| Ques. # | Question | RFP Section | Area of Expertise/POC | Answer | 2 |
Basic PWS Section 1.13 (Page 9) states, “For example, Dismounted Radio is an Objective (o) requirement; you do not have to offer a Dismounted Radio. However, if you do offer a Dismounted Radio you shall also offer the Threshold (t) battery power source for the Dismounted Radio.” In addition, the last sentence of Section 5.0 (Page 12) refers to both “mounted and hand-held SRW radio systems.” However, 5.4.11 (Page 26) lists the Hand Held (HH) SRW Radio and HH SRW R/T as a threshold requirement to support dismounted operations via a “jerk and run” capability. There does not appear to be a qualification that these requirements are under the higher-level objective requirement for a dismounted capability and are not required for non-dismounted configurations. Is a Dismounted Radio offering an objective requirement as stated in Section 1.13 (Page 9) or is it a threshold requirement as stated in 5.4.11 (Page 26)? | Attachment 5 - PWS for SRW – Basic Award - Sections 1.13, 5.0, and 5.4.11 | Technical | This has been rectified in the updated PWS. Answer: 5.4.11 HandHeld (HH) SRW Radio and HH SRW R/T has been corrected in the basic PWS to be an objective (o) requirement as in Section 1.13 (Page 9). See amendment 0001 of the RFP. |
Section 1.1.1 states, "Any offeror who submits an incomplete proposal (i.e. lack of Technical Proposal, Price Proposal, Past Performance Proposal, Small Business Participation Plan) may be considered unacceptable." If an offeror bids only the Base Award (IDIQ) or the Base Award and one Delivery Order, would the Government consider the Offeror's proposal to be unacceptable? | Attachment 0011 - Section L, Paragraph 1.1.1.3 | Contracting | No. Offerors are only required to propose on the base award IDIQ at this time since eligibility to compete on Delivery Orders {to include DOs 0001 &0002} is predicated upon receipt of a basic award. However offerors proposing on the basic award may propose on one or both of the delivery orders but are not required to do so. |
1. What are the expected contract award dates for the Basic Contract and for Delivery Orders 0001 and 0002? | General Question | Contracting | The anticipated award date for the Basic contract and both Delivery Orders is 15 April 2013. |
2. The CLINs for Radio System Support Services reference both FFP and CPFF. (For example, 0110 references PWS paragraph 6 and is identified as FFP. The CLIN 0111 for Radio System Support Services references PWS paragraph 6 and is identified as CPFF.) Please clarify. | Section B of the RFP | Contracting | The Government intentionally has included both FFP and CPFF CLINS for the Radio System Services covered in paragraph 6 of the PWS in order to allow for flexibility since the exact level of services cannot be determined at the basic contract level. These CLINS will be defined at the DO level. |
4. Accounting for Contract Services (CLIN 0114, etc.) does not show contract type. We assume it is FFP. Please confirm. | Section B of the RFP | Contracting | The Contractor Manpower Reporting Application (CMRA) information required (ref. 5152.237-4900 in Section C) is generally a firm-fixed price CLIN, but can be listed as not-separately-priced (NSP) if an offeror indicates in their proposal that there will be no charge for providing this data via the CMRA website. |
5. We don’t believe the government is expecting dollars in Section B for the Cost and CPFF CLINs (the CPFF CLINS are really CPFF LOE). It is assumed that for the Basic Contract Proposal, only the fee percentage is required in the Excel Template. These CLINS will be bid with each D.O. If the Government expects the Offeror to place dollars in Section B for these CLINS, what are the requirements in order to bid ceiling prices? Also it appears as if these CLINs are not in the price evaluation for the Basic Contract. (See question for Section L 1.2.3.5.3) Please clarify. | Section B of the RFP | Cost/Price | Offeror shall propose its ceiling fixed fee percentage for each year of the contract as required (Ref. Attachment 0001 SRW Pricing Spreadsheet (CPFF Fixed Fee Tab)). The Government is using a cost amount for evaluation purposes to multiply the proposed fixed fee rate to calculate an evaluation amount for each year of the contract. |
7. Paragraph c.3. Which CLINs are CPFF completion orders and CPFF term orders? | Section G of the RFP | Contracting | All CPFF CLINS for Delivery Order 0001 and 0002 are Term. For future delivery orders, CPFF CLINS may be either Term or Completion and shall be specified in the Request for Task Execution Plan(RTEP) for future delivery orders. |
8. Paragraph c.3. We were unable to locate Narrative B002 in Section B. Will the Government be providing this narrative? | Section G of the RFP | Contracting | Narrative B002 was actually referencing narrative B0002 in section B titled "LEVEL OF EFFORT (LOE) FIXED FEE" which begins on page 2 of the RFP and ends on page 3 of the RFP. |
10. Page C-2, paragraph 1.1.2.1 states that the “offeror needs to have a current profile at the Central Offeror Registration (https://www.bpn.ccr/) in order to submit proposals. It is our understanding that the Central Offeror Register has been replaced with the System for Award Management (SAM), Reference FAR 52.204-99 - System for Award Management Registration. Please clarify if the offerors are to have a current profile with CCR or with SAM. | Section L / Attachment 0011 | Contracting | Offerors shall ensure that they have registered in SAM which has recently replaced CCR. |
11. Paragraph 1.1.6. When is the expected date of Pre-award survey (if one is being done) | Section L / Attachment 0011 | Technical/Contracting | Per Section L paragraph 1.1.1.6, if a pre-award survey is to be completed, the Government's intent would be to complete the survey prior to award. |
13. 1.2.1.6.5. Reliability Analysis is assumed to be for the radio. Please confirm. | Section L / Attachment 0011 | Technical | The reliability analysis, in accordance with the offered warranty specified in basic PWS 5.5.1, includes the receiver/transceiver (R/T) and amplifier. No reliability analysis is required for the accessories associated with the 1 yr manufacturer warranty.
14. 1.2.3.5.3 States “On the basic contract support services are unknown and may be expected during the contract period…” It is assumed that Offerors are not to bid the CPFF/Cost CLINS, but rather only identify the maximum fee percentage in the 0001-SRW Price Spreadsheet.xlsx. Please confirm. | Section L / Attachment 0011 | Cost/Price | This assumption is correct.
15. 1.2.4, Small Business Participation Plan, states that Total Contract Value is to be used for calculating the percentage. How are Offerors to calculate Total Contract Value, since this is an IDIQ contract to be awarded to up to five companies? Please advise. | Section L / Attachment 0011 | Contracting | The Total Contract Value for Small Business Participation Plan (SBPP) is the maximum ceiling on the SRW solicitation. Offerors must use the maximum value of $988M as the baseline for the proposed small business percentages to ensure SBPP are evaluated the same. Only the final percentages that have been agreed to will be incorporated into the contract with the Small Business Participation plan, not the dollars proposed. The Government understands that actual dollar amount will vary pending successful DO/TOs.
19. RFP Section L, page 209, L-11 FAR 52.7395 Cost of Money for Facilities Capital – Please clarify whether this requirement is only applicable to the cost-type CLINS of the RFP. | ||
| Section L / Attachment 0011 | Contracting | Yes the Cost Of Money for Facilities Capital is only applicable to cost-type CLINs for this effort. | ||
20. 1.1.4.2.4 SAR states the Government will verify that the Offeror’s radio system has an approved Safety Assessment Report (SAR), yet Section L 1.2.1.5.4 states “The Offeror shall provide a copy of the …SAR…..for the offered radio. In PWS, radio system is identified as the SRW radio, power amplifier, software, and all ancillary equipment. It is assumed the SAR is required only for the radio. Please clarify and/or confirm. | ||
| Section M / Attachment 0012 | Technical | The SAR is required for the SRW Applique Radio System including power amplifier, software and ancillary equipment. | ||
23. It is assumed that this template/requirement is ONLY required for the Cost and CPFF CLINs. Please confirm. | Attachment 0004 Cost Proposal Sample Template | Cost/Price | Yes, that is correct.
24. 5.2.10 states “The second configuration assumes no VAA and the SRW Radio System must come with a single mounting tray as part of the system.” Does this mean no VAA (AM7239) and no VAA Base Plate (MT-6352) or no VAA (AM7239) and the VAA Base Plate (MT-6352) remains in the vehicle? | Attachment 0005 Basic Contract PWS | Technical | For the second configuration in Basic PWS paragraph 5.2.10, the offeror's radio shall provide a single mounting tray as part of the system. For Size Configuration 2, no VAA (AM7239) and no VAA Base Plate (MT-6352) will be provided.
33. Appendix 1 - Do the trip lengths specified include travel time or are they "time on the ground" requirements to which travel time needs to be added? | Attachment 0006 Delivery Order 0001 PWS | Technical | The trip lengths specified include "time on the ground".
35. Appendix 1 - Do the trip lengths specified include travel time or are they "time on the ground" requirements to which travel time needs to be added? | Attachment 0007 Delivery Order 0002 PWS | Technical | The trip lengths specified include "time on the ground".
1. If/when new features or requirements are added (beyond current threshold and objectives), how will they be incorporated into the Basic Contract? | General Question | Technical and Contracting | Reference Basic PWS para 1.8. On Ramp/Off Ramp. If the Government must change the Basic PWS, an On Ramp opportunity will be established. Reference Basic PWS para 1.13. As stated, the intent of this contract is for the successful awardees to continuously improve their SRW Radio Systems. Thus, contractors may choose to offer additional capability not currently required by the original PWS.
3. Section 5.4.9.3 states: “Shall support the government in development of the DIACAP and ATO artifacts and the development of the following documents.” This section goes on to list the Security Classification Guide (SCG) as CDRL A33. The SCG is a document that is typically provided to the contractor by the Customer/Government. Our assumption is that this is a draft that will be used by the Government to create an official SCG. Please confirm. | Attachment 0005 Basic Contract PWS | Technical | Yes, that is correct.
Since not provided in Attachment 1, on which costing spreadsheet does the offeror provide the travel and Material CLIN’s 112, 113 etc? | Attachment 1 SRW Price Spreadsheet | Cost/Price | CLINS xx11, xx12, and xx13 are cost plus fixed fee, cost no fee and cost no fee respectively. Cost is only to be provided as required on each delivery order. For the basic contract, a fixed fee percentage is to be entered under tab CPFF Fixed Fee of the SRW Pricing Spreadsheet.
Is the CPFF Fixed Fee worksheet in Attachment 1 intended for use with Radio System Support Services CLIN’s 111, 211, 311 etc? | Attachment 1 SRW Price Spreadsheet | Cost/Price | Yes, CLIN xx11 is cost plus fixed fee. Cost is only to be provided as required on each delivery order. For the basic contract, a fixed fee percentage is to be entered under tab CPFF Fixed Fee of the SRW Pricing Spreadsheet.
Requirement reads “The Contractor shall provide cable assembly documentation depicting all use case cable assemblies compatible with Layers 1 and 2.” This appears to be an artifact from a previous RFP. Request deletion, restatement, or definition of “Layers 1 and 2” | CDRL Data Item 18 | Technical | This CDRL is specific for the cable diagrams that we should receive in the baseline SRW Radio System configuration diagrams. The Open Systems Interconnection (OSI) model (ISO/IEC 7498-1) defines layer 1 as physical/electrical characteristics and layer 2 as the data transfer protocol layer.
The Contractor shall provide cable assembly documentation depicting all use case cable assemblies IAW the OSI model; with Layers 1 (physical/electric characteristics) and 2 (data link protocol).
27 Several CDRLs are required to be submitted with the proposal. Per Section L, are these CDRLs to only be provided as stand-alone files and referenced within the text or should they also be provided “in-line” with the text? Submission of CDRLS Contracting CDRLs are to be submitted as stand-alone files.
