About this file

This document contains questions and answers related to a federal solicitation for knowledge-based professional engineering support services. The solicitation seeks proposals for the Responsive Strategic Sourcing for Services multiple award contract to provide C4ISR-related engineering, research, development, test and evaluation, logistics, acquisition and strategic planning, and education and training services to various Department of Defense and federal agencies. The total potential value of the contract is $37.4 billion over five years with an optional five-year extension. Proposals were due in May 2017 and evaluations are ongoing, with discussions and proposal revisions from offerors addressing evaluation notices. The document provides clarification to offerors on issues like past performance examples, small business size standards, and additional information requests from the government.

#QuestionAnswer
1Please provide clarification regarding where the cure notice should be included within the proposal. Is it acceptable to include the copy of the cure notice as an attachment within Volume 2: Past Performance?Thank you for your inquiry. The answer is yes. Please also see the answer to question #19 that was sent out on Friday June 2, 2017.
2Please confirm that if the copy of the cure notice is included as an attachment within Volume 2: Past Performance, it will not be counted towards maximimum page limits for this volume.Correct, per solicitation Section L.15.3.2. "Submission requirements in accordance with L.15.3.2 are not included in the page limitations for L.15.3.1."
3The RS3 Discussion Letter states that "Offerors are not required to update proposal except to address ENs and to update past performance events..." and specifies that the SF30 from Amendment 10 should be signed and returned. Are offerors required to submit Section K from RFP Amendment 10 in addition to the SF30 from Amendment 10?Please refer to #7 on the first Phase 2 Q&A sent out last Friday June 2nd.
4In the Q&A issued 2 June 2017 it is indicated that Offerors are only required to provide the portions of their proposal which are required to be updated due to ENs, as well as a signed copy of the SF 30 for Solicitation Amendment 0010.
Question: Should the revised proposal package be resubmitted, only with change pages, IAW Q&A #1 or is the 17 May submission sufficient?Thank you for your inquiry. Your revised proposal shall be submitted in accordance with the instructions in the discussion letter issued to you.
5The second EN said that our Corporate Experience section was not evaluated because “the specific tasks or activities were not provided for Example 3 within the allowable page limit”. We have reviewed our proposal several times, and all three of our corporate experience examples comply with the 3-page guidance (for a total of 9 pages). To be concise, we are trying to identify what was wrong with our original submission that requires our attention? Please refer to the discussion letter that was issued to you and to the specific terms of the solicitation that address what is included when counting page limits.
6Question and Answer #68 clarified the Contract to fall under NAICS code of 541712 with a small business size standard of 500 employees. However, under FAR Clause 52.219-28(c) a link is provided to view the size standards published by the SBA. For the referenced NAICS code of 541712, a small business size standard of 1,000 employees is cited and published by the SBA.

Question: Please verify the correct size standard for this procurement, under NAICS 541712, is 1,000 employees and not 500 employees.

The correct size standard for this procurement is 500 employees. See Amendment 11.
7Given that Offeror A is an unpopulated JV with less than 3 years of historical performance data, request that the Government indicate whether any additional information is required in addition to the previously submitted data.
Please refer to Solicitation Section L.15.4.2.4.1. Please refer to the discussion letter that was issued to you.
8Through a series of mergers and divestitures, the government IT services portion of Offeror A is now part of Offeror B. Due to this change in the Offeror A company status, guidance is requested on how best to respond to your letter dated 16 May 2017 providing Evaluation Notices with respect to Responsive Strategic Sourcing for Services (RS3), Solicitation W15P7T-15-R-0008, Phase 2.

At issue is our Volume 2 Past Performance submission. One of the three citations - the X program - was not part of these transactions. Should Offeror B revise Volume 2 with a replacement past performance citation or only provide updates as requested in the ENs?

Please refer to #27 on the first Phase 2 Q&A sent out last Friday June 2nd.
9As per the EN, Offeror A's Initial Screening was deemed non-compliant because “The offeror did not submit signed copies of the SF 30 form for Solicitation Amendment 6.” In our response back to the Government, is Offeror A supposed to only include Amendment 6 or Amendment 6 and 10?Per Solicitation AMD 11, "By signing and submitting the signed SF 30 form for Solicitation Amendment 0011, the offeror acknowledges the Solicitation and Amendments 0001 through 0011 (with the exception of Amendment 0007, which was administratively canceled), and affirms the entire proposal will remain valid through October 31, 2018."
10There is an apparent discrepancy between the answers to questions #1 and #155. The answer to question #1 states in part, "per the discussion letter, Offeror's are only required to provide the portions of their proposal which are required to be updated due to ENs." However, answer #155 asks previously certified small businesses to potentially recertify their size status as large business and since large business offerors had to submit subcontracting plans with their initial proposals, are now large businesses being asked to also provide Volume 4, the subcontracting plan? If there were no discussions with Phase 1 offerors, were the awardees also required to recertify their size and submit subcontracting plans prior to their contract awards? If not, in order to create a level playing field, we respectfully request that the government revise the answer to question #155 and state that certification of small business status not be requested again at this stage.Answer to #155 has been updated and is changed in the final posting of all answers. However, please note that companies will need to certify for task order competitions if they are a small business or large business.
11The Government was unable to obtain any verifying or corroborating information from a Government source regarding some of the offerors past performance examples, and the offeror received an Unknown (Neutral) Confidence rating for these examples. The offeror received the highest overall evaluation rating for past performance however. (a) Would our requesting our customer to provide past performance feedback potentially increase our overall rating? (b) If the additional data will have a potential evaluation impact, may we have our customers contact the Government directly to provide this information? If so, please provide the contact information. If not, how should our customer provide this information?(a) The Government will evaluate any information it recieves in accordance with the solicitation and amendments (b) Thank you for your inquiry. A blank past performance questionnaire is attached to this response. Offerors can contact the POC referenced in their past performance proposal and request the POC to directly submit their completed past performance questionnaire to the POCs listed on the discussion letter. Questionnaires received after 07 July may not be considered. The Government will only accept questionnaires submitted directly from the Government POC to the aforementioned RS3 POC."
