SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

STATEMENT OF WORK

MULTIPLE LAUNCH ROCKET SYSTEM M270A1

IMPROVED ARMORED CAB (IAC) PRODUCTION

01 June 2016

1.0 SCOPE:

This Statement of Work (SOW) defines the work to be performed by the contractor as authorized by and subject to the terms and conditions of the contract. The contractor shall fabricate, assemble, and deliver MLRS IAC Modification Kits, and the kits shall meet the requirements of the Technical Data Package (TDP) #57K6756, Section J Attachment 0001.

1.1 BACKGROUND:

On 10 December 2008, the Director, Capabilities Integration, Prioritization, and Analysis Branch of the Office of the Deputy Chief of Staff, G-3/5/7, Headquarters, Department of the Army, signed a memorandum synchronizing some Operational Requirements Document (ORD) requirements between both the Multiple Launch Rocket System (MLRS) and High Mobility Artillery Rocket System (HIMARS) systems.

The specific HIMARS ORD Key Performance Parameters threshold requirements applicable for inclusion into the MLRS are Enhanced Command and Control, Increased Crew Protection, and Improved Initialization. The IAC modification updates the MLRS system to meet soldier protection and survivability requirements per the memorandum.

2.0 APPLICABLE DOCUMENTS

The applicable top-level documents are contained in Section J Attachment 0007 titled Document Summary List (DSL), by number, title, date, contract reference and category. The document versions specified in the DSL take precedence over the generic references (without revision letters) cited in the SOW. Unless otherwise indicated, copies of specifications, standards, and handbooks listed are available from the Defense Logistics Agency Document Services, at the Acquisition Streamlining and Standardization Information System website: http://quicksearch.dla.mil.

3.0 REQUIREMENTS:

3.1 General:

3.1.1 The contractor shall produce, assemble, and deliver MLRS IAC Modification Kits, per Section J Attachment 0001 titled TDP.

3.1.2 The contractor shall deliver cabs with selected items pre-installed, in accordance with (IAW) Drawing 19207-12555410, with the exception of the Cab Window Installation, Drawing 19207-12555540. All other items, to include the Cab Window Installation, shall be delivered by the contractor as Modification Kits. The IAC Modification Kit drawing tree shall be IAW Section J Attachment 0010, IAC Modification Kit Drawing Tree. The drawings referenced in this paragraph are included in Section J, Attachment 0001.

3.1.3 The contractor shall deliver integration spares, as defined in Section J, Attachment 0015, per the delivery schedule in Section B.

3.1.4 The contractor shall supply twelve (12) Cab Lifting Eyes, Part Number 12577516, with the delivery of the first IAC to support the system modification team. The drawing referenced in this paragraph is included in Section J, Attachment 0001.

3.1.5 The contractor shall pack, package and mark all deliveries in accordance with the packing requirements set forth in Section D Packaging and Marking Requirements of this contract.

3.2 Systems Engineering:

3.2.1 The contractor shall resolve drawing discrepancies in regards to form, fit, or function issues with IAC Modification Kit items during the performance of this contract.

3.2.2 Prior to production, the contractor shall prepare the detailed Armor Lot(s) Heat Treatment, Ballistic Armor data reports and formal certifications for each individual opaque and transparent armor material IAW DI-NDTl-80809. All reports and certifications shall be IAW the Military or Detail specification cited in that drawing for the particular armor material type. Upon delivery of the required reports and certifications, the Government will approve or disapprove usage of the listed armor material(s) for production of the IAC Modification Kits. The contractor shall ensure that all the testing results and documentation are complete and reflect individual opaque and transparent armor material delivered for this contract. The Government Quality Assurance Representative (QAR) at the contractors facility shall verify all data for accuracy. Prior to Government QAR approval of the Armor Heat Treatment data reports and ballistic testing results, the contractor shall not acquire material or components for, or begin production of, the balance of the 30 95 contractual quantity, except at the contractor's sole risk. Such costs, if incurred prior to Government approval, will not be allocable to this contract for progress-payment purposes or for termination settlements.

3.3 Production Engineering:

3.3.1 Special Tooling: Government owned Special Tooling (GST) developed during the EMD contract is available for use as GFP. Drawings of the GST are provided in the IAC Technical Data Package (TDP) (Attachment 0001). Contractor Special Tooling (CST) developed and used by the contractor and subcontractors shall be validated and verified IAW quality assurance provisions in paragraph 4.0 of this Statement of Work (SOW). Status to include development and modification of both GST and CST used for this program shall be briefed by the contractor at Program Management Reviews (PMRs). The contractor shall identify and maintain a master list of all GST and CST on hand to include the location of those items throughout the duration of the contract. This list shall be contractor format and available for review by the Government during on-site visits. All GST and CST shall be available for review/demonstration during the Production Line Validation (PLV) process.

3.3.2 Manufacturing Planning Documentation: All contractor and subcontractor generated, maintained, or implemented manufacturing planning documentation used by the contractor to support IAC Modification Kit production shall be made available for Government review and included as part of the Production Line Validation (PLV) activities. The manufacturing planning documentation shall include:

assembly drawings, bills-of-material, manpower, facilities, STE, Special Inspection Equipment (SIE), detailed parts lists, tooling, operation process charts depicting the production flow, production process planning, such as work instructions, manufacturing engineering standard operating procedures and operator instructions.

3.3.3 Production Line Validation (PLV): A PLV shall be conducted by the contractor prior to the delivery of any IAC Modification Kits.

The contractor PLV review shall include manufacturing planning, manufacturing processes, tooling, personnel training, safety, environmental engineering considerations, quality program management, test equipment, and SIE. The PLV requirement shall be applicable to the prime contractor and major subcontractors. The PLVs shall be conducted at the manufacturing facilities of the contractor and major subcontractors. Major/key subcontractors shall be defined as those that shall be providing critical hardware or whose subcontract is for more than 25% of the total proposed price. During the PLV, the contractor shall validate changes to existing manufacturing processes and newly developed manufacturing processes, inspection equipment, test procedures, work instructions, and tooling by using the production line to produce IAC Modification Kit hardware. The PLV(s) shall be conducted using production hardware and the contractor shall correct manufacturing issues identified during PLVs prior to delivery of any IAC Modification Kit. Production Line Validations shall be required to recertify all production line(s) in an event of a significant manufacturing process change, facility move or production line break of 12 months or longer. The contractor shall notify the Government not less than 15 working days in advance when a PLV demonstration and prove out activities are scheduled and to allow the Government to witness these activities. The contractor shall provide the Government a PLV report IAW DI-MISC-80508B.

3.4 Production Engineering Support

3.4.1 The contractor shall participate in weekly production status meetings with the Government and these meetings shall be teleconferences lasting up to one hour.

3.5 PROGRAM MANAGEMENT

3.5.1 Integrated Product Teams (IPT): The contractor shall integrate all the functional disciplines required to execute the requirements of this SOW into a single IPT. The contractor shall provide the resulting IPT organization with access to all relevant contractor and subcontractor facilities and all data developed or utilized in the performance of this contract. The contractor shall ensure that the IPT facilitates technical interchange between Government and contractor personnel on a weekly basis and shall coordinate the execution of contract activities in meeting technical performance, cost, schedule, and supportability requirements.

3.5.2 Meetings: The contractor shall host a contract kick-off meeting within sixty days of contract award to review programmatic and scheduling issues, identify key stakeholders, and establish the organizational structure of IPTs. The contractor shall conduct two (2) PMRs annually, alternating between Government and contractor facilities. The contractor shall provide an agenda, IAW DI-ADMN-81249A prior to each review and conference minutes, IAW DI-ADMN-81250A following each review.

3.5.3 Financial Reporting: The contractor shall prepare cost reporting and deliver IAW DI-FNCL-81565C a Cost Data Summary Report (CSDR) and DI-FNCL-81566C, a Functional Cost Hour Report. The data items shall be flowed down to all subcontractors who meet the reporting threshold as defined IAW DoD 5000.73, Section 4 Data Collection, c.(a) CSDR Reporting.

3.5.4 Work Breakdown Structure (WBS) Index and Dictionary: The contractor shall prepare the contract WBS and deliver IAW DI-MGMT- 81334D.

3.5.5 Integrated Master Schedule (IMS): The contractor shall prepare the contract IMS and deliver IAW DI-MGMT-81861 (Format 6 only).

3.6 Welding: All welding documentation shall also be made available to the Government for review and/or approval when specified in the contract or purchase order. All references to Table 1 in the following subparagraphs are referring to Table 1 in subparagraph 3.6.10.4.

3.6.1 Welding Standards: Welds shall be free from defects indicative of poor workmanship. All welding shall be in accordance with the documents listed in Table 1. The edition (year) to be used shall be the year in effect at time of solicitation release date. If new materials are used that do not follow the guidelines in the applicable standard in Table 1, then the Contractor is responsible to demonstrate the correct standard to the Procuring Contract Office (PCO) for engineering approval.

3.6.2 Alternate Welding Standards:

Subject to PCO written engineering approval, the Contractor may utilize alternate standards or codes once the Contractor or Contractor's suppliers have demonstrated that equivalent or better quality and performance can be obtained by their use. It is the Contractor's responsibility to demonstrate such equivalence to the Government. If the Contractor's component supplier shall not release specific proprietary information, the Government reserves the right to conduct an on-site review of the Contractor's supplier(s) quality system and weld processes to verify the capability of producing acceptable welds. The Government reserves the right to approve/disapprove the use of any and all such alternative weld standards and specifications. The demonstrated equivalent shall be verified prior to fabrication of any weldment under Governmental guidance.

3.6.3 Welding Procedures: The Contractor shall develop Weld Repair Procedures and Welding Procedure Specifications (WPS) IAW DI-MISC- 80875, Procedure Qualification Records (PQRs) IAW DI-MISC-80876, and Welder Qualification Records (WQR) IAW DI-MISC-80508B per welding standard(s) as specified in Table 1: Welding Standards. The Contractor shall follow the appropriate welding standard(s) scope to qualify the welding and weld repair procedures. The Contractor shall prepare weld samples and test the weld procedure for qualification in accordance with the appropriate standard(s). Changes to the Weld Repair Procedures and WPS, PQR, or WQR that requires requalification, shall be resubmitted as part of the CDRL. The use of pre-qualified weld joints as specified in American Welding Society (AWS) D1.1 does not alleviate the Contractor from the requirement to submit welding procedures.

3.6.4 Previously Qualified Procedures: Welding procedures that have been previously qualified by a Contractor to meet the requirements of other standards, specifications, codes or earlier versions of the standard(s) listed in Table 1: Welding Standards may be used by the Contractor to support a Weld Procedure Specification (WPS) under this contract. The Contractor shall submit a written request to the Contracting Officer for approval prior to build. All essential variables specified in the applicable welding standard(s) shall be included on the Procedure Qualification Record(s) (PQRs) and submitted to the procuring engineering activity for approval prior to usage under this contract.

a. The weld procedure was qualified by destructive testing and approved on a previous DOD contract and the essential variables are within the tolerance as specified in the applicable welding standard(s) for the current contract.

b. The Contractor has certified welders and equipment to the qualified procedures in accordance with the applicable welding standard(s) in Table 1: Welding Standards.

c. There was no break in production for more than six months at the facility where the procedures were used.

d. The written request to the PCO shall include Procedure Qualification Record(s) with all essential variables specified in the applicable welding standard(s) and must also include information that substantiates the following criteria:

3.6.5 Weld Repairs: The contractor shall perform no repair of defective parts that comprise the IAC cab structure, to include personnel doors, during production without prior Government approval per the applicable weld standard. When a repair is required, the Contractor shall provide written repair procedure(s) identifying proper technique and approach to correct defective product IAW DI-MISC- 80875. The welding procedures for the repair shall be in accordance with the applicable welding standard(s) in Table 1: Welding Standards.

3.6.6 Welder and Welding Operator Certification: Before assigning any welder, welding operator, or tack welders to the welding work covered by the contract the contractor shall obtain certification that the welder, welding operator, or tack welder has passed qualification tests as prescribed by the standards listed in Table 1: Welding Standard.

3.6.7 Welding Fixtures: Fabricated parts that require fixtures or frames, as determined by the design engineer, shall use fixtures or frames designed to minimize the distortion of the components being welded and to ensure that drawing tolerances are maintained. When the design engineer designates the use of a functional fixture, the fixture shall be designed in accordance with ASME Y14.43

3.6.8 Welding Inspector Qualification: Qualified inspectors trained to perform inspection functions shall be used for the verification of weld quality, and shall be in accordance with at least one of the following conditions:

a) Current certification in accordance with the American Welding Society (AWS), Certified Welding Inspector (CWI) or Senior Certified Welding Inspector (SCWI), qualified and certified in accordance with provisions of AWS QC1.

b) Current certified welding inspectors qualified by the Canadian Welding Bureau (CWB) to Level II or the Level III requirements of the Canadian Standards Association (CSA) Standard W178.2 Certification of Welding Inspectors.

c) An individual who, by experience, and/or education, in metals, fabrication and testing, is competent to perform inspection with the approval of the procuring engineering activity. This experience will be determined by the Government after the Contractor submits curriculum vitae (CV) or resume to the PCO.

3.6.9 Welding Design:

3.6.9.1 Armor Welding Design: Prior to manufacturing, the Contractor shall develop welding procedures for all ballistic weldments in accordance with the Ground Combat Vehicle Welding Code for Steel and the Ground Combat Vehicle Welding Code for Aluminum as applicable.

The procedures shall be submitted to the Government for review and/or approval when specified in the contract or purchase order IAW DIMISC- 80875 and DI-MISC-80876 prior to usage. All base materials used for ballistic weldments shall be qualified under the applicable MIL-DTL to be qualified as armor.

3.6.9.2 Structural Welding Design: Non-armor and structural welding design shall be performed by the Contractor and will ensure that all metallic weldments meet the design and fabrication requirements in the prescribed standards listed in Table 1: Welding Standard or a PCO approved equivalent.

3.6.10 Nondestructive Testing (NDT):

3.6.10.1 Visual Inspection: Visual inspections shall be IAW the applicable weld standards in Table 1: Welding Standard. For Armor steel(s) and quenched and tempered steel(s) shall be visually inspected after the welds have been completed and cooled to ambient temperature and also after no less than a 48 hour hold period.

3.6.10.2 Nondestructive Inspectors: When NDT is required, the inspectors shall be qualified IAW the current (at time of contract award) edition of American Society for Nondestructive Testing Recommended Practice No. SNT-TC-1A. Only individuals qualified for NDT LEVEL I and working under the NDT LEVEL II or individuals qualified for NDT LEVEL II may perform nondestructive testing except visual examination. The NDT personnel need not be an AWS CWI. The Contractor shall make available all NDT personnel qualification records upon request by the Government.

3.6.10.3 Nondestructive Testing Acceptance Criteria for Armor Material(s): When NDT is required for armor the procedures and acceptance criteria shall be IAW TACOM Ground Combat Vehicle Welding Code for Steel (drawing number 19207-12479550), and the Ground Combat Vehicle Welding Code for Aluminum (drawing number 19207-12472301). Steel Armor materials MIL-DTL-46100, MIL-DTL-12560, or low alloy steels that are 1/8 inch (3mm) or thicker with a minimum specified yield strength greater than 100ksi (600MPa) shall be held for a minimum of 48 hours and inspected after welding is completed and has cooled to an ambient temperature.

3.6.10.4 Nondestructive Testing Acceptance Criteria for Non Armor and Structural Material(s): When NDT is required for non-armor and structural material(s) the acceptance criteria shall be as stated in the applicable standard. The acceptance criteria differ based on the design loads. The Contractor shall state what joints are critical load bearing members and clearly identify these weldments for inspection purposes. In the case of critical structures, the acceptance criteria for cyclic loads will be as stated in AWS D1.1 and Class II structures for Aluminum welds IAW AWS D1.2.

4.0 QUALITY ASSURANCE

4.1 Quality System: The contractor shall maintain a quality system IAW AS 9100/ISO 9001:2008. The contractors system shall provide controls of processes and product characteristics and shall include criteria and methodology used to validate conformance to TDP #57K6756, and achieve continuous improvement. The contractors quality system shall integrate with other functional areas in the test, production and management processes and the quality system documentation and data shall be made available for Government review.

4.2 Quality Program Plan: The contractor shall prepare a Quality Program Plan (QPP) and deliver IAW DI-QCIC-81722. The QPP shall describe the methodology used throughout all phases of the program (production, test, delivery, and post-delivery support) to meet the quality requirements for this program. The QPP shall utilize existing policies and procedures to document the quality requirements.

The QPP shall contain a listing of the procedures to satisfy the Quality Assurance requirements of the program.

4.3 Subcontractor/Supplier Quality Assurance: The contractor shall ensure and verify all applicable quality requirements, associated specifications, and any other contractual agreements are flowed down to the lower tier subcontractors/suppliers.

4.4 Product Acceptance System and Special Inspection Equipment: The contractor shall implement and maintain a product acceptance system that demonstrates hardware conformance to the TDP #57K6756. The contractor shall generate Acceptance Test Procedures for acceptance of the kit as well as those items listed in Attachment 0016 and deliver IAW DI-NDTI-80603A. The contractor shall conduct proofing and validation anytime there is a change to tooling, test equipment, or procedures per paragraph 5.4.1.

4.4.1 Certified Tooling (CT), Special Test Equipment (STE), Special Inspection Equipment (SIE): The contractor shall design, develop, fabricate, and procure new CT, STE and SIE as necessary in support of production. Certified Tooling is a subset of ST utilized for the acceptance of the product it produces. The contractor shall ensure that the CT, STE and SIE shall perform the functions of measuring or testing, where the available technology permits, to an accuracy representing one tenth or less of the prescribed product tolerance. The contractor shall verify that CT, STE and SIE perform the function for which they were designed, shall perform a validation/proofing of the equipment and its associated procedures, and shall prepare a Validation Plan and deliver IAW DI-MISC-80759A. The Government reserves the right to participate in and approve the validation activities. The contractor shall notify the Government a minimum of 15 working days prior to CT, STE and SIE validation efforts.

4.4.2 CT/STE/SIE Maintenance and Upgrade: The contractor shall maintain and upgrade existing CT, STE and SIE equipment, as necessary in support of production, and shall fabricate and maintain sufficient CT, STE and SIE to manufacture and deliver the quantities specified by the terms of the contract.

4.5 Key Processes: The contractor shall identify and document key production processes and requirements. Specific verification requirements for all key processes and requirements shall be included in the pilot PLV in conjunction with paragraph 3.3.3.

4.6 Production Verification Unit Inspection (PVUI): The contractor shall manufacture Production Verification Units (PVUs) IAW AS 9102.

The contractor shall manufacture PVUs using the same facilities, production processes, methods, and materials used for production units. A delta or complete PVUI shall be required for the following events:

1) A change in the design affecting form, fit or function of the part,

2) Change in manufacturing source(s), process(es), or inspection method(s)

3) New design, or redesign,

4) A break in production greater than 12 months, or change in production locations,

5) Changes to Tooling, Machines, or Materials with the potential of affecting fit, form, or function.

The contractor shall complete Production Verification Unit Inspection (PVUI) before submitting hardware for Government acceptance. The contractor shall submit a PVUI test plan and procedure and shall include a precise measuring system (i.e. x-ray for weld quality, laser tracking system for dimensional, etc.) IAW DI-NDTI-81307A. The contractor is allowed to utilize the first manufactured PVU Improved Armored Cab (IAC) Kit as a dry run of the PVUI process per the approved PVUI test plan and procedure prior to the formal PVUI which shall be performed on the second PVU IAC Kit with Government witness. The contractor shall notify the Government Quality Office not less than 15 working days prior to conducting the PVUI, to allow Government participation. Reference Attachment 0016 - MOD KIT MLRS IMPROVED ARMORED CAB (IAC) COMPONENT TESTING for mandatory list of PVUI requiring Government witness. The contractors PVUI report shall include SAE AS9102 referenced forms and shall address the results and findings of the PVUI IAW DI-MISC-80508.

4.7 Corrosion Prevention and Control (CPC) Program. The contractor shall implement a CPC program using the guidance in the Department of Defense Corrosion Prevention and Control Planning Guidebook. The CPC program shall include the following elements, as a minimum, as indicated in the following specific requirements in this SOW:

1) Establishment of a management structure for hardware designed, procured and maintained to address CPC issues throughout the acquisition life cycle of the system, including a Contractor Corrosion Team (or equivalent)

2) Corrosion Prevention and Deterioration Control Plan

3) A Process/Finish Specification

4) Verification and Testing Methods

4.7.1 Corrosion Prevention and Deterioration Control (CPDC) Plan.

The contractor shall prepare a CPDC Plan consistent with the DOD Corrosion Prevention and Control Planning Guidebook and shall submit IAW DI-MFFP-81403. The contractors program CPDC plan shall define corrosion prevention control requirements and considerations for production, and sustainment phases consistent with the design life of the system for new and modified hardware.

4.7.2 Process/Finish Specification: The contractor shall prepare a Process/Finish Specification Report for any changes to the TDP IAW the CPDC Plan and MIL-STD-186. The contractors specification report shall identify the specific organic and inorganic surface pretreatments and coatings, other corrosion prevention and control materials and processes intended to be used for protection against corrosion of the materials selected, as previously identified in the CPDC Plan. The Process/Finish Specification Report shall be submitted IAW DI-MFFP-81402.

Defined requirements shall be included in all applicable production drawings and maintenance documents.

4.7.3 Verification and Testing Methods: For changes to the TDP, the contractor shall include corrosion criteria in testing at the component, subsystem, or system level. When corrosion testing is not implemented, the contractor, at a minimum, shall provide rationale for verification of the corrosion design. Test plans developed shall include and define the types and level of corrosion testing, and shall provide rationale for verification of the corrosion design. At a minimum, aggravated humidity testing and salt fog testing shall be performed IAW TDP #57K6756 using the test methodologies of MIL-STD-810 as a guide. Test plans shall be provided IAW Para 4.9 and include and define the types and level of corrosion testing, and shall provide rationale for verification of the corrosion design.

4.7.4 Corrosion Prevention Advisory Team (CPAT): The contractor shall participate in the Government CPAT, or equivalent IPT, tasked with system corrosion prevention and deterioration control oversight. The CPAT shall meet as needed during the production status meetings to review parts, materials, and processes and resolve corrosion control issues. Contractor participation by phone is acceptable.

4.8 Parts, Materials and Processes (PMP): The contractor shall establish and implement a PMP Management Program IAW the Parts Management Control Plan in Section J Attachment 0011 to address the applicable parts selection, test criteria, design analysis, and subcontractor management. The PMP Management Program requirements shall be flowed down to subcontractors and shall be applicable to commercial off-the-shelf equipment as well as non-developmental items. The contractors and subcontractors parts management program documentation shall be made available to the Government for review upon request.

4.8.1 Problem Parts, Materials and Processes: For informational purposes the Government has provided in Appendix A of Attachment 11 - Parts Mangement Control Plan of this contract a list of materials and processes that are discouraged from selection and use based on known poor performance and associated adverse impacts to reliability. The contractor shall notify Government when parts from Appendix A are proposed for use for any changes to the TDP with technical rationale for each use.

4.8.2 Obsolescence: The contractor shall identify any obsolescence issues encountered during performance of this contract to the Government and shall develop, and present to the Government IAW Para 3.5.2, the resolution plan for correction of any such obsolescence, prior to requesting the need for change or Engineering Change Proposal (ECP).

4.9 Qualification: The contractor shall implement a process to evaluate and maintain a qualified production baseline. The contractor shall notify the Government of potential changes to the qualified baseline to determine qualification requirements. The contractor shall perform qualification testing for any new design, redesign or process changes, move of the production line, break of greater than 12 months of production, or new vendor. The contractor shall prepare a qualification test plan and deliver IAW DI-NDTI-80566A and a qualification test report IAW DI-NDTI-80809B.

5.0 CONFIGURATION MANAGEMENT

5.1 General:

The contractor shall maintain a Configuration Management (CM) Program to support the effort specified in this SOW. The CM Program shall consist of configuration identification, configuration change control, configuration audits and reviews, configuration status accounting and data management. The contractor shall identify a single point of contact to plan and implement the CM program. The contractor shall prepare and deliver a Configuration Management Plan (CMP) IAW DI-CMAN-80858C.

5.2 Configuration Documentation (CD)

5.2.1 The contractor shall use the CD in Section J Attachment 0001 for the fabrication, inspection and test of the hardware produced under this contract.

5.2.2. Product Baseline/ Configuration Audits: The contractor shall conduct a Physical Configuration Audit (PCA) on the first IAC Modification Kits production unit to verify that the IAC Modification Kits meet all physical requirements identified in a Section J Attachment 0018. The PCA team shall consist of contractor personnel, with Government participation. The contractor shall validate all drawing requirements by comparing the hardware against the technical documentation for those items manufactured under this contract (excluding Commercial off the Shelf (COTS) Items). For COTS bought items, the contractor shall only validate that the COTS item was bought IAW the associated parts list. When the PCA activities are completed, the contractor shall submit the PCA Report IAW DI-MISC- 80508B.

5.3 Configuration Change Control

5.3.1 Government-Controlled CD: The contractor shall propose changes to Government controlled CD (Section J Attachment 0001) by submitting an ECP. The Government will process the ECP through the Government Configuration Control Board (GCCB) and the contractor shall provide support to the GCCB until ECP completion and change incorporation. The contractor shall prepare the ECP and deliver IAW DI-CMAN-80639C and prepare Notices of Revision for the ECPs, and deliver IAW DI-CMAN-80642C.

5.3.2 Request For Deviation (RFD): The contractor shall prepare the RFD and deliver IAW DI-CMAN-80640. Variations from the Government controlled CD will need Government approval of the RFD.

5.4 Configuration Status Accounting (CSA): The contractor shall perform a CSA function IAW the contractor's CMP. The CSA data and information shall be recorded and reported for all CD by the contractor. The CSA system shall depict the as-designed, as-built, and as modified configurations and shall be indexed for ready reporting and retrieval. IAW DI-CMAN-81253B.

6.0 DATA MANAGEMENT

6.1 General: The contractor shall implement a Data Management Program to control and track the delivery of data items required by the Government on CDRLs, DD Form 1423.

6.1.1 Data Submission: The contractor shall submit all data items according to the instructions stated on the DD Form 1423 and shall ensure that the content of these electronic data items is IAW the Data Item Description, as tailored by the DSL contract Section J Attachment 0007.

6.2 Data Accession List (DAL): The contractor shall prepare a DAL and deliver IAW DI-MGMT-81453A. The contractors CM office shall provide individual documents listed on the DAL at the Governments request. Upon notification from the Contracting Officer, the contractor shall furnish a copy of any requested documentation contained in the DAL IAW DI-MISC-80508B.

6.3 Distribution Statements and Export Control Warning: The contractor shall mark data items IAW DODI 5230.24 and use the distribution statements identified in the respective CDRL.

6.4 Data Item Integrated Schedule: The contractor shall provide a schedule for data items deliverables IAW DI-MGMT-MISC 80508B. The contractor shall ensure the schedule projects all of the data items expected to be delivered throughout the entire program with its expected delivery date. If the data item delivery date is tied to an event, the contractor shall ensure to include the event date and the expected data item delivery date. The contractor shall also ensure the schedule details a cumulative list of all of the data items delivered throughout the entire contract.

7.0 SAFETY

7.1 General: The contractor shall ensure that safety provisions are included in the planning and layout of the production line to ensure safety of the production process and operations. The contractor shall ensure that safety provisions are included in inspections, test procedures, and checklists for quality control of the equipment manufactured so that safety achieved in design is maintained during production per DOD 4145.26. The contractor shall ensure that manufacturing procedures contain required warnings, cautions, and special procedures.

7.2 System Safety Working Group (SSWG): The contractor shall attend quarterly SSWG meetings and other safety discussions when safety issues or concerns arise.

8.0 Environmental

Hazardous Material Management:

All contractor and subcontractor activities shall be in compliance with applicable federal, state and local environmental laws and regulations.

The Contractor shall develop and deliver a Hazardous Materials Management Program (HMMP) Plan in accordance with DI-MGMT-81398. In addition, the contractor shall prepare a HMMP Report IAW DI-MISC-81397. The HMMP Reports shall identify via graphic or drawing of the specific location of each hazardous material contained in the final end item(s).

For this contract, Tracked HAZMATs in NAS 411 should be defined as Emergency Planning and Community Right-To-Know Act (EPCRA) 302/313 listed chemicals. The Contractor shall report the data elements found in MIL-STD-882, Task 108, section 108.2.4 a, b, and d for Tracked HAZMATs. The contractor shall report coatings (identified by MIL SPEC), functional fluids (e.g. coolant, hydraulic fluid, lubricants, etc), and energetics/solid rocket motor components (including Explosives Class Number) with the same 108.2.4 a, b, and d data elements.

The Contractor shall provide Material Safety Data Sheets (MSDSs) or Safety Data Sheets (SDSs) for all reported materials.

The contractor shall not use any Class I or Class II Ozone Depleting Chemical/Ozone Depleting Substance (ODC/ODS), identified by the lists at http://www.epa.gov/ozone-layer-protection/ozone-depleting-substances, in the manufacture or support of items required by this SOW unless approved IAW Army ODS policy and/or Title 10 United States Code section 2402. All ODS alternatives must be in compliance with the U.S. Environmental Protection Agency (EPA) Significant New Alternatives Policy (SNAP) program and identified as approved per the specific application in the lists at http://www.epa.gov/ozone/snap/lists/. All ODS alternatives must also receive a Toxicity Clearance for the specific application from the US Army Public Health Command.

The Contractor shall list any hazardous material, as defined NAS 411-1, to be used for the maintenance, sustainment, and demilitarization of the end item under this contract. The hazardous material shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number. The Contractor hazardous materials list shall be updated during performance of the contract whenever the Contractor determines that any other material to be used in the maintenance, sustainment, and demilitarization of the end item under this contract is hazardous.

9.0 Product Support

9.1 Reserved

9.2 Item Unique Identification (IUID) Marking Requirement: Modification kits shall be delivered with all required IUID markings IAW TDP #57K6756 (Section J Attachment 0001) and using requirements of DFARS 252.211-7003 Item Unique Identification and Valuation.

9.3 Spares: Fielding Spares: The contractor shall deliver integration spares, as defined in Section J, Attachment 0020, per the delivery schedule in Section B.

10.0 Information Assurance (IA)/Cybersecurity (CS) Program: The Contractor shall adhere to IA/CS regulations and security policies including the Federal Information Security Management Act (FISMA); AR 25-1 Army Knowledge Management and IM; AR 25-2 IA; DoDI 8500.01 Cybersecurity; DODI 8510.01 Risk Management Framework (RMF for DOD Information Technology (IT), NIST SP 800-53 Security and Privacy Controls for Federal Information Systems and Organizations; CNSSI No. 1253 Security Categorization and Control Selection for National Security Systems; DoD Directive 8570.01 IA Training, Certification, and Workforce Management; DoD Manual 8570.01-M IA Workforce Improvement Program; DoDI 8580.1 IA in the Defense Acquisition System; DoDI 8582.01 Security of Unclassified DoD Information on Non-DoD Information Systems; DoDI 8530.2 Support to CND; Chairman of the Joint Chiefs of Staff Instruction (CJCSI) and Chairman of the Joint Chiefs of Staff Manual (CJCSM)6000 Series; National Security Agency (NSA) Guides; National Institute of Standards and Technology (NIST) 800 Series; Defense Information System Agency (DISA) Security Technical Implementation Guides (STIGs); and Army BBPs.

11.0 OPSEC Requirements: The contractor will implement an employee verification process, whether through background checks or other similar processes and provide a written response explaining how the verification process was completed and attest to the trustworthiness of the workforce, within 45 days of contract award.
