor category would fall under the service contract act (SCA), rather than a CBA. |
| CLS 501 Heating and Cooling Services PWS Paragraph 6.1 | Normal Business Hours | Referenced paragraph 6.1 lists normal business hours as Mondays through Fridays, 6:30AM - 5:00PM which conflicts with normal business hours listed in Overarching PWS which indicated normal business hours of 7:00AM - 4:00PM. Can the Government please clarify what are the normal business hours? | The correct hours are 7:00AM to 4:00 PM. |
| Section J Attachment 10 (CBA), CLS 411 Facility Maintenance - Vertical Paragraph 2.3 HVACR | HVACR Staffing | Referenced paragraph 2.3 lists various components for maintenance and repair typically performed by HVAC Mechanics, however the CBA does not list a HVAC Mechanic classification. Is there an addendum to the CBA adding the HVAC Mechanic classification to the CBA? | These labor categies would fall under the service contract act (SCA), rather than a CBA. |
| L.6.1.2.2 TAB B, | SUBFACTOR 2: WORKFLOW EXECUTION | "This is such a broad statement, is it the Government intent that we speak to every maintenance services workload or only as it applies to subset a- Preventive Maintenance Plan and subset b- Demand Maintenance Plan? If we must speak to every maintenance service, it appears to be missing from Section M and could the Government provide details on how they will be evaluating our proposal " | The parameters of the proposal submission and evaluation are encapsulated within Sections L&M, respectively. All information required to be included in the PMP and DMP can be located within the Overarching PWS, ancillary PWS's, or the Technical Exhibits. Please take care to follow the references called out in paragraph L.6.1.2.2. |
| Picatinny CBA with Local 68, Engineers Union | The Department of Labor declared on 27 Aug 2020 that the actuary certified that the Local 68 Pension Plan is in 'endangered status,' reflecting that the funded percentage is less than 80%. | Is the Government planning to offset the risk of an endangered pension plan by compensating the contractor for future liabilities? | No. The Government is not endorsing or suggesting any CBAs be established with any particular labor union, or any union at all. The decision to use union labor (or not) is left up to the successful BASOPS awardee. |
| Gov Q&A responses #112 & #289. | The Gov responses/answers to these two GFEBS related questions appear to contradict. As a response to question 112, the Gov states that the offeror can choose to dual hat the two embedded "GFEBS Liaisons" directed in PWS para 2.1.12.1 with the "GFEBS Service Order Dispatchers" identified in PWS para 2.2.2.4.2 (DMO Service Call Desk). Conversely, as a response to question #289, the Gov acknowledges that the GFEBS liaisons embedded in Bldg. 3002 are 'in addition to' the Service Order Dispatchers noted in para 2.2.2.4.2. However, para 2.2.2.4.2. states that the "GFEBS Service Order Dispatchers...will be embedded in building 3002." Since these two positions are being directed by the Gov, we do not see that we have a choice to dual hat or reassign them to work beyond the embedded requirement. | Can the Gov clarify whether the requirement for (2) embedded "GFEBS Liaisons" (para 2.1.12.1) is the same as the requirement for (2) "GFEBS Service Order Dispatchers" (para 2.2.2.4.2) also directed as embedded positions in bldg. 3002? In other words, the requirement is for a total of (2) embedded positions? If the GFEBS Service Order Dispatchers are intended by the Gov to be aligned with the contractor established "DMO Service Desk," then shouldn't offerors assume those to be distinctly different functions; operating in different locations (Bldg. 3002 & the Contractor Service Order Desk)? | Staffing decisions such as these are left up to the individual offeror to determine. |
| Price Matrix Attachment | Clin XX3 has the breakdown for Capability 3 Maintenance into two parts (Level 1) and (Level 2). We do not see in any of the attachments the differences in regulation for Level 1 vs Level 2. | Will the government provide clarity between these Two Levels? Or What is the Army Regulation that provides guidance on the Work Capability Levels? | The price matrix will be revised in order to remove any reference to "Levels". |
| CBA | Has the existing contractor received or requested an audit from the pension Trust Funds as to the financial status, health and strength of their trust funds (and have they ever received any notices from the Trust Funds in the last 3-5 years related to health and strength of their funds)? | No. This appears to be business that is solely within the incumbent contractors purview. The Government would not be involved. | |
| CBA | Will the Government be responsible for any withdrawal liability as part of the regular reimbursement for expenses/labor (assuming the Company complies with all fund contribution requirements)? | No. Such negotiations are entirely between the labor union and the BASOPS contractor. The Government does not get involved. |
| Attachment 1-CLS 501 Heating and Cooling Services | |
| Please confirm that only a handful of buildings return steam condensate to their boilers while the remainder go to drain or dump on the ground. | Confirmed. |
| Attachment 1-CLS 501 Heating and Cooling Services | |
| Please confirm that none of the steam systems use corrosion inhibiters. | Confirmed. |
| Attachment 6 - Price Matrix Attachment.xls | Q&A released on 3/3/2021 (Row 220) stated that "Offerors are not required to breakout the subcontractor prices…" in regards to the details of holidays, vacation, etc. Q&A released on 3/15/20201 (Row 9) contradicts the previous Q&A's and requires the same level of detail for the subcontractor as prime contractors. | This type of cost data (direct labor, fringe, etc.) is proprietary to each company. Please confirm if the prime contractor is required to request this type of proprietary cost information from the subcontractor, or if the answer to the 3/3/21 Q&A should be followed where the subcontractor cost break out is NOT required. | Offerors are required to propose one fully loaded labor rate per labor category but do not need to identify whether it is the prime or subcontractor by labor category. However, if SCA or CBA labor categories are proposed the same level of detail for the prime is required for the subcontractor. This level of detail is as well required for future SCA or CBA (if CBA is applicable) wage determination adjustments. If the subcontractor will not provide the level of detail required to the prime they may submit it directly to the Government. |
| Attachment 6 - Price Matrix Attachment.xls | 'CBA Rates' tab, 'SCA Rates' tab, and | The CBA, SCA and Exempt Rate tabs appear to conform to how the prime contractor should provide calculations of their fully loaded rates. It does not, however, conform to how prime contractors should provide a rate for subcontractors. Is the Prime contractor allowed to modify how the cost information is input into the CBA, SCA, and Exempt Rate tabs for subcontractor costs? This may include NOT filling in Holiday, vacation, and sick hour and cost data as it may be proprietary data to the subcontractor. | Include the subcontractor prices within the proposed prices. Offerors are not required to break out the subcontractor prices. |
| 06 - Pricing Matrix Attachment | Subcontract Pricing | Are subcontractors required to provide the same cost detail as the Prime? | Subcontract effort shall be included in the appropriate labor categories for CLINs X002, X003 and X004 and the same level of detail as reflected in the price matrix shall be provided. Any subcontract effort in regard to CLIN X0006 - PWO/OWO will be proposed under future task orders when solicited. No subcontract effort shall be included in CLIN X008 Other Direct Costs (ODCs). |
| “21R5005 BASOPS Consolidated QAs-20210315 (pricing) published.xls”, row 36 | Government Answer in cell D36 indicates “Yes, section B will be amended to match the CLIN structure within the price matrix. Language in Section L.6.1.1 will also been revised to match the significant figure (to the hundredths place) in Section M. Aside from this correction, Offerors are to submit all pricing in the Price Matrix and not Section B.” | With respect to the last phrase, will the government confirm that offerrors are to submit both the completed Pricing Matrix and Section B? | Only the price matrix is to be completed and submitted with the proposal. Section B will only be used at the time of contract award. |
| TE 2.1 Government Furnished Property (GFP) and Section C – Performance Work Statement – Overarching, Paragraph 7.4 and 7.5.2; W15QKN-21-R-5005 BASOPS Consolidated QAs-20200303 (published) | Per the Q&A response in row 239, the government will revise 7.5.2 to: "The Contractor shall provide all facilities, vehicles, equipment, parts, tools, fuel, oil, materials and any other items required to perform all Contract requirements that are not otherwise provided as GFM, GFP, GFE, and GFF as defined in PWS section 7.4." | Does the current contractor provide its own vehicles or equipment to supplement the GFP listed in TE 2.1? If so, what does it provide? | This is up to the contractor to determine. It should be noted that there will be no Government furnished vehicles or equipment dedicated to the HVAC requirement of the contract. |
| W15QKN-21-R-5005 BASOPS Consolidated QAs-20200303 (published), rows 104, 116 | The government responses indicate that a contractor may use their own CMMS system to supplement GFEBS. | Is there currently third party connectivity in place to support a contractor using its own CMMS? Is third party internet service currently connected to the applicable facilities? | There is no third party connectivity involved. The CMMS (now referred to as AEMS) is connected through Picatinny's organic local area network. |
| Anticipated Amended Technical Exhibits | The Government stated in the last consolidated Q&As that Industry would receive revised Technical Exhibits in a future amendment. | In order to incorporate additional requirements, work load data, etc. contained within these files, would the government please consider extending the proposal due date until mid-April? | Solicitation has been extended through 06 May. |
