| 68 | It is assumed that “Soldier Radio Waveform (SRW) Radio System CLINs (0101, 0201, 0301…) apply to PWS 5.2 (the Receiver/Transceiver and do NOT include ancillary equipment or installation kits. It is assumed that “Radio Installation Kits and Ancillary Items CLINs (0131, 0231, 0331….) are for PWS 5.3. Please confirm. | CLINs 0101, 0201, 0301... SRW Radio System Installation Kits are linked to Basic PWS paragraphs 6.4.4 (t)HMMWV Kits and 6.4.5 (t) MRAP Kits.
SRW Radio System Ancillary Items are linked to Basic PWS paragraph 5.3 (t) Ancillary Capabilities, Equipment and Accessories. Offerors shall propose on the Pricing Spreadsheet tab for Ancillary Equipment their complete equipment proposal with individual prices. CLINs will be determined based on Offerors successfully proposed solutions.
See amendment 0006 RFP and Attachment 0001 SRW Pricing Spreadsheet for tabs to support the proposal and pricing.
69 In the PWS (Section 6.4), the Government identifies two types of installation kits (HMMWV Kit and MRAP Kit), yet Section B CLIN 0131 (0231, 0331, etc.) is titled Radio Installation Kits and Ancillary Item. Should there be separate CLINs for the different Installation Kits in Section B and the Pricing Worksheet? If not, which Installation Kit should be bid in the Basic Contract for this CLIN? See amendment 0006 RFP and Attachment 0001 SRW Pricing Spreadsheet for tabs to support the proposal and pricing. CLINs XX31 and XX32 have been changed/added to support pricing of HMMWV and MRAP Installation Kits.
70 6.7.4 Government FSR Training is not defined. Please provide additional requirements in order to properly price (i.e. Number of FSR, location of training, etc.) Paragraph 6.7.4 Government FSR Training has been changed from a threshold (t) to an objective (o) in the basic PWS and is removed from the pricing spreadsheet.
71 6.7.5 Other Required Training. Are Offerors to define and propose this requirement? If so, how will government evaluate price if different contractors have different content? Paragraph 6.7.5 Other Required Training has been changed from a threshold (t) to an objective (o) in the Basic PWS and is removed from the pricing spreadsheet.
72 6.8.4 Other manuals as required. Are Offerors to define and propose this requirement? If so, how will government evaluate price if different contractors have different content? Paragraph 6.8.4 Other manuals has been changed from a threshold (t) to an objective (o) in the Basic PWS and is removed from the pricing spreadsheet.
| 73 | Page C-18, Section 1.2.6 - Volume VI – Delivery Order 0001 Cost/Price Proposal. Section 1.2.6.1 requires a Cost Narrative – Cost Element supporting document which details each cost element build up and support. Does this narrative require the offeror to provide the Bases of Estimates for individual cost elements that support the estimated hours or other cost backup that make up the proposed prices? | The Cost Narrative shall include all information to support the proposed costs and cost element allocation to ensure that the proposed cost is fair and reasonable. For Firm-Fixed-Price proposed prices, a cost breakout is not required unless deemed necessary by the Contracting Officer if adequate competition is not attained. |
| 74 | Since not provided in Attachment 1, on which costing spreadsheet does the offeror provide the Radio Installations and Ancillary CLIN’s 131,231,331,431,531,631,731,831,931,1031? |
CLINs XX31 and XX32 have been changed/added to support pricing of HMMWV and MRAP Installation Kits.
75 Section L 1.2.3.3 states that the Contracting Officer has determined there is a high probability of adequate price competition in this acquisition.
Section L 1.2.6.1.2.6 further states that in accordance with FAR 15.403-1(b), data other than cost or pricing data is required to support cost realism. However Section 1.2.6.1.2.6 goes on to require that the Offeror’s cost proposal be broken out by cost element as specified in FAR 15.408, Table 15-2, and in further supporting detail as shown in the SAMPLE cost breakdown provided in Attachment 4.
Section 1.2.6.1.2.7 also requires the submission of Forward Pricing rates, payroll documentation and two years’ actual expense pool, allocation base and rate information.
The data being required by Sections 1.2.6.1.2.6 and 1.2.6.1.2.7 constitute cost and pricing data and should not be required for a proposal deemed to have adequate price competition.
The Contractor requests that the Government delete these requirements. If these requirements are not removed, please confirm that they are only applicable to the cost reimbursable CLINs.
| Section L Paragraph 1.2.3.3 states that the Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. This statement is only applicable to the Basic Contract Cost/Price Proposal (Section L Paragraph 1.2.3). The Government has not deleted the cost data requirements of sections 1.2.6 and 1.2.8 (for Delivery Orders 0001 and 0002 respectively) because cost realism is being conducted on the delivery orders and proposals must be in accordance with FAR 15.408 Table 15-2. | |
| 76 | Section L – page C-10, 1.2.2.4 – Offeror shall briefly describe the specific work activity to be performed by itself, as the prime Offeror, and by each of its critical partners/subcontractors/ teammates in addition to providing the cage code for each. |
Please clarify what is to be provided for this requirement.
The offeror is expected to describe briefly what they will do and what role each of the critical partner/subs/teammates will do.
Example

Critical partner A will provide the labor for the installation of the roof.
77 CLIN 0131 (and the corresponding out-year CLINs) in the solicitation require pricing for radio installation kits and ancillary items. Please clarify how the Contractor is to price this CLIN.

| 78 | Delivery Order 002 requires 554 SRW Applique Radio Systems and 712 installation kits. The Basic ID/IQ contract does not include a separate CLIN for installation kits. Against what CLIN should we price the additional 158 installation kits that are above and beyond the 554 radio systems? | See amendment 0006 RFP and Attachment 0001 SRW Pricing Spreadsheet for tabs to support the proposal and pricing. CLINs XX31 and XX32 have been changed/added to support pricing of HMMWV and MRAP Installation Kits. Installation kits shall not be priced as part of the SRW Radio System in accordance with basic PWS paragraph 5. |
