28Paragraph 1.2.6.1 states that DO #0001 is FFP, CPFF, and Cost for hardware and services. Sub-paragraph 1.2.6.1.1 is identified as FFP and is for Hardware and Training (covers PWS 2 – SRW Radio Systems, 3.3.1 – Installation Kits, and 3.4 – Training and Materials). Sub-paragraph 1.2.6.1.2 is for Support Services but is not identified as to contract type (CPFF, FFP, Cost) and references PWS 3.1 - Warranty, 3.2 – Integration and Interoperability, and 3.3.2 – Design, Fabrication and Installation support. Please clarify.
The Government provided an estimated amount of hours for each task outlined in section 1.2.6.1.2.1. The offeror shall propose based on the hours set forth in this table on a CPFF basis. Proposals at the delivery order level shall be in accordance with FAR 15.408 table 15-2.

Within paragraph 1.2.6.1.2 pricing for PWS paragraph 3.1 (Warranty) should be FFP; 3.2 (Integration and Interoperability) should be CPFF; 3.3.2 (Design, Fabrication, and Installation Support) should be CPFF.

29Paragraph 1.2.8.1 states that DO #0002 is FFP, CPFF, and Cost for hardware and services. Sub-paragraph 1.2.8.1.1 is identified as FFP and is for Hardware and Training (covers PWS 2 – SRW Radio Systems, 3.3.1 – Installation Kits, and 3.4 – Training and Materials). Sub-paragraph 1.2.8.1.2 is for Support Services, but is not identified as to contract type (CPFF, FFP, Cost) and references PWS 3.1 - Warranty, 3.2 – Integration and Interoperability, and 3.3.2 – Design, Fabrication and Installation support. Please clarify.
The Government provided an estimated amount of hours for each task outlined in section 1.2.8.1.2.1. The offeror shall propose based on the hours set forth in this table on a CPFF basis. Proposals at the delivery order level shall be inaccordance with FAR 15.408 table 15-2.

Within paragraph 1.2.8.1.2 pricing for PWS paragraph 3.1 (Warranty) should be FFP; 3.2 (Integration and Interoperability) should be CPFF; 3.3.2 (Design, Fabrication, and Installation Support) should be CPFF.

30 Page C-14, paragraph 1.1.11.4 indicates that the Offeror is responsible to submit “supporting documentation for its proposed rates.” Since the RFP contains multiple contract types, please clarify whether this requirement is applicable only to the cost-type efforts within the solicitation. Proposals for Delivery Orders 0001 and 0002 shall be in accordance with FAR 15.408 table 15-2. Supporting documentation for proposed rates as described in this paragraph is required for Delivery Orders 0001 and 0002.

Please note that sections 1.1.9.4 and 1.1.11.4 are only applicable to sections 1.1.9 Factor VI – Cost/Price Proposal – Delivery Order 0001 and 1.1.11. Factor VIII – Cost/Price Proposal – Delivery Order 0002.

31 CLIN 0110 (0210, 0310, etc) are classified as FFP but are not on the Price Spreadsheet. Please advise. For the basic contract, the range of CLINs XX10 are simply place holders for sevices that may be required to support the SRW Applique Radio System on an as needed basis at the delivery order level. Since these CLINs do not have a definite requirement, pricing at the basic contract level is not required.

32Given that a draft RFP was not released, and the significant number of supporting documents required as part of the RFP, the Contractor requests a 15-day extension to the RFP due date. The Government has extended the due date for proposals from 08 November 2012 to 18 November 2012. See Amendment 0003.
33Section L 1.2.4, Small Business Participation Plan: The Contractor has a DoD-approved Commercial Products Plan that it follows in lieu of individual Small Business Plans.

Please confirm that the contractor may submit its approved Commercial Products Plan.

Per Attachment 0011, Section L, 1.2.4 Volume IV of the Request for Proposal, All Offerors, whether small or large businesses, shall submit a Small Business PARTICIPATION Plan in accordance with Section L 1.2.4.1 through 1.2.4.10. Small Business PARTICIPATION Plan is an evaluation factor. Additionally, for Large Businesses, per section 1.2.4.11, a Small Business SUBCONTRACTING Plan shall ALSO be provided in accordance with FAR 52.219-9 and DFARS 252.219-7003. There are two plans required for Large Businesses. The Offeror may NOT submit the subcontracting Plan in lieu of the Small Business PARTICIPATION Plan requirement. This is not a commercial contract therefore a commercial plan is not acceptable. However, Offerors may submit either an individual or master (with goals) subcontracting plan to satisfy the requirement of 52.219-9 and DFARS 252.219-7003 (Subcontracting plans).

34 Section L 1.2.4.11 requires that large businesses submit a separate Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003. The Contractor’s primary Small Business Plan meets these requirements.

Please clarify the requirement to submit two separate plans.

The Small Business SUBCONTRACTING Plan and the Small Business PARTICIPATION Plan do contain some of the same information. However, they are calculated differently and are evaluated differently. Please note that the Participation Plan needs to be written in accordance with Section L and meet the criteria in section M. The Subcontracting plan must meet all the elements required in the AFARS Appendix DD. Therefore, they are addressed separately. There are two plans required for Large Businesses.
35Section L 1.2.8.1 requires a sanitized cost proposal with all costs/prices deleted from the cost proposal. The Contractor does not understand the value of submitting a blank spreadsheet.

Please clarify this requirement.

Section L 1.2.8.1 requires a sanitized cost proposal in accordance with FAR 15.408, Table 15-2 format with costs/prices deleted from the cost proposal i.e. Labor categories, hours, material list and unit quantity, etc. required by the format stated at FAR 15.408, Table 15-2 are present but costs/prices (i.e. hourly rates, unit prices, total costs, indirect rates, etc.) are deleted.
367. Attachment 11 Section L 1.2.1.1 indicates that the offeror shall submit a technical volume “addressing the sub-volumes below”. Does the government intend for the offeror to provide a technical summary section in addition to the sub-volumes? If this is the case we ask that the government clarify the page count requirements for this section since the page limits of the three sub-volumes add up to 100 which would comprise the entire 100 page limit for volume I. This would not leave any room in the page count total to provide a summary addressing the sub-volumes.The Government does not intend for the Offeror to provide a technical summary for the technical sub-volumes. The Offerors are reminded to comply with the page limitations set forth in the RFP.
379. Section L. 1.2.2.11 Contacting References. The statement “written consent of proposed subcontractors to allow the government to discuss the subcontractor’s past proposal”. Will the evidence of written consent be counted as part of the 17 page limit, or can it be provided as an attachment and excluded from page count? The written consent shall be excluded from the maximum of 17 total pages for Volume II - Past Performance as specified in paragraph 1.2.2.1.
3810. Section L – page C-10, 1.2.2.3 (l) and (m) – Cure Notices or Show Cause Letters – (l) Provide copy of any Cure Notices or Show Cause Letters received on each contract listed and a description of any corrective action implemented by the Offeror or proposed subcontractor. The Offerors shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.
Since Volume II is limited to only 17 pages, can Cure Notices or Show Cause Letters be excluded from the page count?Cure notices and show cause letters will be excluded from the 17 page limit, however the description of any corrective action implemented by the offeror or proposed sub-contractor is included in the 17 page limit.
3915. Please confirm that CLINs 0110, 0111, 0112 and 0113 (and the corresponding out-year CLINs) in the Solicitation document do not require prices at this time since these items do not appear in the SRW Pricing Spreadsheet. If prices are required, please provide an estimate of labor, material and travel required since these CLINs are to be performed on an as-needed basis. For the basic contract, these CLINs are simply place holders for sevices that may be required to support the SRW Applique Radio System on an as needed basis at the delivery order level. Since these CLINs do not have a definite requirement, pricing at the basic contract level is not required.
40Please identify the North American Industry Classification System (NAICS) assigned to this solicitation. The North American Industry Classification System (NAICS) 2007 code applicable to this procurement is 334220, Communication Equipment, Mobile and Microwave, Manufacturing.
411. Reference: RFP Attachment 0005, Paragraph 6.7.3, 6.7.3.1. and 6.7.3.2, Page 36: Regarding the SRW NMA, Para 6.7.3, 6.7.3.1. & 6.7.3.2. requires the contractor to teach either the SRW NMA or JENM using “Government provided IP management tools”. We interpret this to mean that we need to teach the courses using computers and the program that will be provided by the government. Please confirm. This is confirmed.
427. Reference: RFP Attachment 0005, Paragraph 5.2.4.2.2, Page 14: In previous versions of the PWS, this requirement was an objective. It is now a threshold requirement. Is that your intention?Yes. Out of Band Interference is a threshold requirement.
