RFP 19-R-0049 Question and Answers – 16 April 2019
Question 1:
In reference to Attachment 0005 (LIN weapon descriptions), we have multiple suppliers asking about configurations so the systems can be priced correctly. For example, how many magazines/accessories with the AR-M1? Ammo cans/belts for the M84? Tripods, tools, etc. for the DShK(M)? Accessories and sights for the AG7S/ATGH-H3?
Response: We are looking for the unit price of each New Production Weapon over the 5 ordering periods. This price should be for the weapon only, not including accessories, sights, magazines, etc.
Question 2:
Section L.2.3.2 states that an original paper copy and one electronic CD copy of the proposal volumes should be submitted, but the last sentence in the section states "Alternatively, files may be provided in Portable Document Format (.pdf)”. Does this mean we have the option to transmit our proposal by e-mail only, or do you require receipt of a physical paper copy and CD?
Response: Email proposals are not acceptable. We are requiring a physical paper copy and CD to be provided. The following sentence will be removed from the RFP: "Alternatively, files may be provided in Portable Document Format (.pdf)”
Question 3:
Is procurement of items or commodities acceptable from our NATO and EU partner country of Czechoslovakia? Previously not any issue and we have excellent USA standing with them. They serve with USA forces in Afghanistan, we train them, and exchange program through NSPA/NATO
Response: The following clause will be added to the solicitation: 52.225-5, Trade Agreements. As such, materiel shall be provided by “Designated countries” unless otherwise stated in your proposal. It is the Offerors responsibility to meet other federal regulations, laws, and executive orders.
Question 4:
Page 26, 4.7.2 Routine Status Review: Contactor shall submit an updated program management spreadsheet (CDRL A006) on a fortnightly basis thereafter. Is "fortnightly" a reference to a predetermined time frame or a formal/informal document?
Response: Section 4.7.2 of the statement of work has been updated by removing the reference “fortnightly” and replacing it with “every two week”.
Question 5:
Please confirm the intent of CDRL 27 is the overall blanket purchase order for NSW?
Response: There is no CDRL 27 and this is not a blanket purchase order. This solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. If you are referring to CLIN 0027, Weapons, Rifles, Pistols, Launchers under 30MM, this CLIN will pertain to all other future materiel to be ordered for the life of the IDIQ contract for ordering periods 1 through 5; as well as CLIN 0028, Weapons Parts, Spares, Accessories, Optics, Manuals for ordering periods 1 through 5 and CLIN 0029, Transportation for ordering periods 1 through 5.
Question 6:
Would the government consider allowing appendices to not be counted towards volume page limitations for use of required documents?
Response: In accordance with Section L.3.3.1: Annexes, documentation and attachments that are submitted by the offeror, which are not required as part of the RFP, will count against the pages limitations. The following will not count against page limitations: volume title pages, table of contents pages, cross-referencing pages, indices, acronym lists and page dividers (used to separate proposal sections).
Question 7:
Is the Government requiring a PPQ per delivery order of a BOA/IDIQ or one PPQ per BOA/IDIQ?
Response: In accordance with L.4.3.1 Offerors shall identify pertinent past history, which indicates that similar efforts of equal or greater complexity have been performed using the Offerors existing plant capability and demonstrate satisfaction of customer requirements. Therefore, it is the Offeror’s decision to provide what you believe is necessary for Past Performance. However, in accordance with L.4.3.3 for all contracts identified in L.4.3.2.1 Section 1, a PPQ is required.
Question 8:
Per reference L.3.3.1 on page 70, Are indices still being required but not used against page limitations? Indices are not mentioned anywhere else in section L as a requirement, but previously mentioned in the draft RFP.
Response: In accordance with Section L.3.3.1 the following will not count against page limitations: volume title pages, table of contents pages, cross-referencing pages, indices, acronym lists and page dividers (used to separate proposal sections).
Question 9:
In Section M.3.3.4, the RFP states “based on previous and current experience and performance, on same and similar (max. 5)” Does the “max 5” reference refer to 5 years or overall contracts to specify just the BOA/IDIQ or Delivery Orders?
Response: In accordance with Section L.4.3.2 Offerors shall submit a list of all recent Government contracts in performance or awarded to the Offeror and any of its major subcontractors within the past five (5) years, or awarded earlier than five (5) years ago, but for which deliveries/performance occurred or were scheduled to occur within the past five (5) years, which are relevant to the effort required by the solicitation. We will evaluate all contracts as submitted in your proposal in reference to Section L.4.3.2.1; the reference to (maximum five (5)) will be removed from section M.3.3.4.
Question 10:
Is there a minimum and maximum number of Past Performances the Government is requesting? If so, what is the relevancy timeframe?
Response: The solicitation doesn’t state there is a minimum or maximum number of past performances the Government is requesting; therefore, the quantity of Past Performances is the Offeror’s decision. As stated in Section L 4.3.2 the timeframe shall not exceed 5 years.
Question 11:
Does the Government want base contracts with full descriptions of all task orders or is there a limit to the number of past performances as task orders only?
Response: In accordance with L.4.3.1 Offerors shall identify pertinent past history, which indicates that similar efforts of equal or greater complexity have been performed using the Offerors existing plant capability and demonstrate satisfaction of customer requirements. Therefore, it is the Offeror’s decision to provide what you believe is necessary for Past Performance. There is no limit to the number of past performances.
Question 12:
Under the section “Commercial Packaging Requirements”, on page 32 of the solicitation, paragraph number 6 (Marking), it states that unit pack, intermediate packs and exterior shipping containers, and, as applicable, unitized loads shall be marked in accordance with MIL-STD-129. The suppliers for the majority of the items for this contract do not utilize label that meet MIL-STD-129. They do not have the software, nor the equipment to provide these labels. Recommend removing this requirement.
Response: Thank you for the recommendation. However, Commercial Packaging Requirements will remain the same.
Question 13:
Do you require letters of commitment from manufactures for new production items priced in Attachment 0009, Pricing Matrix?
Response: In accordance with Section L.4.4.1., the Offerors shall submit pricing in the Price Matrix (LINS 0002-0026) for the new production LINs, including all quantity ranges; therefore, no letters of commitment from manufactures for new production items is required.
Question 14:
In 18-R-0092_RFP_Questions_and_Answers_0001, response to question 18, the USG response to the configuration of price evaluated weapons: “The priced items on the base award will not include any accessories”. As this response was for a different requirement number, please confirm that this answer remains valid for this proposal.
Response:
In accordance with Section L.4.4.1., the Offerors shall submit pricing in the Price Matrix (LINS 0002-0026) for the new production LINs, including all quantity ranges; therefore, this price should be for the weapon only, not including accessories, sights, magazines, etc.
Question 15:
How will the Basic Issue Items (BII, magazines, slings, cleaning kits, spare barrels etc.) for the specified weapons in Attachment 0009, Pricing Matrix be requested during future Delivery Orders? Can you confirm they will be priced as a separate line item(s) if required?
Response: This will be determined on an order by order basis.
Question 16:
When you ask for different variants and configurations of the various weapons in the proposal to include accessories, can you define what mean by accessories? Do you want us to include things like optical sights, laser/aiming devices, weapon lights, after market trigger assemblies, different types of magazines, etc.
Response: This information must be determined by each Offeror dependent on the weapon being provided.
Question 17:
Section L.3.3.1 states that “Annexes, documentation and attachments that are submitted by the Offeror, which are not required as part of the RFP, will count against the page limitations”. Does it mean that copies of the company license and registrations submitted under Volume 1 will not count against specified “not to exceed number” under L.4.1.1.2 as this section states “Examples include copies of any current and relevant Federal Firearms License (FFL) and/or Special (Occupational) Tax from the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE).”
Will the same apply under Volume 2 for material spec sheets? Items spec sheet copies will not count against specified “not to exceed number” under L.4.2.1 as this section states “New production items can include manufacturer’s specifications and data sheets.”
Response: As stated in the response to Question 8 “In accordance with Section L.3.3.1 the following will not count against page limitations: volume title pages, table of contents pages, cross-referencing pages, indices, acronym lists and page dividers (used to separate proposal sections)” these are the only pages that do not count against the page limitations.
Question 18:
Scenario L 4.2.3.5 defines Camp Arifjan, Kuwait as the delivery point. Previous delivery point identified in the draft RFP was Iraq, with the Iraqi EUC. Please confirm continued utilization of an Iraq EUC for delivery into Kuwait, as that may help determine use of Kuwait International vice the two joint bases in the area.
Response: In Accordance with L.4.2.3.5, 100 SPG-9 Launchers are to be delivered to Camp Arifjan, Kuwait with a CAT III EUC signed by the Government of Iraq. Therefore, delivery will be to Kuwait with an Iraqi EUC.
