1) It has become apparent that the TDP Package for the various armor weld assembly drawings are incomplete as there are not associated Bill of Materials that include material type required or adequate dimensions that permit the procurement of the approved material and the actual size to cut the material for assembly. Therefore, can the Government provide a math model in a .STP format, a full Bill of Material, including material type and material dimensions as soon as possible?
Response: Material specification and final machined dimensions are provided for each individual plate in the TDP. It is the contractor’s responsibility to procure armor plate per the material specifications in the TDP, in the appropriate size and quantity to meet production requirements.
2) Missing drawings for this solicitation.

4) Reviewed sections C, L and M of the solicitation and requests clarification relative the formula for total evaluated price. Paragraph M.6.2, states :
The total evaluated price will be the sum of the weighted evaluated prices for all CLINs for all ordering periods. The total evaluated price will be the sum of the weighted evaluated price for all CLINs, the weighted evaluated price of all of the CLINs, and, if applicable, a rental equivalent Factor for the value of any Government Property. For CLINs with a single numeric quantity, the weighted evaluated price will be calculated by multiplying the proposed unit price by the set quantity by the weighted percent. For CLINs with multiple quantity ranges a weighted evaluated price will be calculated.
Response: The language is correct as stated in the Solicitation
4) 1. The Option CLINs in Section B provide a single quantity in the Quantity Column as well as a "See Range Pricing" in the Unit Price. How does the Government intend to develop the evaluated price for the option CLINs. If the range pricing calculation, as defined in M.6.2, Sub paragraphs 1-4 are to be used, can the Government provide the weighting factors so a total evaluated price can be determined by the contractor. Recommend KO add language defining range pricing.
Response: This was addressed in Amendment 0001 with removal of set quantities for base in each option of the IAC kit.
4) 2. Section M also adds two additional FAR Clauses to the solicitation, allowing for the Evaluation of Options and the elimination of Progress Payments for this contract. Given the period of performance required to initiate the first set of PVU, what was the Government rationale for the decision to eliminate progress payments from the contract?
Response: The Government intends to award without progress payments however an Offeror may request progress payments with in writing with adequate justification
4) 3. Section C (SOW) paragraph 4.4 Product Acceptance System and Special Inspection Equipment; references TDP #57K6756 and attachment 0016. Neither drawing #57K6756 or the drawings numbers listed in attachment 0016 have any associated acceptance test requirements. The paragraph also references paragraph 5.4.1 which does not exist in the SOW. Could you please provide the test requirements for the reference TDP document listed in both the SOW and in attachment 0016 as well as paragraph 5.4.1 so that Fidelity could accurately comply with this requirement.
Response: 4.4 Product Acceptance System and Special Inspection Equipment: The contractor shall implement and maintain a product acceptance system that demonstrates hardware conformance to the TDP #57K6756. The contractor shall generate Acceptance Test Procedures for acceptance of the kit as well as those items listed in Attachment 0016 and deliver IAW DI-NDTI-80603A. Acceptance Test Procedures are defined as tests or inspection methods. The contractor shall conduct proofing and validation anytime there is a change to tooling, test equipment, or procedures per paragraph 5.4.1.
5) Missing drawing for this Solicitation. Drawing# 861880-7 Response: Drawing 861880 is a contractor drawing with Government Purpose Rights (GPR) markings, not a Government drawing. Offerors should contact the current source of supply, DRS, at the address provided below:
DRS Network & Imaging Systems, LLC CAGE Code: 1RWE7 100 N. Babcock St.
Melbourne, FL 32935-6715 Phone: (321)622-1475
6) Company was informed that the source directed supplier listed for the CAFU Assembly no longer has the rights to sell this hardware. Also, the phone number associated with the provided CAGE code is no longer in service. Please provide updated source controlled information for the company name, address, and CAGE Code who has the rights and Army approval to provide this assembly.
02Response: The Rev B source control drawing (12485366) for the CAFU listed O'Gara-Hess as the approved source of supply. But TACOM recently released Rev D, which updated the Source of Supply to RTL (the actual maker of the CAFU). New Rev D drawing is included in Attachment 00023. Government included this updated Rev D drawing in the new Attachment 0023 for the Amendment. (Drawing 12485366_D is in current Attachment 0023 that was released with Amendment 0002) The source of supply for the CAFU is listed below:
Real-Time Laboratories, LLC CAGE Code: 62319 375 Industrial Rd., Suite 3 Choctaw, MS 39350 Phone: (601) 389-2212
7) In the questions/responses it was pointed out that A001 specifies 42 CDRLs (A0001-A0042). The response noted that exhibit A would be adjusted. A new file was uploaded (Exhibit A – M270A1 IAC Production CDRLs 19 AUG 2016.pdf) but this file still only contains 32 CDRLs. Is the correct number of CDRLs 32 or 42?
Response: Correction from 34 to 32 has been made in this solicitation Amendment.
8) There are a few unanswered questions that we had submitted along with drawings that we have identified as not part of the technical data package. I was hoping that you could provide some estimate as to when those drawing would be released and when released, will there be any extension to the due date to allow for quoting these parts. The drawings in question are:
| a. | 861880-7 |
| b. | 8724494 |
Response: The Government does have these drawings, the Government did not provide them, because they are contractor drawings not Government drawings. Offerors will need to contact DRS (the current supplier) to get quotes for the BFT cables listed in the email below.
DRS Network & Imaging Systems, LLC CAGE Code: 1RWE7 100 N. Babcock St.
Melbourne, FL 32935-6715 Phone: (321)622-1475
8) Please refer to page 4 of 96 on Solicitation. Para A.4 mentions the IAC Modification Kit is for a newly constructed armored cab referred to as (12555410) which includes 4 sub-assemblies to be installed into the cab assembly and 1 sub-assembly (12555540) for Cab Window Installation which is to be delivered with the remaining IAC sub-kits.
Question: When referring to the Modification Kit Drawing Tree (Section J Attachment 0010), we are a bit confused as it leads us to think the contractor is to provide every item on the drawing tree. We assume the IAC Modification kit is the following which also includes the 1 time delivery of CAB LIFTING EYES. IAC CAB LIFTING EYES Mfr Part Number: 12577516 Please clarify
Sub-assemblies to be installed into the Cab Assembly (12555410): 12555510 CAFU Installation 12555570 Personnel Access Doors Installation 12555680 Thermal Insulation Installation 12555430 Cab, Machined Sub-assembly not to be installed into the Cab Assembly (12555410) but to be delivered with the remaining IAC sub-kits as listed in (Attachment 0010) IAC Drawing Tree:
12555540 Cab Window Installation
Please clarify if we missed something.
Response: The configuration of delivered cabs is defined on drawing 12555410, but without the front three windshields installed. Each Cab Window Installation (drawing 12555540) is to be delivered as a kit. Cabs delivered without the front three windshields make it much easier for depot personnel to install the driver instrument panel and other items inside the cab, and also reduces the likelihood of inadvertent scratching or damaging the front windows during cab integration at the depot. Attachment 0010, IAC Modification Kit Drawing Tree, is a roadmap that helps to navigate through the large number of drawings involved in the IAC Mod Kit. Mod Kit drawings (to include drawing 13215707, the entire 57K drawing set, and the Cab Window Installation 12555540) define the parts to be delivered by the contractor. Drawings which do not define deliverable items are noted by hex notes on the drawing tree.
The 12 IAC Cab Lifting Eyes (Vendor Item Control drawing 12577516) are required to facilitate lifting and movement of cabs during installation. The Army Part Number is 12577516. The suggested source of supply on the drawing is the Crosby Group, CAGE Code 75535, and the Crosby part number is 1068054.
10) Upon review of the TDP we noticed the following:
a. 12556313 - PLATE ASM MISSING DIMENSIONS
b. 12555665 - L BRACKET MISSING DIMENSIONS
c. 122556305 NO PRINT
d. 122556306 NO PRINT
e. 122556307 NO PRINT Responses:
a. 12556313 – The only dimensions that are not explicitly provided are on sheet 2. The dimensions provided in View B-B, Detail C, Detail D and Section E-E also apply symmetrically to the right end of the plate.
b. 12555665 – Yes, the width dimension is missing. The width dimension of the L-bracket is 1.50 inches.
c. 122556305 – This is not a valid drawing number for IAC. If the drawing in question is 12556305, that drawing number is not used on IAC. d. 122556306 – This is not a valid drawing number for IAC. If the drawing in question is 12556306, that drawing number is not used on IAC. e. 122556307 – This is not a valid drawing number for IAC. If the drawing in question is 12556307, that drawing number is not used on IAC.
11) The part number (F02A250V8A) matches the drawing callout. The drawing also specifies MIL- PFR-15160/2, I reviewed this spec and there is no 250 Volt 8 Amp fuse listed as an option. There is however a 125 Volt 8 Amp option (F02A125V8A). We will need clarification from the contracting office on this part.
Response: To Offeror - Please clarify which drawing references the fuse F02A250V8A.
The Government cannot find any reference to this part number in the IAC Mod Kit TDP.
12) Will the Government provide photos, drawings, and/or 3D CAD models of the 26 GFE items listed so we can assess overall condition and suitability to our manufacturing process? Section H-4(d), Page 55.
Response: Response provided in response to Question 2 of Question set 3.
