1.0 General Information.

1.1 Overview. The Contractor shall perform maintenance and repair of surfaced areas, including asphalt and cement concrete pavements, gravel and earth surfaced areas, and associated structures. The Contractor shall inspect, repair, and maintain the utility systems and components associated with facilities listed in real property records.

Work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations.

1.2 Components.

1.2.1 Surfaced Areas. Surfaced areas covered under this contract include, but are not limited to, the following:

a. Paved and unpaved roadways, trails, and shoulders

b. Paved and unpaved parking areas

c. Sidewalks

d. Curbs

e. Vehicle storage and staging yards

f. Maintenance yards

g. Supply yards

h. Bridges

1.2.2 Utility Systems. TE 0501 lists the utility systems that are not included in this contract because ownership and operating responsibility has been transferred to a private utility operator. The Contractor shall perform facility preventive maintenance (PM) and repair only on Army-owned utility systems and components. These include, but are not limited to, the following:

a. Electrical System

b. Natural Gas Distribution System

c. Fuel Storage and Distribution Systems

d. Emergency Generators

e. Water Mains

f. Potable Water Service Line System

g. Wastewater System

h. Storm Water System

1.2.3 Utility Outage. The Contractor shall give a five (5) work day notice (or within 15 minutes of work commencement for emergency requirements) to the Contracting Officer Representative (COR) and all affected customers when planned maintenance, inspections, or repairs are scheduled requiring an outage or disruption of service. The notification shall include the reason for the outage, if it will completely interrupt or reduce the level of service, the facilities or areas affected, date, time, and an estimate of when normal service will resume.

1.2.3.1 Coordination. The Contractor shall coordinate in advance with the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR) and building occupants to avoid disruption of building operations.

1.3 Work Management and Control.

1.3.1 Reporting Requirements. The Contractor shall prepare, submit, and maintain all maintenance records, files, and reports in General Fund Enterprise Business System

(GFEBS).

1.3.2 Publications and Forms. Specific publications and forms required for the accomplishment of work described in this CLS service are listed in TE 0502.

2.0 Description of Services.

2.1 Surfaced Areas. The Contractor shall perform corrective paving actions as needed to surfaced areas, including but not limited to: adding dirt and gravel to roadways and parking areas, repairing asphalt, regrading, repainting, repairing potholes, clearing drainage areas, and repairing guardrails. The Contractor shall maintain and repair all paved surfaces, including flexible and rigid pavements, paved roads, paved parking areas, sidewalks, recreational areas, road shoulders, drainage systems, ramps, bridge surfaces, curbs, gutters, and erosion control areas.

2.1.1 Pothole Repair. Potholes shall be repaired IAW established approved plans, technical manuals, Unified Facilities Criteria (UFC), and Army Regulations. The Contractor shall perform repairs using the same material as the adjacent areas and shall obtain approval from the COR.

2.1.2 Road Pavement Marking. The Contractor shall mark pavement in dry weather up and removing any necessary safety barriers (e.g., cones and signs).

2.1.2.1 School Crosswalk Painting. The Contractor shall paint school crosswalks and maintain crosswalks and school signs as identified in TE 0503.

2.1.3 Range Road Maintenance. N/A

2.1.4 Tank Trails. N/A

2.1.5 Bridge Maintenance. N/A

2.1.6 Dam and Retention Pond Maintenance. N/A

2.1.7 Army Airfield Pavement Maintenance. N/A

2.1.8.1 Components. N/A

2.1.8.2 Semi-Improved Grounds (Common Areas) Track Access. N/A

2.2 Utility Systems. The Contractor shall develop and implement a comprehensive PM and minor repair program for utility distribution systems at Fort Hamilton that are not otherwise owned by a public utility company. PM consists of inspection, testing, maintaining, and repairing, and minor part and component replacement for such systems. The Contractor shall ensure all equipment and systems are safe and operational. The Contractor shall submit a PM program for this service within 30 days after receipt of KO approval to start.

2.2.1 Electric Distribution System. PM and repair of the exterior electric distribution system and associated components, e.g., poles, lines, wire, substations, switching stations, and transformers. The Contractor shall maintain and repair all overhead and underground high voltage electrical devices or the low side of the transformer and the transformers and transfer switches associated with generators. The Contractor shall contact the DPW for coordination with the utility provider. Note that the electrical lines for main service, to Building 133, are owned by Consolidated Edison. Most equipment in B133 as well as the electrical lines on post are government owned.

2.2.1.1 Uninterruptible Power Supply (UPS) Systems. There are two UPS systems;

these systems are listed in TE 0504.

2.2.1.2 Area Lighting. Exterior road, parking lot, and athletic field lighting shall be maintained throughout the post.

2.2.1.3 Traffic Controls. N/A

2.2.2 Natural Gas Distribution System. PM and repair of the natural gas distribution system and associated components not owned by the local power company. Note, gas mains and service lines to meter points at buildings are currently owned by the National Grid gas company. Baseops PM and repair could include services and lines between facilities or parts of facilities, and does include service inside of buildings.

2.2.3 Water Distribution Systems. The Contractor shall inventory, test, inspect, install, maintain, modify, and repair the water distribution systems. The systems include, but are not limited to: water mains, water storage tanks, associated pumps, backflow preventers, fire hydrants, shut-off valves, pressure-reducing valves, and all other equipment to the buildings to which plumbing and piping are attached IAW UFC 3-230- 02, O&M: Water Supply Systems.

The Water Distribution Systems, identified in TE 0505, consists of the water facilities and equipment, approximately 29,590 linear feet of water mains, 6,252 linear feet of lateral water service lines, 99 in-service and 8 buried mainline valves, 71 fire hydrants, 0 yard hydrants, and back flow preventers. The Contractor shall provide a Water System Maintenance Plan and Contingency Plan, as directed by the COR/ACOR.

2.2.4 Wastewater Collection System. The Contractor shall ensure the Wastewater Collection System is uninterrupted, reliable, continuous, and cost effective in the delivery of all generated wastewater leading from and throughout all buildings and structures, to the final outlet. The Contractor shall perform services that include inspection and maintenance of all Wastewater Collection System components.

2.2.4.1 Mains and Service Lines. The Contractor shall provide PM and repair of wastewater collection mains, service lines and all components, e.g., sewer manholes and sewage lift stations. Sewer mains, laterals and service lines shall be maintained in a free flowing condition. Sewage mains shall be flushed at least once annually. The Contractor shall prepare and submit for approval an annual flushing schedule to the KO the first (1st) week in January. New York City Water Board is the utility provider and shall maintain and repair the service taps on the mains and service lines. The wastewater plant, main, and service line locations are presented in Attachment 07 Wastewater Services. The Contractor shall contact the DPW for coordination with the utility provider.

2.2.4.1.1 Replacing Pipe. The Contractor shall repair or replace damaged, broken, collapsed, or clogged drainage pipes by reopening pipe trench and repairing or replacing damaged or worn pipes. The Contractor shall excavate pavement to gain access to storm sewers or drainage facilities where required. The backfill to the excavation shall be compacted and the surfaced area returned to its original condition.

2.2.4.1.2 Sewage Lift Station for Septic Systems. N/A.

2.2.4.1.3 Manholes. The Contractor shall maintain and repair sewer manholes, including repairing or replacing caps, ladders, rings, covers, and interior linings; uncovering those covered by dirt and debris and raising top to ground level; and removal of grit, sand, and debris from manholes. Manholes shall be structurally sound, clean, and free of debris. Manholes shall be covered with cast iron manhole lids. The Contractor shall, after rodding or cleaning sewer lines, remove all waste and debris that surrounds the manhole clean out area.

2.2.4.1.4 Sanitary System Maintenance. Disease Traps and Solid Waste Interceptors shall be maintained IAW with the manufacturer’s recommended procedures to prevent breakthrough to the sanitary sewers.

2.2.4.1.5 Ordinances. The Contractor shall comply with the City of New York Code of Ordinances for discharges into the sanitary sewer. All discharges from the installation shall comply with City pretreatment standards.

2.2.4.1.6 The Contractor shall perform the work IAW the following:

f. American Society for Sanitary Engineering (ASSE)

2.2.5 Storm Water Collection System. The storm water collection system collects and discharges storm sewer runoff to storm sewer outfalls and drainage. The Contractor shall maintain, inspect, and repair the storm water collection system that includes, but is not limited to: culverts, grates, catch basin inlets, manholes, outlets, swales, gutters, channels, terraces, underground pipe and conduits, inlets, junction structures, drop structures, chutes, energy dissipaters, and storm sewers.

On a semi-annual basis, April and November of each year, the Contractor shall inspect storm drains and gutters along all roads twice per month and unclog as necessary to prevent flooding on those roads. The Contractor is to pump trash and sediment as needed from the storm drain systems. Storm collection is detailed on the Basic information maps.

2.2.5.1 Storm Water Collection Main Repair. The Contractor shall repair, install, modify, or replace all storm water collection mains to preserve the integrity of the storm water collection system. The Contractor shall be responsible for locating storm water collection main leaks, pipe repairs, and returning storm water lines to serviceable condition. The Contractor shall check the storm water collection system during excessive rainfall to identify problem areas. Repairs must be approved by the garrison DPW.

2.2.5.2 Preventive Maintenance. The Contractor shall provide PM of all pipes, culverts, conduits, headwalls, drop boxes, grates, and open concrete lined channels, ditches, manholes, curb inlets, and all storm water collection systems outside the Semi- Improved Grounds (Common Areas).

2.2.5.2.1 The Contractor shall maintain the storm water collection and treatment system to ensure continuous, normal operation. All ditches and culverts shall be free flowing and free of obstruction. Ponding shall not occur in culverts and drainage ditches.

The Contractor shall employ erosion control measures on slopes that have been cleared of vegetation.

2.2.5.2.2 The Contractor shall schedule and inspect all systems and components for the Storm Water Collection System. The Contractor shall operate, monitor, maintain, and repair the storm water collection system and components IAW TM 5-820-4, Drainage for Areas Other Than Airfields; TM 5-814-2, Sanitary and Industrial Wastewater Collection; Pumping Stations and Force Mains; AR 200-1, Environmental Protection and Enhancement; and AR 420-1, Army Facilities Management. The Contractor shall submit to the KO for approval, within 30 days of award, a plan for accomplishing the Storm Water Collection System maintenance work described in this

PWS.

2.2.5.3 Storm Sewers. The Contractor shall remove, install, and replace storm sewers, grates, drop inlets, and covers as necessary.

2.2.5.4 Notice of Storm Drainage Service Disruption. The Contractor shall provide notice of services disruption IAW Deliverable A034.

2.2.5.5 Compliance. While performing any work on utility systems, the Contractor shall comply with all applicable Federal, State, and local laws, Army regulations, standard industry codes, and manufacturer’s recommendations.

The Contractor shall perform the work IAW the following:

a. National Plumbing Code

b. American National Standards Institute

c. Uniform Plumbing Code

d. Clean Water Act (CWA)

e. Unified Facilities Criteria (UFC) 3-230-02

f. Army Regulation (AR) 200-1

g. Manuals, pamphlets and guide specs

h. Occupational Safety and Health Administration (OSHA)

i. Industry standards

j. Manufacturer’s specifications and instructions.

2.2.5.6 Reporting Requirements.

2.2.5.6.1 The Contractor shall use the installation’s most current Storm Water Management Plan at the time of contract performance. As the plan is For Official Use Only (FOUO), contact the COR/ACOR to obtain a copy of the plan as required by current Operations Security (OPSEC) procedures.

2.2.5.6.2 Installation Storm Water Management Plan (SWMP). The Contractor shall provide input to the annual SWMP review and update process. The annual SWMP review will be led by the DPW Staff. The Contractor shall comply with the installation SWMP and associated appendices. See TE 0506.

2.2.5.6.2.1 The Contractor shall develop a Storm Water Management System Maintenance Plan (SWMSMP) using standard best management practices and consulting State references or guidebooks, then submit the plan to the COR/ACOR IAW Deliverable A025.

2.2.5.6.3 The Contractor shall develop a Storm Water Management System Maintenance Inspection Form to be included in the required SWMSMP.

2.2.5.6.4 Integrated Contingency Plan (ICP) for Spill Control and Response. The ICP shall be submitted to the COR/ACOR IAW Deliverable A026.

2.2.5.6.5 The Contractor shall submit a plan for approval to the KO, within 30 days of contract award, that is implemented to safeguard the wastewater and storm water systems. The Contractor shall identify tasks that are performed to prevent storm water discharges and the personnel assigned to perform those tasks. The Contractor shall ensure assigned personnel receive the required training as contained in the plan.

A training certificate for each qualified employee shall be kept with Contractor records and made available upon request.

2.2.5.6.6 The Contractor’s plan shall include provisions for a certified plant operator, in compliance with Federal and New York Department of Public Health and Environment Regulations. The plant operator shall respond to the incident site within thirty (30) minutes of receipt of an alarm or notification.

2.2.5.6.7 Cleaning and inspection logs and records shall be kept by the Contractor and made available upon request.

2.2.5.7 Training. Contractor personnel performing stormwater management shall receive the initial storm water pollution prevention and illict discharge detection and elimination training from the DPW Environmental and Natural Resources Division (ENRD) within sixty (60) days of contract award. Subsequent annual training shall be required. All new employees with positions potentially impacting storm water shall receive stormwater training within sixty (60) days of starting work. Training will be provided to the Contractor at the Contractor facility during normal work hours. The Contractor shall contact the COR/ACOR to schedule training. Contractor personnel, trained in proper application and management of storm water management techniques, shall accompany other Contractor personnel that have not yet received this training.

2.2.5.8 Certification. N/A

2.2.6 Other Utility Systems.

2.2.6.1 Fuel Storage and Distribution Systems. The Contractor shall perform PM and repair the fuel distribution system that includes, but is not limited to, fuel distribution lines, underground and above ground fuel storage tanks. The Contrator shall contact the DPW for coordination with the utility provider.

2.2.6.2 Fuel-Powered Pump Maintenance. N/A

2.2.6.3 Emergency/Backup Generators. The Contractor shall maintain the generators listed in TE 0507. The Contractor shall run the generators once a month for a minimum of one (1) hour loaded, and once a month for a minimum of one (1) hour unloaded. The Contractor shall inspect the associated equipment and components that are necessary for the proper operation of the generator (e.g., batteries, switchgear, belts, and coolant).

2.2.6.4 Other Water Distribution Systems. N/A

2.2.6.5 Other Sanitary Wastewater Collection Systems. Throughout the year, there will be approximately ten events that require additional portajohn support. Typically, requiring an additional four johns and one handwashing station per event.

2.2.6.6 Fire Hydrants. The Contractor shall maintain and repair fire hydrants and associated shut off gate valves. The Contractor shall ensure hydrants are reliable and functional. The Contractor shall replace fire hydrants and gate valves as required.

Replaced fire hydrant shall be equipped with Storz adapters that are compatible with the Fire Department’s equipment.

2.2.6.6.1 Flow Testing. The Contractor shall coordinate hydrant flow testing operations with both the Fire Department and the COR/ACOR. The Contractor shall perform flow testing on the water system annually (between April and November) in conjunction with system flushing.

2.2.6.6.2 Hydrant Maintenance During Flow Testing. The Contractor shall inspect and perform maintenance on all fire hydrants and associated valves mapped in TE 0508.

The Contractor shall ensure proper operation of all components annually. The Contractor shall record and report any malfunctioning hydrant to the COR/ACOR within 2 hours of identifying the malfunction.

2.2.6.7 Backflow Preventers. The Contractor shall submit for approval to the KO, a program to annually inspect, certify, repair, and perform PM on all backflow prevention devices. The Contractor shall inspect, test, and certify all backflow prevention devices operate IAW the American Water Works Association (AWWA), Environmental Protection Agency (EPA), State, and local compliance codes. The Contractor shall report any backflow prevention devices that are absent, inoperable, or non-certifiable, to the COR/ACOR within 24 hours of identifying the defect. The Contractor shall meet all Safe Drinking Water Act (SDWA) regulations. See TE 0509 for a list of backflow preventers.

2.2.6.8 Water Stop Boxes. N/A

2.2.6.9 Water Testing and Disinfecting. The Contractor shall perform bacteriological water tests and checks after line repairs that may cause contamination or if contamination is suspected (e.g., tapping into a new line or a line break repair).

Disinfection operations shall be repeated until two (2) consecutive negative results are obtained IAW AWWA standards. The COR/ACOR shall be notified within twenty-four

(24) hours of identifying water contamination. The Contractor shall provide updates to the COR/ACOR of all remedial actions. The Contractor can expect approximately 2 water tests per performance year.

2.2.6.10 Monitoring Systems. The wastewater and storm water drainage systems are equipped with Supervisory Control and Data Acquisition (SCADA) or other comparable monitoring systems at lift stations. The Contractor shall monitor the alarm systems. The Contractor shall develop a monitoring system response plan. The plan shall identify the Contractor’s response to an incident. In the event of an alarm, the alarm panel will signal the nearby audible and visible devices, whereby appropriate Contractor points of contact will be notified. The Contractor shall have a plan that is immediately implemented to safeguard the wastewater and storm systems.

2.2.6.11 Golf Courses. N/A

2.2.6.12 Athletic Fields. The Contractor shall maintain the irrigation supply pumps for Taylor field. The pumps shall remain operational at all times to provide water for irrigation. The Contractor shall coordinate with FWMR to determine when the pumps are turned off for the winter season and turned back on in the spring.
