| In Amendment 0005, Section L changes included the addition of a CLIN X007, X008, and X009. The Pricing Matrix (Revision 01) also changed CLIN 0006 to 0001. However Section L still requires a completed Section B. The Amendments 01 through 05 did not change Section B. Now the Section L instructions conflict with Section B. In priority of reference, Section B takes precedence upon contract award. In addition Volume I must complete section B, which conflicts with the Pricing Matrix. | Will the Government issue an amendment to amend Schedule B? Will the Government issue an amendment to Section L removing Schedule B requirement for Volume 1 per the Q&A? | The table in Section L will be amended to remove the Section B pricing submission requirement in TAB C. The requirements from TAB D, will be moved to TAB C, and TAB D will be deleted. | |
| In Amendment 0005, the PWS states “7.1.1.45 Material. Property that is consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, special test equipment or real property. Material costs with a unit (or lot) price of $1,000 or more will reimbursed under the materials cost-reimbursement CLIN. Material items with a unit (or lot) price of less than $1,000 will not be reimbursed under the materials CLIN. Instead, these items must be included within the cost of the work order (DMO, service order).” | Since these work orders are included in CLIN X004 (or X003 per Schedule B) and the pricing matrix only allows labor costs in CLIN X001 through X004, where does the offeror include the cost of materials that is less than a unit price of $1,000? |
| The solicitation will be amended, so as all material costs (regardless of dollar value) will be reimbursed under the material reimbursement CLIN. When costs are submitted for approval, material quotes/receipts shall be required, except for material with a unit cost (each, lot, ton, yard (etc.)) of $1,000 or less. No quote/receipt will be necessary for cost-per-unit cost that is less than $1K. | |||
Material items with a unit (or lot) price of less than $1,000 will not be reimbursed under the materials CLIN. Instead, these items must be included within the cost of the work order (DMO, service order).” | In addition, bulk material such as road salt, pavement gravel, and fertilizers may have unit prices that are less than $1,000, but the unit of measure could be pounds or cubic inches in which the extended price could be tens or hundreds of thousand dollars. Are bulk materials considered purchased as a “lot”? | Yes. Any unit (such as lot, ton, yard, each) will be acceptable. Just be sure to make the unit of issue clear when the material quote/receipt is submitted for approval. | |
| Date of first submission: NLT ten (180) days after contract award. | Will the Government please confirm the Tree Service Maintenance PMP is due NLT 180 days after contract award as there is a discrepancy in the form CDRL A018? | The current text in DD1423 A018 reads "Date of first submission: NLT ten (180) days after contract award.". The correct number is ten (10) days. A corrected version of A018 will be uploaded with the next amendment. |
| The Government provided an RFI response to Attachment 1-CLS 501 Heating and Cooling PWS paragraph 9.2.2 which confirmed the following eight items as the scope of effort: “1. Confirmed…new contractor will need to reconfigure new network control and controllers not under the ESPC contract. 2. Confirmed…relocate all Arsenal Wide control front ends to base operation contractors central monitoring location. 3. Confirmed…install master control, monitoring system to base operation contractors central monitoring location. 4. Confirmed… install a Delta Controls front end in subcontractor central monitoring location. 5. Confirmed… backbone will need to be created (VLAN to route all traffic for subcontractor's to AEMS components). 6. Confirmed… install Delta routers and controllers where needed. 7. Confirmed… controllers need to communicate (old or new) program all new routers and controllers based on current controls sequences. 8. Confirmed…if new programming are added the old version needs to be removed, modify existing routers and controllers to remove redundant programming” | Does this scope of effort also address the Attachment 1-CLS Heating and Cooling PWS paragraph 9.3? 9.3 text is as follows: 9.3 Computer Management and Monitoring System (CMMS). The contractor shall provide and install a standalone CMMS controller for a connection to the existing CMMS operated by Energy Systems Group (ESG) and other services required for the installation’s energy savings program. The CMMS shall have the capability to record all PM and HVAC repair activities. The standalone CMMS controller shall connect all equipment through the Government network. | Yes. Aside from that, please note that within Amendment 0005, CMMS has been relabeled as AEMS. Additionally, paragraph 9.3 will be amended to further clarify the AEMS requirements. |
| Per TE 3.1 Task Decision Tree Figure 2 the above scope of effort is an unscheduled task that will require over 32 labor hours to complete which will require a PWO to be issued. In regards to PWO/OWO pricing the Government provided the following RFI response: “Both PWO and OWO will be awarded under one CLIN. The CLIN will be renumbered to CLIN X006 in a follow-on amendment. For evaluation purposes, offerors are only required to propose a "Mark-up" rate (for indirect costs and profit) to be applied to the Government provided amount (revised from the original solicitation) of $3,000,000 per ordering period.” | Please confirm that the cost to perform the effort described in Attachment 1-CLS Heating and Cooling PWS paragraphs 9.2.2 and 9.3 will be covered within the CLIN X006 plug number of $3,000,000 per ordering period. | No, not specifically. Please note that this question was received before the publication of Amendment 0005, but after the publication of the first tranche of Q&As. Therefore, the updated price matrix may be self-explanatory, thereby answering this question. Nonetheless, to be clear the intent is to have the scope of this work (install the remaining 60% of controls) issued under an OWO or a PWO. OWOs and PWOs will be solicited separately after contract award, and separate, individual proposals will be requested by the Government, and awarded on a stand-alone task order. Therefore, the cost/price for work outlined in paragraphs 9.2.2 and 9.2.3 should not be submitted with the proposal (the initial, basic proposal) at this time. Only rates should be submitted as they pertain to CLIN X006. The Government-provided amount of $3M is used in order to compute rates through a constant figure only for evaluation purposes. |
The amended solicitation contains a requirement that contradicts itself. In section L.6.1.3.2.1-L.6.1.3.2.8 , the Gov is directing bidders NOT to submit Section B with Price Volumes. In section L.3.1.2, the Government states that Section B will be submitted in Tab C, Volume I of the Proposal Organization. These two directives are in conflict with each other. Will the Government issue a revised Section B for inclusion in Volume I, or will an amendment be issued to remove that requirement? The table in Section L will be amended to remove the Section B pricing submission requirement in TAB C. The requirements from TAB D, will be moved to TAB C, and TAB D will be deleted.
In the amendment document Pages 13 and 14 it appears you are missing the "To:" Paragraph for Overarching PWS 2.5.1.4.8. Will this be corrected? Actually, the FROM: paragraph is actually the intended TO: paragraph. Nonetheless, the paragraph will be amended to clearly show the intended changes.
