2. WORK STATEMENT

The historically significant Building 1 at the C. W. Bill Young VA Medical Center was constructed in 1933 as the main hospital on the Bay Pines Veterans Administration Medical Campus. It is five (5) stories high with an attic and lower crawl space, with a stucco exterior finish applied over masonry walls supported on a concrete frame structure. In 1983, Building 1 received a total rehabilitation of both exterior and interior into a Psychiatric Hospital. All the exterior windows were replaced with new aluminum windows that will remain in place. All interior finish materials were removed exposing the masonry walls and concrete frame, and a food service function was installed on the 1st floor which today operates as the Canteen for the entire Medical Campus. With the construction of the recently completed Mental Health Addition, the interior partitions and supporting MEP systems will once again be renovated to create a Business Occupancy, Primary Care Outpatient facility from the current Institutional, Hospital occupancy. Design of the 94,000 SF (approx.) renovation follows the VA Patient Aligned Care Team (PACT) Space Module Design Guide (PG 18-12, Chapter 264, 01-01-2015). Existing interior partitions, finishes, and ceilings will again be removed on the second floor and above exposing the masonry walls and the concrete structure.

During this interior rehabilitation effort, the critical food service function of the canteen will require continued use on the first floor. Means of egress, environmental considerations regarding noise and dust, and contamination of the quality of air environment during any hazardous material removal are considerations to be met during construction and final occupancy with simultaneous use of the building. Utility equipment and entrances feeding the Building 1, and surrounding buildings, will be replaced.

The selected Contractor will have access to floor 2 through 5 (including attic and crawl space) at the same time and the construction will be phased as described in the MEP drawings. Exterior work will include a new accessible covered entry, drive improvements, parking lots, and landscaping, and work covered in the Civil Engineering drawings. Contract Line Items (CLINS) to replace an emergency generator, fire pump and upgrade various interior finish components are included.

The contractor shall furnish all labor, materials, equipment and supervision necessary to construct the Building 1 renovation indicated on the plans and specifications of the solicitation.

An Offeror that relies upon the performance history of a member or members of a proposed contractor team arrangement will be expected to maintain that arrangement during performance of any contract awarded to that Offeror under this RFP. As a part of their proposal, the Offeror must provide a contractor team agreement signed by all parties, identifying the legal name(s) of all entities and describing the nature of each entity’s relationship (teaming/partnering, joint venture, mentor/protégé, etc.) and their role on this project. This documentation shall be provided in Binder 1 Tab A of the Offeror's proposal.

TAB B: FACTOR 1 Experience in Relevant Projects Offeror must demonstrate relevant experience with at least three (3) project experience summaries that provide recent and relevant experience as it relates to the size, scope and magnitude of this requirement. The Offeror may submit other types of projects but must specifically explain the relevancy of those projects to the project that is being solicited in this RFP. If the Offeror’s submission exceeds the maximum project limitation of three projects, any excess projects(s) will not be evaluated.

The information that is required to be supplied is identified on the form provided below entitled “CONTRACTOR’S RELEVANT EXPERIENCE” (attachment A). Offerors are not required to use the form itself as part of their proposal, but the information requested on the form must be in the Offeror’s proposal and should be in the same format as the form.

TAB C: FACTOR 2 Project Management Plan Sub-factor 2.1 - Construction Approach The Offeror shall submit a construction approach with a narrative which clearly conveys the Offeror understands the requirements of the RFP. The construction approach shall provide the following:

a. The proposal shall include a comprehensive narrative describing the construction activities as it relates to the construction work elements. The narrative shall clearly convey the Offeror’s understanding of the requirement and shall describe the work consistent with the schedule proposed. The narrative shall address any construction techniques such as sequencing, dependencies, and phasing.

b. The proposal shall provide a proposed progress schedule. The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. Milestones should include such items as material submissions, submittal acceptance, partial and final inspections, punch list completion, testing, etc. All schedule items will show a start date and a completion date, and the critical path shall be clearly identified on the schedule.

c. The detailed schedule will indicate specific tasks with dates for each step of the process including: Mobilization; Demolition; Phasing; Provisions for overtime or shift work; Timing of relocation of existing utilities; Commissioning; Tests and final inspection. Task durations shall be expressed in calendar days.

d. The Offeror shall specify the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.

Sub-factor 2.2 - Management Approach

a. Project Personnel Experience (Specialized experience and technical competence). The Offeror shall demonstrate the relevant experience of key project personnel by supplying biographical data to include years with company and position that the individual will hold in regard to this project team:

1) Project Executive

2) Project Manager

3) Superintendent

4) Safety Manager

5) Contractor Quality Control Manager

b. Organizational Chart with Narrative - Include team members submitted under Project Personnel Experience above as well as others as appropriate. Clearly describe the prime responsible firm (or firms if a J/V) and individuals as well as the roles and responsibilities of individuals proposed as consultants and subcontractors. Provide a list of all proposed major subcontractors, including telephone number, address, and name of contact. All individuals identified in the organizational chart will be considered integral parts of the Contractor’s project team and any substitution to this team will require approval by the Contracting Officer and will only be considered if there are extenuating circumstances beyond the firm’s control for which they could not have reasonably expected to have had prior knowledge.

c. Quality Assurance/Quality Control Plan – Include project delivery philosophy, partnering, communication, commitment, conflict resolution. Plan may also elaborate on Safety, Environmental, ICRA, ILSM, Commissioning, & LEED Program.

Sub-factor 2.3 - Prime Contractor Self Performance and Subcontracting

TAB D: FACTOR 3 Past Performances on Relevant Projects The Offeror shall provide formal performance evaluations from the client on the projects submitted in response to Factor 1. In addition to formal evaluations or if a formal evaluation is unavailable, the Offeror shall obtain the information using the PAST PERFORMANCE QUESTIONNAIRE (PPQ) form (attachment B) included below.

The Past Performance Questionnaire included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 3, Past Performance of Relevant Projects. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment B), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, John Ezell via email at John.Ezell@va.gov prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Also include performance recognition documents received within the last seven years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

The price proposal shall encompass all costs associated with the requirements of the solicitation. The total proposed price for the Base Bid and Alternates shall be rounded to the nearest dollar.

Price will not be rated or scored but will be evaluated for fairness and reasonableness through the use of price analysis. In accordance with FAR 15.404-1(b)(2) the government may use various price analysis techniques and procedures to ensure a fair and reasonable price. It shall be noted that an unrealistically low, or high proposed price may be grounds for rejecting an offeror’s proposal on the basis that the offeror does not understand the requirement or has submitted an unrealistic proposal.

4. SUBMISSION REQUIREMENTS

For purposes of this RFP, an “Offeror” may include a group of two or more entities that have formed a “contractor team arrangement,” as that term is defined in the Federal Acquisition Regulation, Section 9.601. In the case of entities that have formed a contractor team arrangement, the experience and performance history of any member of the team, whether or not gained while working with the other member(s) of the currently-proposed contractor team arrangement, will be considered as a part of the evaluation of the Offeror’s proposal. In the case of contractor team arrangements involving a prime contractor and subcontractor(s), where the prime contractor submits the proposal in response to this RFP, the prime contractor must have completed at least 50% of the total number of projects submitted for Factor 1 for consideration in response to the past performance requirements of this RFP.

All proposals submitted shall follow guidance provided in this RFP and award will be made as described in the “Basis for Award Section”.

5. EVALUATION RATINGS

5.1 Proposal Ratings: Factors 1, 2, 3 will be adjectivally rated. Offerors submitting proposals for this project should limit submissions to data essential for the evaluation of proposals.

FACTOR 1 Experience in Relevant Projects FACTOR 2 Project Management Plan Sub-factor 2.1 – Construction Approach Sub-factor 2.2 – Management Approach Sub-factor 2.3 Prime Contractor Self Performance & Subcontracting

FACTOR 3 Past Performance on Relevant Projects

FACTOR 4 Price

6. EVALUATION CRITERIA

6.1 General proposals will be evaluated, and award will be made utilizing a Trade-Off approach. Factors 1 – 3 are of equal importance. All non-priced evaluation factors (Factors 1-3), when combined, are equal to price. Factor 2 sub-factors are of equal importance. The importance of price will increase if offerors are essentially equal in terms of technical capability, or if a price is so significantly high as to diminish the value of technical superiority to the Government. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors.

6.2 Evaluations described in this section are for non-price factors, factors 1 – 3:

The Government will evaluate the factors and sub-factors described below:

Factor 1: Experience in Relevant Project The Government will evaluate the extent of recent and relevant project experience as it relates to the size, scope, and magnitude of this requirement. The Offeror must demonstrate relevant experience with at least three (3) project experience summaries that provide recent and relevant experience as it relates to the size, scope and magnitude of this requirement. At least one of the projects must be related to building renovation. For the purpose of this solicitation, recent will be defined as either a project completed within the last (10) ten years or a project which is underway with construction at least 50% complete. Relevant will be defined as a project that is similar in size, scope and magnitude of this requirement. The Government may place higher value on recent and relevant projects in which the Offeror performed as a prime contractor than as a subcontractor. The Offeror will be rated on an adjectival basis, for the overall rating for this factor, more weight may be given for the following:

a. Experience in building renovation

b. Experience in projects with the Federal Government and/or U.S. Veterans Affairs

c. Experience demonstrating that the project teams have executed similar complexity or work and have previously worked together on successful projects.

d. Projects performed as a prime contractor than as a subcontractor.

The Offeror may submit other types of projects but must specifically explain the relevancy of those projects to the project that is being solicited in this RFP. If the Offeror’s submission exceeds the maximum project limitation of three projects, any excess projects(s) will not be evaluated.

Factor 2: Project Management Plan The Offeror will be rated on an adjectival basis. To achieve an “acceptable” the Offeror shall demonstrate a sound approach capable of meeting all requirements and objectives.

The SSEB will evaluate the following subfactors:

Sub-factor 2.1 Construction Approach

· Consider how well the proposal addresses construction activities and work elements consistent with the proposed schedule while keeping the building entrance accessible during renovation of the higher floors and the first floor open and operational including canteen services throughout the project.

· Evaluate approaches that support construction solutions to improve feasibility and/or overcome challenges and risks.

· Evaluate approaches that demonstrate flexibility to address differing site conditions with minimal impact to cost and schedule.

Sub-factor 2.2 Management Approach

· Evaluate the qualifications, knowledge, and experience of proposed key personnel (Project Executive, Project Manager, Safety Manager, Superintendent, and Contractor Quality Control Manager).

After award the key personnel qualifications identified in the winning proposal, establish the minimum quality standards and will not be substituted without adequate reason and CO approval.

· Evaluate the Offeror’s Organizational Chart and proposed major subcontractors to access the structure and capabilities for successful delivery and proper coordination.

· Evaluate the capabilities of major subcontractors, and working relationships established between the Offeror and proposed subcontractors.

· Evaluate the Project Management Approach, Quality Assurance/Quality Control Approach, and Safety Approach that provides processes and planning to increase quality and safety of delivery.

Sub-factor 2.3 Prime Contractor Self Performance & Subcontracting The Government will evaluate the Offeror’s capability to self-perform at least 15% (this 15% can include combined performance efforts of prime and small business sub consultants) under resultant contract.

Factor 3: Past Performance on Relevant Projects Past performance will be evaluated for relevancy and performance using the following criteria:

· Technical (Quality of product or service)

· Cost Control

· Schedule/Timeliness

· Management/Business Relations

· And other as defined in FAR 42.1503 (b)(2)(vi) Past Performance will be assessed based on the Prime Offeror’s and Teaming Partners’ past performance. Small business sub-contracting plan is not required. The Government will consider the source of the information, context of the data, and general trends in contractor performance. The Government may place higher value on projects of similar type and scope as defined in the RFP. The Government reserves the right to use data obtained from sources outside of those provided by the offeror, in the evaluation of past performance.

For the overall rating for this factor, more weight may be given for showing past performance in the following areas:

a. Demonstrated higher performance evaluations on relevant private, Federal Government and/or U.S. Veterans Affairs projects.

b. Demonstrated excellence in construction through receipt of professional or industry awards for same project submission.

Past performance will be rated in terms of how likely there is a performance risk to the Government; that is, low performance ratings will be taken as indicators of a high risk that the Offeror will successfully perform the work. The more relevant a proposed project is the more weight it will be given. If an Offeror has no record of relevant past performance, or if information on the Offeror’s past performance is not available, the Offeror must state that fact and that Offeror will be rated neither favorable nor unfavorable.

Offerors are authorized to provide information on problems encountered on the identified contracts and the offeror's corrective actions. The Government shall consider this information as well as information obtained from any other sources in evaluating the offerors past performance.

Price The Government will determine the Offeror’s overall price for this project by adding together the prices for each subject CLINs (Base Bid and Alternates). Add Alternates will be listed in the order of priority and selected based on the availability of funds.

Evaluation of Alternates – Add Alternates are listed in the order or priority. Alternates will be added to the base bid in the order listed in the solicitation. The Government intends to award a single contract at the time of award, pending availability of funds.

In the event funding allows for the Add Alternates (CLIN 002 and CLIN 007), those items will be added in that order based on available funds.

All bids shall be evaluated on the basis of the same alternates.

The Offeror’s overall price will not be rated or scored but will be evaluated for fairness and reasonableness through the use of price analysis. In accordance with FAR 15.404-1(b)(2) the government may use various price analysis techniques and procedures to ensure a fair and reasonable price.

Unbalanced pricing – The Government will evaluate the Offeror’s price break down to determine if its proposed price for each CLINs and/or Alternate Items are balanced and reflects a clear understanding of the work to be performed. In accordance with FAR 15.404-1(g), the Government may determine that an offer is unacceptable if the prices are significantly unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques.

7. EVALUATION PROCEDURE

The evaluation procedure consists of the following parts:

7.1 Proposal Compliance Review: The Government will review all proposals received to determine if they are responsive to the solicitation requirements. A responsive offer is one that meets all the terms, conditions and specifications of the solicitation. This review may eliminate offerors that fail to provide all the required information and documents in the format and detail specified.

7.2Technical Evaluation: A technical evaluation will be conducted on each proposal to identify compliance with the RFP, proposal strengths and weaknesses, potential clarifications, possible deficiencies, and any other comments that might benefit the SSA in making a best value decision.
7.3Past Performance Evaluation: Past Performance will assess Technical (Quality of product or service), Cost Control, Schedule/Timeliness, Management/Business Relations and Other as defined in FAR 1503 (b)(2)(vi).
7.4Price Evaluation: An evaluation of the price will be conducted by the contracting team of each proposal to identify compliance with the RFP. The results will be recorded and will document the basis for each proposal.
7.5Best Value Analysis: After the completion of the technical and price evaluations, the CO will consider the price and technical ratings to determine the proposal offering the most value to the Government.
8.BASIS OF AWARD

8.1 Failure to submit all the data in the format indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for evaluation, and for subsequent award.

8.2 Award will be made to that Offeror whose proposal contains the combination of those criteria offering the best value to the Government. Best value will be determined by a comparative assessment of proposals against all source selection criteria in the RFP.

8.3 When combined, all non-price technical factors are approximately equal to price. All non-price technical factors are of equal importance. Factor 2 sub-factors are of equal importance. Trade-off Analysis: After all of the evaluations have been completed, the SSA will consider all factors to determine which Offeror submitted the proposal that represents the “best value” to the Government for this project.
