51) Can the government provide a copy of MIL-DTL-32468? This document is needed for information concerning the verification procedures that are required for the 60mm LW Mount Mortar.
ANSWER: MIL-DTL-32468 has been uploaded.
52) The contractor would like to request that USG add a separately priced NRE for each of the major components, i.e. Bipods & Baseplates. We believe this is necessary in order for the contractors to present fair, reasonable, and balanced pricing as it will enable the contractors to only have to price all non-recurring/ start-up costs on a one time basis.
The current structure of the solicitation (i.e. FA & Production only) seems to leave the contractors no choice but to amortize non-recurring/start-up costs into every FAT/ production quantity over every out year; which is repetitive, and will increase cost.
ANSWER: There will be no changes to Section B.
53) The Mortar mount testing regimen identified requires a full 58 consecutive units to pass salt-fog / live fire testing to clear the screening process, and then one of ten units in standard production. Will the government consider those units as destructively testing due to salt fog exposure, even if the units pass and are not degraded by that exposure?
The concern is this creates a significant scrap rate and therefore contract expense.
ANSWER: Salt-Fog only applies to the 3 FAT units for both the Mortar Mounts (See Mil-DTl-32472 Table 1 Section Requirement 3.10 and MIL-DTL-32468 Table 1 Section Requirement 3.28, both detail specifications only have Verification Class A First Article checked off for Salt Fog.)
54) We understand that Government Furnished Property will be provided for Live Fire Testing; i.e. Cartridges, Cannons, Baseplates, Mortar Mounts, & M67 Sight Unit.
If an order is received for both Baseplates and Mount, Mortars, is the contractor allowed to test our newly manufactured Baseplates and Mount, Mortars together in order to not have to duplicate the Live Fire Testing?
ANSWER: Yes
55) Feedback from Aberdeen seems to suggest that the QAP’s for Mount, Mortars and Basplates have been updated to include the requirement for initial 58pcs plus 1 each from every 10 manufactured to be Live Fire Tested.
The solicitation is silent on Live Fire and PLT Testing except to refer to Drawings and QAPs associated with the Mount, Mortars and Basplates for specific requirements.
Based on our interpretation of the QAPs for both Mortar, Mounts and Baseplates, all quantities up to 58pcs will need to be 100% Live Fire Tested, and after 58pcs, 1 out of every 10 will require Live Fire Testing.
Can you please confirm that our interpretation is correct?
ANSWER: Yes
56) While the top level drawing was posted yesterday for the Wrench Spanner (12577347), the piece part drawings that include 12577477, 12577476 and 12577478 have not been posted. Will those drawings be available?
ANSWER: These drawings have been uploaded.
57) Gerber file 13028493, Bare Board, Flex Circuit, Note#2 is missing. This part is a component of the next higher up assembly, 13041135. Please provide.
ANSWER: These files have been uploaded
58) The CLIN 0001AR and 0001AT have very similar descriptions, and the attachment 0001 Component Parts List appears to only have parts for the 0001AT CLIN, but no list of parts for the 0001AR CLIN Can you please clarify where the 0001AR CLIN component list is located?
ANSWER: M120A1/M121 BII (full complete list) for CLIN 0001AR; M120 BII Component (16ft Tow Chain only) for CLIN 0001AT.
59) Please confirm that M120A1/M121 BII- Basic Issue Item List, as listed on Attachment 0001, should be priced on CLINs 0001AN and 0001AP in Section B.
ANSWER: CLINs 0001AN and 0001AP in all option periods have been removed from Section B. These CLINs are duplicate items. An amendment is forthcoming.
60) Please confirm that M120A1-13023458 MCN 9999-01-M98-0508 BII Kit, as listed on Attachment 0001, should be priced on CLINs 0001AQ and 0001AR in Section B.
ANSWER: Correct
61) Please advise why M121-13023461 MCN 999-01-M98-0512 is listed on Attachment 0001, which is identical to M120A1-13023458 MCN 9999-01-M98-0508 BII Kit with the exception of a Training Manual, but there does not appear to be CLINs in Section B to price? At this time we are concluding that M121-13023461 MCN 999-01-M98-0512 does not need to be priced separately in Section B.
ANSWER: Correct
62) M120A1/M121 DS- Direct Support Level Tools and Equipment, P/N: (1 per 4 systems)
M120A1/M121DS Tool Kit P/N: 13023459 NSN 5180-01-598-2044 PN: 12577347, Wrench, Spanner (32mm) is listed on Attachment 0001 but is not listed on Package Content Drawing 13023459. Do we quote to Attachment 0001 or Package Content List Drawing 13023459?
ANSWER: Yes, quote to Attachment 0001.
63) For M252 81mm BII- Basic Issue Item List, Attachment 0001 (page 3) states “Note for Legacy M252 BII the Below Extractor, Baseplate replaces Tool, Releasing, 81mm Mortar Baseplate M3A2.” We need further clarification on the intention of this note as even if we applied the replacement, there are no CLINs in Section B to provide pricing. At this time we are concluding that that note is internal and therefore does not need to be separately priced in Section B.
ANSWER: This is an internal note. No separate price required for the Legacy Extractor Baseplate
