Questions and Answers Set #1 (Includes Q&A’s 1-5) for Solicitation W15QKN-17-R-0051
QUESTION 1: Executive Summary Item 5 (Solicitation page 3) includes the statement, “The Government intends to issue Delivery Order 0001 for at least the contract minimum guarantee amount, and shall be awarded within ten (10) days of the base contract award,” The use of “intends” and “shall” appear to be at odds. Please clarify if the use of the “shall” in this statement means that the Government must issue Delivery Order 0001 in Order Period 1. Furthermore, please confirm that award of Delivery Order 0001 will include CLIN 0001 “M739 FAAT Ordering Period 1.”
RESPONSE TO QUESTION 1: To clarify, “shall” and “intend” are used interchangeably as Delivery Order 0001 will be awarded within ten (10) days from Base Contract Award. However, for clarity, this statement has been updated as follows: “The Government intends to issue Delivery Order 0001, for at least the contract minimum guarantee amount, within ten (10) days of the base contract award.” In addition, to confirm the minimum guarantee will be included under the added CLIN0017 entitled “Minimum Guarantee”, which has been added to the Section B of the solicitation. The minimum guarantee will be deducted from any future delivery order that FAT, Additional FAT, or Production Quantities are put on contract.
QUESTION 2: Section C Statement of Work, Clause C.8.5 (Solicitation page 27): Please clarify whether the production lot acceptance test sample is to be shipped FOB Destination or FOB Origin on GBL.
Clause C.8.5 as written is confusing.
RESPONSE TO QUESTION 2: Lot Acceptance Test (LAT) will be F.O.B. Destination as stated within Section F (Solicitation page 45). Section C.8.5. of the Statement of Work has been updated to clarify accordingly.
QUESTION 3: Section L, Clause L.3.1: Please clarify what Volume and CD-ROM the copy of the System for Award Management (SAM) Reps/Certs should be included with.
RESPONSE TO QUESTION 3: Reps/Certs should be submitted in accordance with Section L.4.5 entitled “Volume V SOLICITATION, OFFER AND AWARD DOCUMENTS AND CERTIFICATIONS/REPRESENTATION” of the solicitation. However, Volume V has been add to the list under Section L.3.1 to clarify, see Question 4 Response below.
QUESTION 4: Section L, Clause L.3.1: We respectfully request that either: a) The Technical Volume page limit be increased to 85 pages, or b) foldout pages as described in L.3.3.1 be counted as only one page, not one additional page. Adequately addressing all requirements of the Technical Volume, including all process flow charts that will require foldout pages to be readable, is not feasible with 75 pages.
RESPONSE TO QUESTION 4: Although, 75 pages for a Technical Evaluation has been successful in the past, the Government has accepted the request to increase the page number to the Volume I, Technical Evaluation only. Section L, Paragraph L.3.1 has been updated as follows:
FROM:
Volume I: Technical Factor (Maximum of 75 pages inclusive of the 2 subfactors) Volume II: Price Factor (No Maximum) Note: Submit unit prices in Attachment 0001 Price Matrix only.
No Maximum page limit for supporting documentation (e.g. data required by FAR 52.245-9, unbalanced pricing rationale and calculations).
Volume III: Past Performance Factor (No Maximum)
Volume IV: Small Business Participation (Maximum of 10 pages)
