Questions for Solicitation W15QKN-17-R-0214
Production of M270A1 Improved Armored Cab (IAC) for the Multiple Launch Rocket System (MLRS) Kits
1. Reference: Solicitation sections L.3.2.1, L.4.3.a, C.3.5.5, CDRL A032
Discussion: Section L requires a “breakdown of the IAC Modification Kit in substantial detail showing specific piece-parts, sub-assemblies and components required.” Detailing an IMS to the sub-assembly and component level requires significant numbers of work packages and planning packages that when printed, will require many pages.
Question: Considering the magnitude of detail required by Section L, please confirm the IMS is excluded from the technical volume page count, and should instead be included as an attachment to the technical volume.

2. Reference: Solicitation sections L.4.3.a, C.8.0
Discussion: “An Integrated Master Schedule showing the schedule of events, inclusive of qualification and sequential environmental testing by statement of work tasks and significant milestones. Include a breakdown of the IAC Modification Kit in substantial detail showing specific piece-parts, sub-assemblies and components required. The contractor shall discuss parts and assemblies that have lead times in excess of 120 days.”
Question: What ‘environmental testing’ is required in addition to solicitation Section 8.0 Environmental of the SOW on this contract?
Response: Section 8.0 in the SOW does not involve environmental testing. Section 8.0 contains hazardous material tracking and reporting requirements, and prohibits the use of Ozone Depleting Chemicals (ODCs). Test requirements, to include any environmental testing, are covered in Paragraph 4.0 and Attachment 0016.
3. Reference: Solicitation sections B, F.4.a, I.126 and I.127
Discussion: Reviewing Section B CLINs (base and options), Section F.4.a, Section I.126, and Secion I.127 the highest rate of IAC Kit production is 4 per 30 days and shall continue at the same rate that like items are called for under the contract, with a total contract duration of five years. Delivery of 625 total IAC Kit production units greatly exceeds 4 units per month as called for by the solicitation.
Question: Given the total contract duration of five years, what production rate should offerors use to meet the total IAC Kit production of 625 units to price the higher Range Quantity, and also provide discussion of the planned production facility capacity to adequately support the delivery requirements of the IAC Modification program (Section L.4.1.f)?
Response: 4 units per month is the minimal requirement. Offerors are not limited to 4 units per month. If an offeror can exceed 4 units per month, they should reflect that in their proposal. Although 625 units can be ordered within a 5 year time period under this contract, deliveries may exceed 5 years.
