About this file
This document contains a question and answer related to the Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Responsive Strategic Sourcing for Services (RS3) multiple award indefinite-delivery indefinite-quantity contract. The question asks if companies awaiting Phase 2 prime awards under the RS3 contract can join Phase 1 awardee teams to compete for their current work being re-competed under the RS3 contract. The answer states that Phase 1 awardee contractors have discretion to work with subcontractors to meet task order requirements, unless a task order RFP or contracting officer restricts it.
The related federal contract opportunity notice provides details about the RS3 contract. The ACC-APG has a requirement for knowledge-based professional engineering support services for Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance programs. The RS3 contract will be a multiple award IDIQ to support diverse organizations involved in engineering, research, development, testing, evaluation, logistics, acquisition, strategic planning, and education and training with C4ISR-related needs. The estimated contract ceiling is $37.4 billion over a five-year base period and one optional five-year ordering period. Performance may occur at government or contractor sites domestically or internationally.

| 1 | With the announcement that the Phase 2 awards are pushed out to October 18 or possibly even later, some companies waiting for the Phase 2 award are currently performing under R2-3G or other IDIQ task orders that will be re-competed under RS3. This will eliminate them from proposing for their current work. Question, can companies that are awaiting prime Phase 2 awards be allowed to join one of the Phase 1 awardee teams in able to compete for their current work when these tasks are released under the RS3 contract. | Contractors that have received an RS3 base contract award may, at their discretion, work with subcontractors to satisfy task order requirements, unless a restriction is noted in the task order request for proposals (RFP) or contracting officer approval is required pursuant to contract clause I-215, FAR 52.244-2. |
