About this file

This is a vendor guide document for submitting EdgeMarket procurement bids through the BidnetDirect platform, operating under New Jersey state procurement regulations. The guide outlines requirements for electronic bid submissions, emphasizing that vendors must upload all required documents individually via BidnetDirect, with some bids also utilizing DivisionDirector for additional functionality. Key timing requirements include allowing at least 24 hours before the submission deadline to begin uploads, as uploads within the final hour may fail due to system traffic or file size issues, and incomplete submissions will not be considered regardless of whether primary bid files are received. Required documents typically include executive summaries, technical proposals, signed affidavits and certifications, pricing schedules, vendor references, exhibits (typically A through O), ownership disclosure forms, business registration certificates, acknowledgement of addenda, summary information forms, and vendor financials.

The guide establishes strict compliance requirements under New Jersey procurement regulations, stating that late submissions are not accepted under any circumstances, including technical difficulties or connectivity issues on the vendor's end. File format requirements include PDF (preferred for formal documents), Word, Excel, and image files when specifically requested, with each document requiring individual upload rather than combined files. Support resources are available through BidnetDirect Vendor Support at support@bidnetdirect.com or 800-835-4603 option 2, while bid-specific questions must be submitted through the BidnetDirect question function. The platform operates 24/7 for submissions, though support services are only available during standard business hours, and EdgeMarket recommends first-time users begin uploads during business hours when technical support is readily available.

Vendor Guide for Submitting EdgeMarket Procurements on the BidnetDirect Platform

Overview

This guide outlines the steps required for vendors to successfully submit bids on the BidnetDirect platform for EdgeMarket opportunities, in accordance with New Jersey procurement rules.

Timely and complete submissions are essential to ensure compliance and consideration.

General Requirements

• Platform: All bid responses must be submitted electronically via BidnetDirect. Some bids additionally utilize DivisionDirector. Each bid will have specific instructions if

DecisionDirector is used; however, the official bid upload will always be on the

BidnetDirect platform.

• Procurement Authority: EdgeMarket operates under New Jersey state procurement regulations, which require multiple distinct supporting documents.

Submission Timing Guidance

BidnetDirect does not guarantee upload speed. Vendors are responsible for ensuring all documents are fully uploaded before the submission deadline.

• Allow at least 24 hours before the deadline to begin your upload process.

• Uploads made within the final hour may fail due to system traffic or file size issues.

• Incomplete submissions will not be considered, even if the primary bid file is received.

• Murphy’s Law is the classic adage that states: “Anything that can go wrong, will go wrong.” It’s a tongue-in-cheek reminder to expect the unexpected—and plan accordingly.

Required Documents

EdgeMarket bids typically require many mandatory documents (check each bid’s specific solicitation for exact requirements). Some typical documents are listed below:

• Executive Summary

• Technical Proposal

• Signed Affidavits & Certifications

• Pricing Schedules

• Pricing Description

• Vendor References

• Exhibits (Typically A through O)

• Ownership Disclosure Forms

• Business Registration Certificates https://www.bidnetdirect.com/edgemarket v20250731

• Acknowledgement of Addenda

• Summary Information Form

• Vendor Financials

Pro Tip: EdgeMarket provides a Bid Checklist based on the solicitation’s document list. Use this list to ensure you have uploaded all files. Confirm each file is named clearly and follows any required naming conventions.

Technical Upload Instructions

1. Log in to your BidnetDirect vendor account.

2. Navigate to the EdgeMarket solicitation.

3. Click “Place Bid” and begin uploading required documents.

4. Each document must be attached individually unless specified otherwise.

5. Confirm that each file appears under the "Submitted Documents" section.

6. Continue to “Submit Bid”, then confirm submission to verify completeness.

Last-Minute Risks

• Document size limits may vary—compress large PDFs if needed.

• Internet connectivity issues may delay uploads—avoid peak traffic hours.

• Leaving uploads to the last hour may result in automatic disqualification due to time running out.

Support & Questions

If technical issues arise while using BidnetDirect, reach out to:

• BidnetDirect Vendor Support: support@bidnetdirect.com or 800-835-4603 option 2.

• EdgeMarket Procurement Office: Refer to the contact listed in each solicitation detail.

• Bid-Specific Questions: These are submitted using the BidnetDirect question function.

Frequently Asked Questions (FAQ)

Can I submit my bid after the deadline if I had upload issues?

No. Late submissions are not accepted under New Jersey procurement regulations. BidnetDirect does not allow post-deadline uploads, regardless of the cause. Plan to upload at least 24 hours in advance and leave sufficient time for due diligence.

Can I upload all my documents in one file?

Not usually. EdgeMarket solicitations typically require distinct individual files for each document type. Refer to the bid instructions for specific formatting and file separation requirements.

https://www.bidnetdirect.com/edgemarket mailto:support@bidnetdirect.com v20250731

Can I revise or re-upload documents after submission?

Yes—before the bid deadline, you may edit or replace your submission. After the deadline, your bid is locked, and no changes can be made.

What file formats are accepted?

BidnetDirect accepts the most common file types:

• PDF (.pdf) – preferred for formal documents

• Word (.doc, .docx)

• Excel (.xls, .xlsx)

• Image files (.jpg, .png) – only when requested

Check each solicitation for format preferences.

My internet crashed—can I get an extension?

Unfortunately, technical or connectivity issues on your end do not qualify for deadline extensions. EdgeMarket is bound by state procurement regulations and cannot make exceptions.

How do I confirm my submission was successful?

After submitting:

• You’ll receive a confirmation number and a PDF file to print from BidnetDirect.

• You can view your submitted response under the “Bid Management” section in your dashboard.

Will I be notified if my bid is incomplete?

No. Vendors are responsible for ensuring submissions are complete. Incomplete bids are automatically disqualified—double-check required documentation and use the preview feature before finalizing.

Can I submit a bid outside of business hours?

Yes. BidnetDirect is available 24/7, but support services are typically only available during standard business hours. Upload early to avoid after-hours technical issues. If this is your first use of the BidnetDirect platform, EdgeMarket suggests that you start your first file uploads during business hours when BidnetDirect Vendor Support is available.
