#QuestionAnswer
1Do you want me to sign (AMD 11) now or when we send in our revised response?Per the discussion letter sent on May 15, 2017 proposals are due no later than 8:00AM Eastern Time on June 15, 2017. Per L.15.1.2 "SF 33 and SF 30 forms shall be signed as required in accordance with FAR 4.102. Digital signatures or handwritten signatures on a scanned copy are acceptable. Submission is required only via email, no hard copies are required. Submission of the SF 33 and SF 30

forms is not included in the page limit for the cover letter. By signing and submitting the signed SF 30 form for Solicitation Amendment 0011, the offeror acknowledges the Solicitation and Amendments 0001 through 0011 (with the exception of Amendment 0007, which was administratively canceled), and affirms the entire proposal will remain valid through October 31, 2018. Offeror proposals that do not remain valid through October 31, 2018 shall not be considered for award." Per the above, Offeror's shall acknowledge amendment 0011.

2Since we submitted ours response to the EN's prior to the Government's issuance of Amendment 11 (which not impact our EN response), please advise if I have any further action. Please see Question #1
3We submitted a revised proposal on May 25, 2017, is a signed SF 30 for amendment 11 sufficient or do you need any other documents? Please submit all that is required by the discussion letter and Question #1 above.
4

I am requesting a 2 week extension of the due date so that I can interview another CPA with expertise in DCAA compliance, make introductions between that person and my clients, and afford that person adequate time to prepare the historical data.

No extension is granted.
5Offeror X was in the process of reviewing Section K in both Amendment 0011 & Conformed Amendment 0011 and noticed that there is a difference in both Section K’s between the Amendments. Can you please confirm that the Section K in Amendment 0011(that was signed today) is the correct version? The signed Amendment 0011 (to include Section K) and the Conformed copy of the solicitation are identical.
6We acknowledge Amendment 11 by attaching two signed copies here and state that Amendment 11 does not change our revised proposal we submitted on May 19, 2017 except file name convention you mentioned in Q&As on June 2, 2017 as Q#65:

Answer for Q# 65: Thank you for your inquiry. Files shall be named IAW solicitation paragraph L.14.7. The MMDDYY shall be the day the proposal is submitted.

However, in our revised proposal, submitted on May 19, we used the file names from the original proposal and appended –“FPR” in the end.

Please let us know if we should resubmit our revised proposal, originally submitted on May 19 with new file names ending with “060817” as the revised submission MMDDYY date rather than “05062015-FPR” before the final due date of June 15, 2017?

Files shall be named IAW solicitation paragraph L.14.7.
7Are we to complete the Section K within Amendment 0011?Please refer to Question #7 in the "A02-Solicitation Phase 2_QA 20170602.xlsx" posted to FBO on 07 June 2017.
8I noticed that there is no Amend 7, can you please confirm that one was not issued? Please refer to Question #2 in the first Q&A "A02-Solicitation Phase 2_QA 20170602.xlsx" posted to FBO on 07 June 2017.
9Based on the response to questions it is apparent that the government is having trouble verifying past performance information. Would the Government like the offerors to contact their Past Performance CO/ACO and request that they complete and return the questionaires? If so, please provide submission instructions. Please refer to Question #11 in the in the second Q&A"A02 Solicitation Phase 2_QA 2 20170607.xlsx" sent on 07 June 2017.
10If we received a Substantial Confidence rating on our Past Performance volume, do we still need to submit a completed Past Performance Questionnaire? Please refer to Question #11 in the second Q&A "A02 Solicitation Phase 2_QA 2 20170607.xlsx" sent on 07 June 2017.
11I am in receipt of the attachment (Amendment 011) that you forwarded via the email below. I am assuming that you want me to sign this and include it in our revised proposal that is due 15 June - is that correct? Or do you want me to sign this now and return prior to our proposal submittal? Please see Question #1 of this Q&A.
12In reviewing the Army’s Amendment 0010, there seems to be a variance in the ordering period.

Part 1 of the Amendment indicates a revision to the base ordering period from “five (5) years from the date of award of a contract” to “the date of contract award to 14 May 2022.”

However, in Part 5 the Amendment indicates that Section L.14.9 is revised to “For cost proposal purposes only, the anticipated ordering period is ten (10) years with one five (5) year base ordering period and one optional five (5) year ordering period as follows:

Base Ordering Period: 29 July 2015 – 28 July 2020 (5 years)

Optional Ordering Period: 29 July 2020 – 28 July 2025 (5 years)”

Can the Government clarify the reason for two different base ordering periods (14 May 2022 versus 29 July 2015 – 28 July 2020)?

Please see Question #16 in the first Q&A "A02-Solicitation Phase 2_QA 20170602.xlsx" sent on 02 June 2017.
13We submitted a revised proposal on May 25, 2017, is a signed SF 30 for amendment 11 sufficient or do you need any other documents? Please see Question #1 of this Q&A.
14I understand we need to sign and acknowledge each amendment with our revised proposal submitted. Do you need just the first signature page of the amendment or the full amendment?

Since amendment 11 is the most recent, we will include that full version since it includes our completed section K.

Is that ok?

Offeror shall provide what is required per the solicitation and response to the previous Q&A.
15I have a question on the Evaluation Notice Item with regards to corporate experience. The contract listed as example 3 did not include the dates for the option period. The contract period of performance with options is from 03 AUG 2012 to 30 JUN 2015. I believe correcting this date will rectify the ENs for this Volume 1 Corporate Experience.
Please refer to the discussion letter provided to you.
16Since Offeror X has already submitted our revised proposal is there any action we need to take for Amendment 11?Please refer to Question #1 of this Q&A.same as 14
16Given that Offeror A is an unpopulated JV with less than 3 years of historical performance data, request that the Government indicate whether any additional information is required in addition to the previously submitted data.
Please refer to Question #7 in the second Q&A "A02 Solicitation Phase 2_QA 2 20170607.xlsx" sent on 07 June 2017.
17Does the Government require Amendment 0011 to be completed, signed, and returned with our Phase 2 EN response submission? Please refer to Question #1 of this Q&A.
18Section L.14 states that offers are limited to 9MB of size per each proposal email submitted. If a pricing file exceeds 9MB and the file is unable to be broken out and submitted by separate email, can offers submit an email submittal stating that the specific file has been submitted through AMRDEC?Per L.14.1, " The size per email shall not exceed 9MB. If necessary, offerors may submit multiple emails. If submitting multiple emails, the subject line shall include "Email 1 of 2", "Email 2 of 2", as appropriate to

the number of emails submitted. Offerors shall not submit compressed or .zip files. If the offeror does not receive confirmation of receipt, it is the responsibility of the offeror to contact Ms. Thompson, 443-861-4876, or Ms. Keating, 443-861-4927, to confirm their proposal has been received."

19if we have already submitted a revised proposal, do we also need to provide the Past Performance questionnaire to the POCs for our Past Performance submissions? Please refer to Question #11 in the second Q&A ""A02 Solicitation Phase 2_QA 2 20170607.xlsx" " posted to FBO on 07 June 2017.
20Offeror X assumes you mean if someone has already responded to the Phase II EN response prior to the due date of 15 June 2017 Amendment 0011 does not need to be signed/acknowledged?Please refer to Question #1 of this Q&A.
21There is not a SF 33 included. The previous SF 30 was signed electronically " /signed/" was filled in. The SF 33 sent did not have an electronic signature on it. Maybe I am missing something? Please sign the copy of AMD 11 with the digital signature "/signed/" on it. This version has been uploaded to FBO.
22In regards to our resubmissions for Phase 2, are we required to submit our complete proposal or just the areas that the changes were made to in response to the Discussions and Evaluation Notices letter we received?
Please refer to the response/answer for Question #1 in the first Q&A "A02-Solicitation Phase 2_QA 20170602.xlsx" sent out on 02 June 2017 and posted to FBO on 07 June 2017.

23 I do not see anything in the solicitation about a PPQ, where does it mention these in the solicitation? Offeror's are not required to submit questionnaire's but may if they want to. Please note per the discussion letter "Offerors are not required to update proposals except to address ENs and to update past performance events requested pursuant to paragraph L.15.3.2 of the solicitation. If no new events are available pursuant to paragraph L.15.3.2, then offerors are required to affirmatively state in their revised proposals that there are no additional events that occurred after submission of the offeror’s initial proposal. Except as described above, offerors are not required to update or change other aspects of their proposals, but offerors may revise any aspect of their proposal at their own discretion.

Offerors are reminded that if one volume is revised, then the offeror is responsible to ensure consistency with its other volumes and make revisions to other volumes as is necessary. Proposal information must be clear and consistent across all volumes. Proposals with an omission or unclear or uncertain proposals may not be considered for award."
