TECHNICAL EXHIBIT 3.9
ATHLETIC FIELD MAINTENANCE REQUIREMENTS
1.0 Athletic Fields to Be Maintained:
Ball Fields:
· Main Gate Field 1 ( Softball/Football)
· Main Gate Field 2 (Softball/Soccer)
· Main Gate Field 3 New Soccer Field
· LL Field (Schrader Road) Courts:
· Teen Center Basketball Court
· Street Hockey Court (Farley Avenue)
· Tennis Court (Farley Avenue)
· Volleyball Court ( Near Chapel)
· Small Blacktop Basketball Area ( Main Gate)
· Playground (Main Gate Field)
1.1 The Contractor shall perform maintenance on of the athletic fields. All work shall be performed by qualified and licensed Contractor personnel and shall conform to current Amateur Softball Association and Little League Baseball Association rules and standards where applicable. The Contractor shall provide all labor, materials and equipment to complete the following athletic field maintenance: All work to be completed between 1 April and 30 November on an annual basis except where otherwise noted.
1.1.1. Ball fields 1&2:
1.1.2. Grass maintenance 01-April to 30-November:
1.1.2.1. To be mowed no less than once a week between 2 ½” to 3”.
1.1.2.2. To be weed trimmed every other week.
1.1.3. The lines and field will be drug for preseason last week February to mid-March.
1.1.4. The infield maintenance will start 01 Mar. and end the 2nd week of Sep.
1.1.5. During season fields will be drug and lined Monday, Wednesday, and Thursday.
1.1.5.1. All infield lines to include batter’s box will be done in lime.
1.1.5.2. All other field lines will be done in field paint and be 3”.
1.1.6. New soccer field:
1.1.7. Grass maintenance 01-April to 30 November:
1.1.7.1. To be mowed no less than once a week between 2 ½” to 3”.
1.1.7.2. To be weed trimmed every other week.
1.1.8. Small sided 5V5 filed lines will be struck for preseason the last week of Feb.
1.1.9. Soccer field maintenance to start 01 March to the 2nd week of September.
1.1.10. Small sided 5V5 field lines will be maintained once a week on every Monday.
1.1.11. All field lines on grass will be done in field paint and be 3”.
1.1.12. Flag football field (Ball field 1):
1.1.13. Grass maintenance 01-April to 30-November:
1.1.13.1. To be mowed no less than once a week between 2 ½” to 3”.
1.1.13.2. To be weed trimmed every other week.
1.1.14. 01 Aug lines will be over laid on field 1 for flag football preseason. Season to start third week in August and end the first week in November.
1.1.15. Lines for flag football will be maintained once a week on every Monday.
1.1.16. All field lines will be done in field paint and be 3”.
1.1.17. Little League baseball field (near CYS/SAS):
1.1.18. Grass maintenance 01-April to 30-November:
1.1.18.1. To be mowed no less than once a week between 2 ½” to 3”.
1.1.18.2. To be weed trimmed every other week.
1.1.18.3. No field lines required.
Note: All the fields/courts needs tick control, spraying for poison ivy, and routine pest control for nuisance animals and mice in storage sheds.
Recreational Areas:
Lake Denmark Picnic Area:
· Covered Pavilions
· Picnic Table Areas
· Bathroom winterization and seasonal opening maintenance for leafs, grass cutting, and recreational space (horseshoes/badminton)
Boating Areas:
· Picatinny Lake
· Lake Denmark (North/South Basin)
The maintenance of the recreational areas are mostly for weed/brush control, spraying for ticks, maintenance of the pathway between the north/south basin.
1.1 The Contractor shall perform maintenance on of the athletic fields. All work shall be performed by qualified and licensed Contractor personnel and shall conform to current Amateur Softball Association and Little League Baseball Association rules and standards where applicable. The Contractor shall provide all labor, materials and equipment to complete the following athletic field maintenance: All work is to be completed between 1 March and 1 April on an annual basis except where otherwise noted.
1.2 Complete soil tests annually for turf areas at two locations in each of the athletic fields. Fertilizer and lime applications are to be regulated in accordance with soil test results, which must be performed in accordance with state nutrient management guidelines. A copy of the test results is to be provided to the Government.
1.2..1 Apply a slow release fertilizer (50% percent or more of the nitrogen is in a water insoluble form) at rates dictated by the results of the soil test. The fertilizer is to be applied to turf areas two times a year, 1 March – 1 April and again 15 September – 31 October.
1.2.2 Apply agricultural limestone up to two times a year (1 March – 1 April and 15 September – 31 October) to maintain a soil pH of 5.5 – 6.8 at rates dictated by the results of the soil test.
1.2.3 Core aerate turf areas a minimum depth of 3-4 inches in two directions two times a year (1 March – 1 April and 15 September – 31 October).
1.2.4 Level and rake all baseball/softball infield soil areas. Add approximately 5 tons of ball diamond mix per field. Grade, rake (York rake) and prepare surface as required to ensure a safe and acceptable playing surface. Add approximately 3 tons of surface material (Turface) per field to help stabilize and improve the infield's water retention properties. Cultivate, roll, and drag the infield. Mix until smooth and level in accordance with the following specification. Difference in elevation of infield and transition to outfield grass on any two points will not exceed one tenth of one foot. This must take into consideration a two to three percent grade increase from the infield edges towards the pitcher's area for proper drainage.
1.2.5 All turf areas are to be overseeded (drill or verticut) in two directions. A total of six pounds per 1000 square feet is to be implanted ¼ to ½ inch. A certified seed mixture containing at least three varieties (approved by the Fort Belvoir DPW) of Improved Tall Fescues (80%-90%) and Perennial Ryegrass (10%-20%) is to be applied
1.2.6 All infield baselines are to be edged annually. On an annual basis (every April), all of the baseball and softball fields need an edged about 20 feet to level out transition area from infield to outfield and make the area a safe playing field.
The Directorate of Family, Morale, and Welfare & Recreation (DFMWR) is responsible for marking all baselines prior to edging.
1.2.7 Top-dressing is to be completed annually between 15 February and 15 March . Approximately 18 cubic yards of top-dressing per acre are to be applied to all turf areas as required to ensure adequate compaction resistance, water holding capacity, seed germination, and level ground for a safe and acceptable playing surface. The top-dressing is to consist of a homogeneous mixture of topsoil, leaf compost/peat humus and course sand.
1.2.8 All athletic fields are to receive adequate moisture for a minimum of four weeks following overseeding. Pullen Football field is to receive additional water during dry periods (less than 1 inch of rain over a 10 day period) from 1 June through 30 September to maintain turf vigor. If watering is required during the playing season, limit watering to ensure that the field is not too wet for good playing conditions or that the turf is not subject to excessive devoting or tearing.
2.1 Pullen Football Field. In addition to annual maintenance, Pullen Football Field is to receive weekly maintenance during the football playing season. Topsoil is to be applied as required to repair rough areas and divots once a week. Rebel tall fescue is to be applied at the rate of 6 pounds per 1000 square feet with the topsoil. The areas are to be raked to smooth the playing surface and eliminate standing water. Work schedulers are to be coordinated with DFMWR to permit recovery of areas after treatment.
3.0 The Contractor is to coordinate all maintenance schedules with the DFMWR Outdoor Recreation Office to identify field use, rotations and maintenance activities.
4.0 The contractor will repair and maintain real property associated with tennis courts, outdoor basketball courts (#2125, etc), football fields, track, and obstacle course (#1171) in referenced in the map of athletic fields and courts (TE GR7A). These include but not limited to: football goal posts, basketball pole, basketball headboard, basketball backboard, basketball rim, back stops, fences, obstacle course rubber pellets, tennis court poles and fencing.
5.0 The Contractor is not responsible for the asphalt or hand surfaces at the tennis courts, basketball courts and all-weather track.
6.0 There are nine tennis courts, five basketball courts, one skate park, five playgrounds and one obstacle course.
