Added: Jun 29, 2018 4:48 pm The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ, on behalf of the Office of the Project Manager Combat Ammunition Systems has awarded two (2) Indefinite Delivery/Indefinite Quantity (ID/IQ), Firm Fixed Price (FFP) Base Contracts which contain five (5) one year Ordering Periods to manufacture and deliver the M739A1 Point Detonating/Delay (PD/DLY) Fuze. The awards were made on 28 June 2018 to Action Manufacturing, Inc. of Bristol, PA, and AMTEC Corporation of Janesville, WI. The maximum potential value is $250,784,252.00 for both awardees combined. The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, hereby issues Request for Proposal (RFP) W15QKN-17-R-0051 for the manufacture and delivery of the M739A1 Point Detonating/Delay (PD/DLY) Fuze.
The M739A1 PD/DLY Fuze is the Army's preferred, primary fuze for 105mm and 155mm projectiles to address point detonating/delay artillery functions. The M739A1 PD/DLY Fuze contains an Impact Delay Module (IDM) assembly. The IDM provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration and will function immediately after passing through the target.
The M739A1 PD/DLY Fuze shall be manufactured, inspected, assembled, packaged and delivered in accordance with the Government Technical Data Package (TDP) and applicable contract requirements. Competition for this effort will be restricted to the National Technology and Industrial Base (NTIB), within the United States and Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3 (a)(2)(i), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. In addition to the M739A1 PD/DLY Fuze, the Fuze Body assembly, Safe and Arm (S&A) Device, Booster for the M739A1, M99 Stab Detonator, M55 Stab Detonator, Explosive Lead, Lead Azide, Polymer-Bonded Explosive (PBXN-5) and High Melting Explosive (HMX) Grade B explosive are also restricted to the NTIB.
Offeror(s) receiving an award will be awarded a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to make up to two awards. Each contract will include five one-year ordering periods. The Government intends to procure up to approximately 2,639,065 Fuzes. Delivery orders will be competed amongst contractors selected for award.
This requirement involves technical data marked "Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only." Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement for Government's consideration to provide the TDP.
