Questions for Solicitation W15QKN-17-R-0214
Production of M270A1 Improved Armored Cab (IAC) for the Multiple Launch Rocket System (MLRS) Kits
1. Reference: Solicitation section L.5.2
Discussion: Section L.5.2 states, “Offerors shall submit a list of all recent Government contracts (prime and subcontracts)…which are relevant to the effort required by the solicitation…”
Question: The number of contracts relevant to the solicitation may be sizeable.
Since the government did not specify a limit on the number of past performance references the offeror should submit, can we assume that we are not required to provide a reference for each contract that is included in the ‘list’?
Response: Section L.5.1 states “ Offerors shall identify pertinent past history, which indicates that similar efforts of equal or greater complexity have been performed using the Offerors existing plant capability and demonstrate satisfaction of customer requirements.” Section L.5.2 states “ Offerors shall submit a list of all recent Government contracts (prime and subcontracts) in performance or awarded to the Offeror and any of its subcontractors within the past three (3) years, or awarded earlier than three (3) years ago, but for which deliveries/performance occurred or were scheduled to occur within the past three (3) years, which are relevant to the effort required by the solicitation.” In deciding which recent Government contracts to include the above information should be considered. If a contract will be provided on an Offeror’s list then Section L.5.2, subparagraphs (1) thru (5) are applicable to the contract.
2. Reference: Solicitation sections A.5, C.3.6, L.1.3, and L.4.1.p
Discussion: The offeror is required to provide proof of welding qualifications by submitting appropriate Procedure Qualification Records with the proposal.
Question: Please confirm that the Procedure Qualification Records and associated proof of welding qualifications may be provided as an attachment to the technical volume, and are excluded from the technical volume page limit.

3. Reference: Solicitation section L-18
Discussion: The offeror is required to provide a Property Management Plan with the proposal.
Question: Please confirm that the Property Management Plan may be provided as an attachment to the technical volume, and is excluded from the technical volume page limit.

4. Reference: Section L.3.2.1
Discussion: The solicitation requires a font size not less than 10 point for the proposal response.
Question: May the offeror use a reduced font size of not less than 8 point for graphics and tables?
Response: Font size must be not less than 10 point for the proposal response.
5. Reference: Section L.4.2.a.
Discussion: The Quality System (ANSI/ISO/ASQ/AS) to include copy of current certification or other Quality System Certification
Question: Please confirm copies of Quality registrations and certifications are excluded from the technical volume page limit and may be provided as an attachment.
6. Reference: Solicitation Attachments 0001 and 0023
Discussion: The availability of the TDP – to include GFP tooling - in digital form is critical to the offeror’s ability to review drawings for compliance with the offerors CAD/CAM system at the prime and subcontractor level, and to execute manufacturing requirements.
Question: Is the TDP for the IAC Kit and GFP tooling items available in the CAD/CAM format at this time?
Response: The 3D TDP in Creo 2.0 format will be made available at contract award at the contractor’s request.
7. Reference: Section C.3.5.3, Attachment 21
Discussion: 3.5.3 Financial Reporting: The contractor shall prepare cost reporting and deliver IAW DI-FNCL-81565C a Cost Data Summary Report (CSDR) and DI-FNCL-81566C, a Functional Cost Hour Report. The data items shall be flowed down to all subcontractors who meet the reporting threshold as defined IAW DoD 5000.73, Section 4 Data Collection, c.(a) CSDR Reporting.
Question: The cost reporting requirements outlined in Section C paragraph 3.5.3 and the required detail indicated by Attachment 21 are in opposition to the nature of a firm-fixed price contract. Please clarify that the cost reporting requirements included in the SOW are applicable to this firm-fixed price production solicitation.
Response: The offeror must include the cost reporting requirements outlined in Section C paragraph 3.5.3 and the required detail indicated by Attachment 21 in their proposal.
Response: Copies of Quality registrations and certifications are excluded from the technical volume page limit and may be provided as an attachment.
8. Reference: Section L.5.2(5)
Discussion: Past Performance Questionnaire: For all contracts identified in Section 1, Past Performance Questionnaires must be completed and submitted (ATTACHMENT 0017). The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract. The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Officer within thirty (30) calendar days of the release of the solicitation, to gherin.fracasso.civ@mail.mil. The Offeror shall also e-mail to the Contracting Officer a list of all the POCs who were sent a questionnaire.
The Government must receive this list within sixty (60) calendar days after release of the solicitation. The POC list shall be submitted in Word for Windows Table Format to include the following fields: Solicitation Number; Company Name; Contract Number; Government Agency; POC Last Name, First Name; POC Title;
POC Telephone Number; POC E-Mail Address; Date E-Mailed to POC (month/day).
Question: Are bidders who submitted a proposal for the previous solicitation (W15QKN-15-R-0240) required to solicit new Past Performance Questionnaires per Section L.5.2(5)?
Response: The language put in to solicitation W15QKN-17-R-0214 covers offerors utilizing their previous proposal and redline markups however Offerors are reminded to consider the recent and relevant criteria in the Sections L.5.1 and L.5.2 as it pertains to past performance questionnaires and information submitted in response to the solicitation requirements.

Question: Does the statement in Discussion above include the following wording from the FBO Posting 23 Aug 2017:

Offerors who previously submitted a proposal under solicitation W15QKN-15-R-0240, including amendments 0001 thru 0005, can submit an update to their originally submitted proposal. This update shall reflect all the changes set forth in amendment W15QKN-15-R- 0240 0006 and future amendments released. A cover letter shall be included with this update that summarizes all the changes to their originally submitted proposal and those changes the offeror may have made that are not associated with the changes set forth in amendment W15QKN-15- R-0240 0006 and future amendments released.
An offeror may either submit an update or a new proposal but not both.
If an update is submitted then the update and the originally submitted proposal shall be considered the offerors entire proposal and shall be evaluated as such.
All other offerors must submit a proposal that complies with the base solicitation W15QKN-15-R-0240 and all amendments.
