Questions and Answers_003:
Part 2 (Section A through K) of RFP: W15QKN-15-R-0017
(Mortar Weapon systems)
Question 1: We interpret Section A.4. on page 3 of the draft solicitation to mean that the deliverable end items, AND subassemblies, components (excluding COTS items), forgings, castings, and weldments used in the deliverable end items, must be manufactured in the United States. Please confirm.
RESPONSE: This procurement is full and open, and not restricted to the NTIB since Mortar Weapon Systems are not categorized as ammunition items; however the Buy American Act per FAR Subpart 25.1 restricts the purchase of supplies that are not domestic end products. The language stating that items must be manufactured in the United States in Section A.4 has been removed.
Question 2: Regarding Section B of the draft solicitation, will warranty CLINs be awarded simultaneously and at the same quantity as associated production CLINs?
RESPONSE: Each warranty item will have an associated warranty CLIN. Award of any warranty CLINS is optional to the USG and is subject to evaluation.
Question 3: Will the Government consider implementing a Spares initiative as part of the solicitation required CLINs to immediately address warranty claims, wherein legitimate warranty claims can back fill depleted spares over time?
RESPONSE: The USG does not intend on purchasing "warranty spares" for the contractor's warranty program. The USG has determined that it should be more cost effective to obtain a warranty than to procure additional “warranty spares” to meet the same requirement. At this time, the procurement of USG Spares is intended for ILS /system sustainment purposes only.
Question 4: Does H.1 allow the contractor the option to use non-MRTFB installations as long as test are conducted by designated Government employees?
RESPONSE: The contractor may solicit quotes from USG test facilities for their sub-contract test services/needs as determined necessary and appropriate by the contractor to meet his test requirements IAW the TDP and contract provisions. All requirements and services rendered by the sub-contractor (USG Test Center) would be consistent with sub-contract agreements between both parties.
If the contractor elects to use a non-MRTFB facility, the contractor does not need Government employees to conduct the test, but should comply with the Live-Fire Acceptance Testing Requirements, Attachment 0012.
Question 5: C.3.14: The warranty statement requires the contractor to "start the shipping process for the replacement item to the affected unit within seventy-two (72) hours" for the twelve warranty items listed in Table 1. Will the government provide historical warranty data for these items such as the yearly/quarterly frequency of the replacements for these items? Alternatively, will the government provide a recommended level of inventory requirement for these items given the uncertainty in being able to properly stock and price this solicitation requirement?
RESPONSE: USG does not have historical warranty data of warranty items listed in Table 1. Level of inventory requirements should be based on the contractor’s confidence level for the quality & integrity their delivered products and the predictive analysis for determining anticipated frequencies of warranty claims for the respective items to ensure that contract warranty obligations are achieved.
