W15QKN-15-R-0240 Offerors’ Questions Set #2 with Government Responses
1) It was suggested by the PM that the windows for the M270A1 would match the HIMARS vehicle. The windows on the enhanced HIMARS cab were "sapphire glass" (as published on defense.gov daily awards section), sole-sourced with 1 approved design. Will this sole-source scenario for the sapphire glass windows carry through to the M270A1?
Response: This procurement is a build to print per the LEVEL III TDP defined in Attachment 1, IAC MODIFICATION KIT TDP 57K6756 –DISTRIBUTION D-- and Attachment 10, IAC MOD KIT DRAWING TREE – REV B, JULY 2016.
2) It has been many years since the sapphire glass windows were designed and tested for HIMARS without having been upgraded since. There are newer designs with enhanced performance compared with "sapphire glass" laminates at much lower cost that could save the government millions of dollars on the M270A1 cab program. Will these newer designs for windows for M270A1 be considered? If so, how does a vendor go about getting new window laminates considered for this M270A1 cab?"
Response: This procurement is a build to print per the LEVEL III TDP defined in Attachment 1, IAC MODIFICATION KIT TDP 57K6756 –DISTRIBUTION D-- and Attachment 10, IAC MOD KIT DRAWING TREE – REV B, JULY 2016.
3) Multiple questions regarding the Past Performance Questionnaire: For all contracts identified in Section 1, Past Performance Questionnaires must be completed and submitted (ATTACHMENT 0017). The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract. The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Officer within thirty (30) calendar days of the release of the solicitation, 3.a. Please confirm this is due from bidder’s existing customers to the Contracting Officer for solicitation W15QKN-15-R-0240 by 8/21 (30 days after the 7/22 release date) even though the proposal is not due until 9/6/2016.
Response: The due date is 30 days after the 7/22/2016 release date at the Federal Business Opportunities (FedBizOpps)(FBO) website. This date has been extended in Amendment 0001 3.b. Is this required when identified contracts are subcontracts where the bidder has no direct contractual relationship with the Government contracting activity? In this case, are bidders expected to have this form filled out by prime contractor customers of relevant and recent contracts?
Response: Each offeror determines which contracts to present in their response to the Government. If the offeror is/was a subcontractor under contract submitted they should reference the order/purchase/etc. number that the company signed with the prime contractor. The offeror submits the information to the Government.
3 c. This question applies if the answer to #2 is yes: In circumstances where the prime contractor customer for a reference subcontract is a likely competitor for the current solicitation and in the Army Ground Vehicle industry in general, there is a significant Conflict of Interest associated with requesting the prime contractor customer to fill out this form. Where such a Conflict of Interest exists, will the Army accept past performance subcontracts without Attachment 0017 being filled out in Section II?
Response: The offeror submits the information to the Government.
4) Is there a due date on questions to be submitted for the Solicitation Number: W15QKN-15-R-0240. I could not find any date?
Response: There is no suspense date to submit questions. The Government will make a concerted effort to answer all questions possible.
5) Who built the EMD cabs to qualify the design?
Response: The EMD cabs used to qualify the design were built under contract W31P4Q-12-C-0188, which is a matter of public record.
6) Will pre-qualified armor materials or a source be made available?
Response: No, it is up to the offeror to procure the armor materials and establish the source of supply. The Offeror is required to fully meet the SOW paragraph 3.2.2 requirements for all armor materials.
7) There is a discrepancy between paragraph 3.6 of the SOW and paragraph L.1.3 of Section L on welding qualification requirements. Between the SOW and Section L, which document takes precedence for a compliant proposal?
Response: Both paragraphs apply. For a proposal to be considered responsive, Section L, paragraph L.1.3 requires the offeror to demonstrate that it currently employs welding personnel who have been certified to the TACOM Welding Codes within the last two years prior to the RFP release date. Section C, Statement of Work, paragraph 3.6.6 requires the contractor to assign welding personnel who are certified to the standards listed in Table 1 (which includes the TACOM Welding Codes) prior to the start of any welding work under the contract. If the certified welding personnel referenced in the offeror’s proposal are not available or get reassigned to other program(s) prior to the start of welding work, or if the contractor needs to bring in additional welding personnel, they must be certified prior to being assigned to work on the IAC Mod Kits.
8) Are the test reports for armor qualification restricted or classified?
Response: Armor materials (per Military Standard/specification) listed in the TDP (Attachment 0001) are readily available, and should be fully available, complete with Armor Qualification Record Reports from Qualified Suppliers, as delineated in MIL-STD-662 and the associated material specification certification of properties. Transparent Armor shall meet the requirements of ATPD-2352, the M270A1 IAC Performance Specification requirements, and the TDP (attachment 1). These test results are classified, and the offeror shall provide required samples for testing, pay for the Government-conducted and witnessed testing at a Government approved facility, and will be provided by the Government the unclassified pass/fail results report and certification.
9) Exhibit A references a different contract number (W15QKN-15-R-0204) from the accompanying contract W15QKN-15-R-0240. Is this a typo?
Response: Yes – Correction made in Amendment 0001 Exhibit A
10) Is a WBS in accordance with DI-MGMT-81334D and IMS in accordance with Draft DI-MGMT-81861 required as part of the submission? (Paragraph 3.5 of the SOW) Response: Yes
11) There are ten CDRL’s missing from Exhibit A if Item A001 is correct. Will these be provided?
Response: The Statement of Work and Document Summary List are correct as written. The Exhibit A – CDRLs, dated 30 March 2016, have been updated in Amedment 0001. There are a total of 32 CDRLs. CLIN A0001 corrected in Amendment 0001
12) Will we be provided the MLRS security classification guide?
Response: No, as this is a build to print production contract, there is no requirement within contract for the offeror to have access or need access to any classified documentation.
13) Paragraphs M.7.4 and M.7.5 of Section M appear to be identical. Is this a typo?
Response: Yes M.7.5 deleted in Amendment 0001.
14) Multiple Questions:
a) Section C, paragraph 3.5.3 “Financial Reporting” directs that the contractor shall prepare a Cost Data Summary Report (DD Form 1921) and Functional Cost-Hour Report (DD Form 1921-1). Instructions on the execution of these financial reports are detailed in Exhibit A in CDRL A028 and A029, respectively. The CDRLs explains in Block 16 the reports are to be prepared in accordance with the CSDR Plan included in the DSL. There is no available CSDR Plan provided in the DSL or any other solicitation document or attachment. As indicated in the CSDR manual (DOD 5000.04-M-1), the Cost and Software Data Reporting Plan (DD form 2794) specifies the WBS elements, the specific collection of CSDR data, reporting frequency, and other supporting material required for the completion of the CSDR reports. This form is a critical component of effectively understanding this portion of the program scope for execution. Is there an approved DD Form 2794 (CSDR Plan) for the MLRS IAC Modification Kit Program?
Response: PM will provide response by 22 Aug 2016.
b) Page 7 for CLIN 0001 states that each PVU includes four (4) IAC Kits and that delivery of the kits are due 270, 300, 330, and 360 days after Contract Award, but the delivery lines state delivery of four PVU kits which could be interpreted as 16 IAC Kits. Can the Army clarify that it only wants four IAC kits in total for CLIN 0001?
Response: The Government's requirement is four IAC kits on CLIN 0001 PVU.
c) Is there a minimum buy associated with this solicitation?
Response: No, contract will be awarded with a base period of performance for a quantity of 13 plus 4 PVU kits.
