SECTION 01 00 00
GENERAL REQUIREMENTS
1.1 SAFETY REQUIREMENTS
Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing selected components, and furnish labor and materials and perform work for renovation and remodel of Building B1 as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the
CO/PM.
C. Offices of Stantec/AECOM, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
D. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, BASE BID GENERAL CONSTRUCTION: Work includes general construction, interior demolition, interior alterations, structural modifications, and installation of healthcare equipment as scheduled
Exterior construction includes construction of precast concrete entry canopy structure and roofing, asphalt and concrete roads and walks, grading, drainage, underground MEP services, retaining walls, landscaping and certain other items. Also included in the work is creation of a coordinated, clash-free 3D construction model as specified in Section 23 05 13 COORDINATION DRAWINGS and assembled in accordance with the VA BIM Standard and document PG 18-15.

ITEM II, BASE BID ELECTRICAL WORK: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project.
ITEM III, BASE BID MECHANICAL WORK: Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project.
B. BID OPTION NO. 1 – GENERATOR - ADD: Replace the existing emergency electrical generator located on the First Floor of Building B1 with a new emergency generator as specified in Section 26 32 13 ENGINE
GENERATORS. Work includes removal and disposal of existing generator, reconstruction of concrete pad as needed for new generator footprint and anchorage, and providing all ancillary parts and pieces as required for an operable emergency generating system. Generator is located within existing room B115 and will include lead abatement as specified in Section 02 83 33.13 LEAD-BASED PAINT REMOVAL AND DISPOSAL.
C. BID OPTION NO. 2 – FIRE PUMP - ADD: Replace the existing fire pump located in US VA Bay Pines Building 1 with a new electric driven fire pump system as specified in Section 21 30 13 ELECTRIC-DRIVEN, FIRE
PUMPS and related Section 21 12 00 FIRE-SUPRESSION STANDPIPES. Work includes removal and disposal of existing fire pump, reconstruction of concrete pad as needed for new fire pump footprint and anchorage, and providing all ancillary parts and pieces as required for an operable emergency fire pump system. Fire pump is located within existing room

D. BID OPTION NO. 3 – INTERIOR FINISH COMPONENTS - ADD: Add new built-in bookshelves (Section 10 56 13 WOOD-CLAD METAL LIBRARY SHELVING), electric fireplace (Section 10 31 00 MANUFACTURED FIREPLACES), and multi-level ceiling with faux wood beams (Section 09 51 00 ACOUSTICAL

INTEGRITY OF UNIT PRICES (Oct 1995)
(a) Any proposal submitted for the negotiation of prices for items of supplies shall distribute costs within contracts on a basis that ensures that unit prices are in proportion to the items’ base costs
(e.g., manufacturing or acquisition costs). Any method of distributing costs to line items that distorts unit prices shall not be used. For example, distributing costs equally among line items is not acceptable except when there is little of no variation in base cost. Nothing in this paragraph requires submission of cost or pricing data not otherwise required by law or regulation.
(b) The requirement in paragraph (a) of this clause does not apply to any contract or subcontract item of supply for which the unit price is, or is based on, and established catalog or market price for a commercial item sold in substantial quantities to the general public or to an item qualifying for a commercial items exception to cost or pricing data. A price is based on an established catalog or market price only if the item being purchased is sufficiently similar to the catalog or market priced commercial item to ensure that any difference in prices can be identified and justified without resort to cost analysis.
H. UNIT PRICE NO. 1 – DRYWALL & CARPET REMOVAL – ADD/DEDUCT: Provide a unit price per linear feet of drywall and carpet removal in addition to or reduction to the Base Bid quantity indicated in the Drawings and as specified in Section 02 87 13 Mold Remediation.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.
2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises is allowed without written permission of the Contracting Officer.
4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.
C. Key Control:
1. The General Contractor shall provide duplicate keys and lock combinations to the Contracting officers representative (COR) or
Senior Resident Engineer for the purpose of security inspections of

01 00 00 -5 every area of project including toolboxes and parked machines and take any emergency action.
2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See Section 08 71
00, DOOR HARDWARE and coordinate.
D. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of
“sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.
Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting
Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document
Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the
EDMS system.

b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
E. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. Parking for the General Contractor and its subcontractors and employees will only be permitted within the fenced staging areas or in Open Parking Lot 22.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the
Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the
Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the
Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting
Officer, the buildings and utilities may be abandoned and need not be removed.
C. The Contractor shall, under regulations prescribed by the Contracting
Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting
Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The

Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Working space and space available for storing materials shall be as shown on the drawings or, if not shown, as determined by the Senior
Resident Engineer.
E. Workers are subject to rules of the Medical Center applicable to their conduct.
F. Execute work so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by Senior Resident Engineer where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of
Veterans Affairs in quantities sufficient for not more than two workdays. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.
G. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Senior Resident Engineer. All such actions shall be coordinated with the COR or Utility Company involved:

1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
H. Phasing:
Building 1, five (5) stories high with an attic, was constructed in
1933 as the main hospital on the Veterans Administration Bay Pines
Medical Campus. A stucco exterior finish is applied over 12” thick masonry walls supported on a concrete frame structure. The existing concrete structure is composed of columns and a beam with one-way joist floor system. An existing wood framed roof and attic occupy the space above the concrete framed typical floors below. The crawl space has a concrete structure. Both attic and crawl space contain building HVAC, Plumbing, Electrical, Voice/ Data and Fire Protection systems that are general in nature to the overall building systems.
In 1983 the current main hospital, Building 100, was built as a replacement hospital for Building 1 which was converted in a total rehabilitation of both exterior and interior into a Psychiatric
Hospital. All finish materials were removed exposing the masonry walls and concrete frame. During this rehabilitation a food service function was installed on the 1st floor which today operates as the Canteen for the entire Medical Campus. With the construction of the currently proposed Mental Health Addition as an addition to Building 100, the interior partitions and supporting MEP utilities will once again be totally renovated to create a Business Occupancy, Primary Care
Outpatient facility from the current Institutional, Hospital occupancy.
Existing interior partitions finishes, and ceilings will again be removed exposing the masonry walls and the exposed concrete structure.
During this total interior rehabilitation effort, however, portions of the building will remain open with medical campus functions operating during the construction. It is not envisioned that any clinical function will remain in Building 1. All those existing clinical functions relocated to the new Mental Health Addition. The critical occupancy that will require continued use is the food service function

01 00 00 -9 of the canteen. The use of interior space will result in various undetermined Medical Campus functions using floor space during construction on other floors of Building 1. This will result in a phased construction schedule and duplication of new and existing utility infrastructure to maintain current, remaining occupancies and newly installed occupancies.
The mixture of construction activities and existing/ new occupancy of the building is a critical issue of any phased construction.
Authorities having jurisdiction require separate occupancy inspections to ensure that life safety requirements are met in any phased construction project. Means of egress, environmental considerations regarding noise and dust, and contamination of the quality of air environment during any hazardous material removal are concerns during construction and final occupancy simultaneous use of the building. With the complications of a phased construction schedule of the building is the further heightening of these dangers by adding an Assembly Use, Restaurant/ Kitchen activity combination to the occupancy considerations. Means of egress concerns are heightened and the freedom from airborne dust during construction, especially involving possible hazardous materials becomes an especially important criterion. It becomes an essential element to the cost of general conditions to any
Construction Contract.
The cost of the phased construction needs to address the duplication of
MEP systems and the commissioning of the operating system. Not only are the systems redundant between new and existing but the commissioning effort portion of the work to ensure those systems are operating per designed criteria is also a redundant effort not only for the various phases but also for the total, final building operating system.
The proposed construction phases of Building 1 are the following:
Phase 1
It is proposed to start interior alterations, Phase 1, on the second
(2nd), third (3rd), fourth (4th) and fifth (5th) floors of Building 1 while also completing general building scope of work to the utility infrastructure on the first (1st) floor, attic, and crawl space. To

01 00 00 -10 maintain existing use of the building on the first (1st) floor there needs to be juxtaposed next to each other redundant systems of existing and new. During the construction phase on the 2nd,3rd, 4th, and 5th floors while the 1st floor is occupied will require a separation between public access and construction access.
The proposed phasing and continued use of the building during construction will involve periodic shutdowns and disruption in utility service which can be scheduled during off hours, but this comes with an additional price.
Phase 2
Exterior work to provide a new accessible covered entry, drive improvements, parking lots, and landscaping, and work covered in the
Civil Engineering drawings for exterior improvements.
Phasing this large-scale renovation project further will not be required since the design intent is for the Construction Manager to have access to floor 2 through 5 at the same time, and the construction will be handled in one phase. Based on analysis of the existing systems and proposed new floor plan layouts, the following additional work is required beyond the construction effort involved if this building were completely shut-down during interior alterations.
HVAC
Chilled Water Lines
Sections of the main chilled water distribution in the crawl space, 1st floor and two main piping risers will have to be replaced.
In order to keep the 1st floor of Building 1 and Buildings 22 and 23 operational, piping work will be needed as shown on the “pre-demolition” plans. Temporary cooling to the four air handlers on the 1st floor would be required (approx. 104 tons), along with cooling for
Building 22 and 23 (approx. 270 tons). The intent is to continue to utilize chilled water from the central chilled water plant. This can be accomplished by installing new main piping and hot-tapping into the existing 12ӯ either with a new 10ӯ service to replace the 8ӯ or with an additional 6ӯ or 8ӯ to supplement the existing 8ӯ piping. The

01 00 00 -11 existing chilled water pumps will be used to serve the floors and buildings still operating during Phase I of the renovation. A temporary air-cooled chiller with its own pumping system should be considered during any temporary shut down and high-risk procedure (i.e.
hot-tapping) to ensure minimal or no downtime of the existing cooling system.
Once the new piping risers are in place and energized, the existing four air handlers on the 1st floor (i.e. 104 tons) and the cooling systems in Building 22 and 23 (i.e. 270 tons) will be switched over.
Outside Air Intake
One of the air handlers on the 1st floor has its outside air (OA) provided through the two main an existing OA duct riser. Temporary duct connecting temporary supply fans in the attic to the existing risers will be required. Note that the existing supply air fans are in conflict with the proposed location of the new mechanical equipment in the attic, requiring either the fans, or the usage of rental fans.
Once the new OA riser is installed, the temporary duct connection can be disconnected and the floor space used on floors 2, 3, 4 and 5 can be recaptured.
Exhaust Air
The exhaust air (EA) is handled in a similar manner, although there are four risers in addition to the two main risers in the chases adjacent to the stacked mechanical rooms. These additional four risers serve the 1st and 2nd floor and will have to be maintained operational throughout the renovation. Temporary fans may be required during the renovation, if the existing ones cannot be slowed down to exhaust the reduced flow rate of just the 1st floor.
Hot Water Heating Pumps/ Steam Converter
The existing steam-to-hot water converter produces heating hot water for both Building 1 and Building 22. Before any demolition is done, a temporary steam-to-hot-water converter shall be installed and energized, as shown on the “pre-demolition” plans.

A pre-design test of all air handlers, exhaust fans, outside air fans, pumps in Building 1, as well as chilled water and heating hot water flows to buildings 22 and 23 is needed and should be included in this project’s estimated cost. This work shall be sub-contracted with a NEBB or AABC certified agency.
Electrical Distribution
Electrical Power Supply
To proceed with the proposed sequence of construction, it is proposed to furnish temporary power distribution via a (approximately 750 kva) pad mounted transformer and associated weatherproof distribution equipment located outside at the East side of Building 1 adjacent to existing manhole 216 during the replacement of the existing unit substation. This temporary transformer and distribution equipment shall have the capacity for furnishing power to the first, second, third floor, connecting corridors and attic equipment. All temporary feeder conductors shall be protected from damage and may be run exposed to the appropriate panel boards or distribution equipment in the 1st floor. The temporary transformer and associated distribution equipment shall be temporarily served by one of the existing campus looped 12.47kV normal power feeder via new splice tap at existing manhole 216.
After the new permanent unit substation has been installed, tested and commissioned, the temporary transformer and associated weatherproof distribution equipment shall be disconnected and removed. The new electrical distribution equipment shall be connected directly to the permanent distribution equipment.
Emergency Generator
Also, at this time, the existing standby generator will be replaced under Bid Option No. 1. A temporary (approximately 800kw) standby generator shall be furnish and install outside the building with sufficient fuel capacity for 96 hours at full load condition. The temporary generator shall serve all Equipment Branch and Life Safety loads for the 1st floor and common areas, emergency load for Building 22 and Building 23, that is presently served from Building 1 emergency generator. This generator can be located outside adjacent to the

01 00 00 -13 loading dock; thereby allowing the running of the generator feeder cables into the essential electrical room for connection to existing panels EGDP (Building 1) and EMDP (Building 22).
Once the permanent standby generator is installed, tested and commissioned, the temporary generator may be disconnected and removed.
Additional Work Considerations
In addition to the extra work described above, the following existing systems and/or utilities during Building No1 renovation will be impacted and further temporary work and equipment may be required.
1- The existing fire pump will be replaced. (Life Safety Issue).
2- The existing fire alarm system will be replaced. (Life Safety Issue).
3- Existing security and telephone systems will be replaced.
Additional Concerns
1- Hazards associated with a designated construction zone located above and around the first floor Canteen. This includes access (exterior pathways) to the Canteen, dust infiltration, noise from construction activities, possible exposure to hazardous materials removed during construction, and associated insurance implications; for both contractor and VA. Additionally, there is the possibility that due to second floor construction, access to the first floor may be necessary for under second floor work. (First floor plenum space).
2- The possible disruption or increased complications in food and supplies delivery due to construction activities in removal of existing electrical substation, generator set, underground generator fuel tank and underground transformer oil containment tank; installation of new underground generator fuel tank, installation of new generator and electrical unit substation and the possible re-routing of new underground high voltage (12,470 volts) feeders.
3- The hazards and operational adjustments required of furnishing temporary utilities or systems required for the proper operation of the
Canteen; i.e. electric power, emergency electric power (temporary standby generator), fire pump and associated fire protection piping

01 00 00 -14 system, fire alarm system, chilled water and associated equipment
(pumps), steam, domestic water, LP gas, ventilation equipment, security and telephone systems.
Plumbing
As part of Phase 1, the Domestic Water Booster Pump System located on the First Floor of Area B will be replaced. The Domestic Water Heating
System will be re-piped. Interruption of the Domestic Water Service will be required to make the tie-ins of the new systems. Roof drainage and rainwater leaders will be rerouted on various floors during the renovation processes. The sanitary waste and vent systems for Floors 3, 4, and 5 will be collected in the ceiling space of the Floor 2, tied together and drop through Floors 1 and 2 adjacent to column structures or in chases down to the crawl space. The sanitary waste and vent systems will be redistributed for the renovation of Floors 2 – 5 requiring ceiling access in Floors 1 – 4 for collection of the sanitary waste piping from the new plumbing fixtures on the floors above.
The Floor 1 domestic water systems are fed up from the crawl space below with limited domestic water piping above Floor 1 ceiling. A 4” cold water, 2 1/2” hot water, and 1 1/4” hot water return piping rises in a chase just west the main elevator banks up from the crawl space to
Floor 2. The domestic water systems are then distributed above the ceiling down to Floor 2 fixtures up to risers serving Patient Floors 3, 4, 5.
Domestic Water
Under Phase 1, Floor 1 would remain in operation while renovating
Floors 2 through 5. The domestic water systems in the ceiling space of
Floor 2 would remain in operation including the risers up through Floor
3. New main cold, hot, and hot water return risers will need to continue up through Floors 2 and 3 to serve the renovation of Floors 4 and 5. The renovation of Floors 2 and 3 would require the demolition of the main domestic water distribution system on Floor 2 and the relocated risers to Floor 3. Floor 1 interruption would be incidental to the renovation of the domestic water system.
Sanitary Waste

A new Medical Air Compressor and new Medical Vacuum Pump Systems will be provided in the First Floor Area B Mechanical Room. New oxygen, medical air and medical vacuum risers will pass through Floors 1 – 5 and will cause interruptions incidental to Phase I of the project.
Oxygen, medical air and medical vacuum services will be distributed on each floor to the New Procedure Rooms.
I. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indicated on the drawings.
Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm
(one inch) above grade. Remove the fence when directed by Senior
Resident Engineer.
J. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from
Contractor's employee or watchman.
K. Utilities Services: Maintain existing utility services for Medical
Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services.
Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Senior Resident Engineer.

1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of Senior Resident Engineer and
Chief of Facilities Management. Electrical work shall be accomplished with all affected circuits or equipment de-energized.
When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s prior knowledge and written approval. Refer to specification Sections 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR
COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK RESULTS FOR
ELECTRONIC SAFETY AND SECURITY for additional requirements.
2. Contractor shall submit a request to interrupt any such services to
Senior Resident Engineer, in writing, a minimum of 21 days ahead of proposed VAMC utility interruption meetings which occur every Monday at 2pm. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours. Interruption times outside of contractor's normal working hours will not be cause for additional costs or constitute a change to the contract.
4. Major interruptions of any system must be requested, in writing, at least 30 calendar days prior to the desired time and shall be performed as directed by the Senior Resident Engineer.
5. In case of a contract construction emergency, service will be interrupted on approval of Senior Resident Engineer. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, B1 PACT Primary Care Renovations
01 00 00 -17 payment of such fee shall be the responsibility of the Government and not the Contractor.
L. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
M. To minimize interference of construction activities with flow of
Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times unless detours are provided. Anytime traffic is reduced to one lane, the Contractor must provide flagging crews.
2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the Senior
Resident Engineer.
N. Coordinate the work for this contract with other construction operations as directed by Senior Resident Engineer. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.
1.7 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the Senior Resident Engineer of areas of buildings in which alterations occur and areas which are anticipated routes of access, and furnish a report, signed by both, to the Contracting
Officer. This report shall list by rooms and spaces:

1. Existing condition and types of doors, windows, walls and other surfaces not required to be altered throughout affected areas of building.
2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and existing conditions at site.
4. Shall designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by Contractor and Senior Resident
Engineer.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of
Senior Resident Engineer, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by
Contractor with new items in accordance with specifications which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING SITE
CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR 52.243-4 and VAAR
852.243-70).
C. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and Senior Resident Engineer together shall make a thorough re-survey of the areas of buildings involved. They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:
1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of
Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D. Protection: Provide the following protective measures:

1. Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled, and equipment moved and/or relocated.
3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the Government are identified by attached tags or noted on drawings or in specifications as items to be stored. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by Senior
Resident Engineer.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.
4. PCB Transformers and Capacitors: The Contractor shall be responsible for disposal of the Polychlorinated Biphenyl (PCB) transformers and capacitors. The transformers and capacitors shall be taken out of service and handled in accordance with the procedures of the
Environmental Protection Agency (EPA) and the Department of

Transportation (DOT) as outlined in Code of Federal Regulation
(CFR), Titled 40 and 49 respectively. The EPA's Toxic Substance
Control Act (TSCA) Compliance Program Policy Nos. 6-PCB-6 and 6-PCB-
7 also apply. Upon removal of PCB transformers and capacitors for disposal, the "originator" copy of the Uniform Hazardous Waste
Manifest (EPA Form 8700-22), along with the Uniform Hazardous Waste
Manifest Continuation Sheet (EPA Form 8700-22A) shall be returned to the Contracting Officer who will annotate the contract file and transmit the Manifest to the Medical Center's Chief.

1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND
IMPROVEMENTS
A. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workers, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.
B. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the
Contractor fails or refuses to repair the damage promptly, the
Contracting Officer may have the necessary work performed and charge the cost to the Contractor.

C. Refer to Section 01 57 19, TEMPORARY ENVIRONMENTAL CONTROLS, for additional requirements on protecting vegetation, soils and the environment. Refer to Articles, "Alterations", "Restoration", and
"Operations and Storage Areas" for additional instructions concerning repair of damage to structures and site improvements.
D. Refer to FAR clause 52.236-7, "Permits and Responsibilities," which is included in General Conditions. A National Pollutant Discharge
Elimination System (NPDES) permit is required for this project. The
Contractor is considered an "operator" under the permit and has extensive responsibility for compliance with permit requirements. VA will make the permit application available at the (appropriate medical center) office. The apparent low bidder, contractor and affected

01 00 00 -22 subcontractors shall furnish all information and certifications that are required to comply with the permit process and permit requirements.
Many of the permit requirements will be satisfied by completing construction as shown and specified. Some requirements involve the
Contractor's method of operations and operations planning and the
Contractor is responsible for employing best management practices. The affected activities often include, but are not limited to the following:
- Designating areas for equipment maintenance and repair;
- Providing waste receptacles at convenient locations and provide regular collection of wastes;
- Locating equipment wash down areas on site, and provide appropriate control of wash-waters;
- Providing protected storage areas for chemicals, paints, solvents, fertilizers, and other potentially toxic materials; and
- Providing adequately maintained sanitary facilities.
1.10 RESTORATION
A. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the
Senior Engineer. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the Senior
Resident Engineer before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
B. Upon completion of contract, deliver work complete and undamaged.
Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.

C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workers to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment.
D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES"
(FAR 52.243-4 and VAAR 852.243-70) and "DIFFERING SITE CONDITIONS" (FAR
52.236-2).
1.11 PHYSICAL DATA
A. Data and information furnished or referred to below is for the
Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
1. The indications of physical conditions on the drawings and in the specifications are the result of site investigations by Nodarse &
Associates, Final Geotechnical Exploration and Evaluation – Proposed
Inpatient and Outpatient Improvements dated March 23, 2010.

B. Subsurface conditions have been developed by core borings and test pits. Logs of subsurface exploration are shown diagrammatically on drawings.
C. A copy of the soil report will be made available for inspection by bidders upon request to the Engineering Officer at the VA Medical
Center and shall be considered part of the contract documents.
D. Government does not guarantee that other materials will not be encountered, nor that proportions, conditions or character of several materials will not vary from those indicated by explorations.
