Background:
Program Manager Soldier Weapons (PMSW) Crew Served Weapons has the need to procure a wide variety of Nonstandard Weapons (NSW) to support Department of the Army (DA), Other Government Agency (OGA), Department of Defense (DoD), and Foreign Military Sales (FMS) requirements. The Offeror(s) shall provide support in the procurement and/or manufacture of weapons, parts, accessories, tools, gages, and manuals for various commercial, foreign, nonstandard and US obsolete weapon systems on an as needed basis. Vendors must possess the capability and documentable experience to fabricate or otherwise provide these items and deliver them to multiple locations in the
United States and possibly to limited locations outside the continental United States (OCONUS).
Acquisition Approach:
The acquisition approach is to compete this requirement among capable small businesses with a 100% small business set aside. The
Government intends to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with Firm Fixed Price (FFP) delivery orders as a result of this solicitation; the contract(s) will be for five (5) one-year ordering periods and will consist of priced quantity ranges to cover anticipated new production requirements for DA, DoD, OGA, and FMS for LINs 0002-0026. As future needs for new production of other weapons, parts, and accessories and/or various conditions of NSW are identifed during the five years of the contract, FFP Delivery Orders will be competed among the Offerors who have been awarded ID/IQ base contracts. It is anticipated that orders will be competed, utilizing best value techniques ensuring Fair Opportunity is given, as prescribed in Federal Acquisitons
Regulation (FAR) 16.505 (b) , among the offeror(s) who have been awarded ID/IQ base contracts.
The proposal is due no later than on the date shown on this Solicitation cover page. For more information regarding proposal submission or the source selection evaluation Factors, see Sections L and M of this solicitation.
Additional Information:
Offerors are hereby notified that they are required to comply with Executive Order 13662 dated 20 March 2014, and as such any restricted parties are prohibited to be involved with the production of the items procured under this solicitation or in the End User Certificate
(EUC) process. The Offerors agree to these terms and conditions and understand that the U.S. Government will not accept items manufactured or furnished by any restricted parties under Executive Order 13662 dated 20 March 2014. The Offerors are further notified that if any restricted entity/manufacturer involvement as stated above will result in the U.S. Government's determination of finding the
Offeror's proposal non-responsive to the terms and conditions of the solicitation.
Additionally, Offerors understand that Rosoboronexport (ROE) is prohibited to be involved with the production of the items procured or in the End User Certificate process under this contract or in any resulting delivery order awarded under this contract. 1.0 Introduction
Product Manager Crew Served Weapons (PMCSW) has been delegated by the Program Executive Office (PEO) Soldier to address U.S. Army requirements and Foreign Military Sales of nonstandard small arms weapons, optics, and accessories. PMCSW is seeking suppliers to support the procurement of nonstandard requirements.
2.0 Scope
PMCSW has the need to procure a wide variety of Nonstandard Weapons (NSW) to support Department of the Army (DA), Foreign Military Sales

Nonstandard Weapons are defined as weapons other than those that are type classified as standard and includes obsolete weapons that were previously type classified standard. The Offeror(s) shall provide support in the procurement of weapons, parts, optics, accessories, tools, gages, and manuals for various commercial, foreign, nonstandard and US obsolete weapon systems. Vendors must possess the capability and documentable experience to fabricate, locate, procure or otherwise provide these items and deliver them to multiple locations both within the continental United States (CONUS) as well as outside the continental United States (OCONUS), including theaters of conflict.
Also included are accessories, spare parts, and repair parts for all weapons within the scope of this requirement.
Requirements will be addressed with offerings of various condition ranging from surplus to new production. Specific requirements, including acceptable condition, will be identified on an order by order basis. Some orders might include specific makes and models identified as acceptable solutions.

The USG reserves the right to request a delay of a Contractor acceptance to allow the 60 days at no additional cost to the government. It is the Contractors responsibility to coordinate clearance to allow USG access to subcontractor/supplier facilities.
Specific instructions for needed visas, permits, etcetera must be included in the notification. If the date of quality assurance
