44) Would the Government consider the selected Awardee to have an active NRC post contract award?
ANSWER: As stated in question #7 posted on 5 June 2015:
The contractor shall provide “A copy of the NRC License……with the contractor’s proposal.” Refer to page 307 of the solicitation Appendix A, paragraph A below:
A. The contractor shall possess a valid Nuclear Regulatory Commission (NRC) License, Agreement State License, or appropriate license issued by the foreign country in which the facility is located, if applicable, covering the radioactive material(s) to be used. The license must cover all facets of operations planned by the contractor (i.e., the amount of material authorized; the type of work to be performed, etc.). A copy of the NRC License, Agreement State License, or foreign license, and all current amendments shall be provided to the Government with the contractors proposal.
** The NRC License can be held by the Prime or Subcontractor whoever is producing the specific material that the license is called for.
45) In reference to the EIGHT key Components cited multiple times in the Solicitation, the contractor is finding it very difficult to obtain the necessary proposal inputs as required in the Solicitation. For all tritium based components, the contractor has identified only one viable source of supply capable of manufacturing all tritium based components. The contractor has spent considerable time and money meeting potential partners on the Mortar Weapon Component Solicitation over the last year and half and planned to use specific suppliers to support the contractor's proposal. Since the release of Section L&M, things have been very quiet and the contractor is finding it difficult to obtain the necessary proposal inputs. As the Solicitation is drafted, the ONE identified Sources of Supply for the tritium components essentially can dictate who can/will win this award. In fact, if this Company chose not to quote any other party, this company would very likely be the Sole offeror with a technically acceptable proposal. Since this company has been making these tritium components for many years, would the Government consider waiving the sub-contractor inputs as required in the Solicitation? In doing so, the Government will increase competition which in turn will result cost savings to the Government.
ANSWER: There are no restrictions for use of other suppliers for tritium based components. The source control drawings are only for specific paint, fill or plastic molding. Any identified sources of supply for tritium items are not required sources. The contractor may utilize any subcontractor of tritium items that meet the contract terms and conditions.
46) Is there any insight as to the potential order amounts, at least within the first year of the program? In reference to possible order quantities, the noted minimum number of orders, which applies to only X# CLINs. Given all the other possible CLINs that it is possible for the customer to order, which have no minimum order QTY, there is a drastic discrepancy between the number of items that could be required to be delivered from month to month. The contractors preliminary planning shows 620 kits of deliverable products as the minimum order QTY per month (referencing the CLINs which have minimum QTYs, as noted above) and a maximum requirement of 3,680 kits of deliverable products per month if all parts are purchased at their full QTYs. There is no economical way to establish production capacity for such a wide range of deliverables if they can fluctuate between the maximum and minimum each month. Insight into long range requirements would enable a phased, level-loaded production approach and materials management strategy.
ANSWER: As stated in question #24 posted on 24 June 2015, this is an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The only guarantee at this time is the Minimum Order amount of $500,000.00.
