IAC MLRS – W15QKN-17-R-0214 - Question Set #2
1. Please confirm there were no changes to the W15QKN-15-R-0240 Amendment 6 Limited Distribution
Attachments from August 10 and the new solicitation Limited Distribution Attachments from August 31.
Answer: There have not been any changes to the W15QKN-15-R-0240 Amendment 6 Limited
Distribution Attachments from August 10 and the new solicitation Limited Distribution Attachments from August 31.
2. Does the government intend for the offeror to include prices in Section B of Volume IV, Solicitation, Offer, and Award Documents, and again in Section B for Volume III, Price Factor?
Answer: Yes.
3. Solicitation L3.2.3 File packaging indicates all proposal files shall be compressed (zipped) into one file using WinZip, or as separate uploads. Are electronic submissions/uploads permitted?
Answer: Solicitation L.2.2, last sentence: Please note that electronic e-mail proposal submissions will not be accepted.
4. There is an apparent conflict in the Section L instructions vs the Section M Evaluation criteria for
Technical Subfactor 1. The instructions in Section L.4 state that “All information and data provided shall be specific to the IAC Modification Kit, components and assemblies, except for the area of Past
Performance.”
Section M.4.1 states the evaluation of the Manufacturing Approach “will consider experience on programs of similar production complexity as the IAC Modification program and the supporting details that substantiate claims/experience.”
Can the offerors technical approach in Subfactor 1 provide details on previous contract experience and projects to support the claim of non-specific IAC Modification Kit efforts, components and assemblies?
Answer: Yes.
What is meant by that statement in Section L.4 is that the data provided needs to be specific to the IAC
Modification Kit, components and assemblies. The data provided for the area of Past Performance does not have to be specific to the IAC Modification Kit, components and assemblies.
Section M.4.1 states “will consider experience on programs of similar production complexity as the IAC
Modification program and the supporting details that substantiate claims/experience.”
Past experience does not have to be specific to the IAC Modification Kit, components and assemblies.
Experience on programs of similar production complexity will be considered.
5. If the contractor previously held all the requisite certifications identified in the solicitation criteria, but have since expired (due to the change in solicitation), will the Government allow a plan for recertification to be included in the proposal with details on when the certification will be complete, in lieu of current certification records?
Answer: Please refer to Paragraph A.5 of the solicitation for certification requirements. Proposals received that do not meet the requirements in this paragraph will be considered non-responsive and receive no further consideration.
6. I saw that Amendment 0001 was posted to Caution-www.fbo.gov < Caution-http://www.fbo.gov > this afternoon and wanted to clarify one key thing relative to Section B, CLIN-0001. The narrative description stated:
“Change Section B Line Item Number 0001 Deliveries or Performance DAYS AFTER AWARD from 360 to
420.”
However it appears that all of the following quantity details were deleted from the attached Section B change page:
* 1st PVU – (270) days after Contract Award
* 2nd PVU – (300) days after Contract Award
* 3rd PVU – (330) days after Contract Award
* 4th PVU – (360) days after Contract Award
* 5th PVU – (390) days after Contract Award
* 6th PVU – (420) days after Contract Award
Can you please confirm that the requirement for CLIN-0001 still includes production of six (6) PVUs?
Answer: Yes. The requirement includes production of six (6) PVUs.
7. As expert in manufacture of advanced transparencies (windows) comprised of advanced materials such as Spinel (transparent ceramics), OSG (Oran Safety Glass) considers itself well-positioned to offer transparencies as part of IAC for MLRS and HIMARS. We would, of course, be a second-tier supplier, offering our products to "Prime Contractors" who would propose a complete solution (Cab) to your office (ACC).
I would like to ask two questions:
1) Can ACC provide a list of "Interested Parties", allowing us to identify potential 'primes';
2) Rather than plumb through the 24 Attachments and 8+ additional attachments to this Solicitation, can
I obtain the contact information of a technical POC who can help direct me to the documentation that relates directly to the transparent armor specified for this project?
Answers:
1) No. A list of interested parties cannot be provided as potential primes.
2) No. Please refer to the US Government Points of Contact for Information listed in Section A of the solicitation.
