IAC MLRS – W15QKN-17-R-0214 - Question Set #1
1. We continue to be interested in proposing the IAC Modification Kit solicitation. However, we respectfully request an extension of the due date from October 2 to October 31. We have begun our review of the TDP and build of the BOM; however, we know with our experience with OEMs on other programs that it will take upwards to 60 days receive the quotes. As a small business new to this procurement, we will find it impossible to assemble an acceptable proposal by the current due date. Thank you for your consideration of our request to extend.
Answer: Solicitation Amendment 0001 reflects the extension of the proposal due date to November 1, 2017.
2. This solicitation is defined as a 60-month contract with one 12-month base period plus four 12-month option periods (Section F.2); however the delivery requirements stated in Section F.3.1 (Base Year CLIN-0001) specify deliverables to 420 days after contract award, and Section F.4 (Base Year CLIN-0002) specifies an unlimited number of deliverables to 810 days after award plus (and beyond).
We understand and support the Government’s right to order up to 625 kits during any of the five production periods. We require clarification of the two specific situations:
a) If “Base Year” Production (CLIN-0002) can’t start until the Production Verification Units (PVUs) are completed (CLIN-0001), which is indicated as 420 days after contract award, when does the “Base Year” Production actually start and end?
Answer: The Base year starts at contract award and is for 12 months. The first base year production delivery is 450 days after contract award. Production Verification Inspection Report is due 395 days after contract award. Base year production will start after the Production Verification Inspection Report is approved within two weeks after receipt of the report. Delivery date is based on how many IAC kits the US Government orders and maximum quantity the contractor can produce per month. Delivery dates may extend past the period in which they were ordered.
b) If the “Base Year” Production period actually extends 24-26 months after contract award (per previous question) and the PVU period extends to 420 days after contract award, when does Option Year 1 start and end?
Answer: Option year 1 starts 12 months after the Base Year. The US Government can exercise the LIN for Option year 1 at any time during the exercise period which is 12 months after the Base Year. Delivery date is based on how many IAC kits the US Government orders and maximum quantity the contractor can produce per month. Delivery dates may extend past the period in which it was ordered.
c) Section B, CLIN-0001 (Page 7) specifies six (6) PVUs to be delivered with the final unit due 420 days after contract award; however the "Deliveries or Performance" section header on the top of the following page specifies a completion date of 360 days after contract award. Please clarify.
Answer: The requirement to deliver the final unit is 420 days after contract award. Solicitation Amendment 0001 reflects the revision
