W15QKN-15-R-0240 0006 QUESTION SET #8
Q: 1) Paragraph 2 of the FBO announcement states "The details for re-submission of a proposal with updates and/or submission of a new proposal will be provided ..." We imagine that the Government is going to release the updated solicitation and revised TDP only to the companies/teams who complied with the original solicitation requirements and submitted a compliant proposal by the specified due date and according to the stated delivery requirements, correct?
R: 1) Given the change in requirement, it has been decided that the solicitation be reopened as an amendment and allow adequate time for offerors to respond (both existing and new).
Q: 2) Does the Government plan to provide Evaluation Notices (ENs) that highlight deficiencies and/or areas of concern prior to releasing a request for proposal updates?
R: 2) Given the change in requirement a competitive range has not been established at this time and ENs will not be provided at this time. ENs may or may not be released pending the outcome of the solicitation revisions as per the solicitation, the Government reserves the right to award without discussions.

> Hello Gherin, > Based on legal's review of the offeror's questions for the FBO posting for the planned solicitation amendment, the following is what I intend to send for management/SSA review:
> Q: 1) Paragraph 2 of the FBO announcement states "The details for re-submission of a proposal with updates and/or submission of a new proposal will be provided ..." We imagine that the Government is going to release the updated solicitation and revised TDP only to the companies/teams who complied with the original solicitation requirements and submitted a compliant proposal by the specified due date and according to the stated delivery requirements, correct?
> R: 1) Given the change in requirement, it has been decided that the solicitation be reopened as an amendment and allow adequate time for offerors to respond (both existing and new)."
> If you agree with the above responses I will forward the questions and answers for management/SSA review.
Should the above questions and answers be released in FBO.

> I have no issues with #2 as written.

> Jason, > Here is some draft language for responses to the questions we discussed.
> R: Given the change in requirement, it is mandated that the solicitation be reopened as an amendment and allow adequate time for offerors to respond (both existing and new). The FAR mandates consideration of any timely proposal submitted under an open solicitation.
> Q: 2) Does the Government plan to provide Evaluation Notices (ENs) that highlight deficiencies and/or areas of concern prior to releasing a request for proposal updates?
> R: Given the change in requirement a competitive range has not been established at this time and ENs will not be provided at this time. ENs may or may not be released pending the outcome of the solicitation revisions as per the solicitation, the Government reserves the right to award without discussions.
