319. The pricing evaluation paragraph removed any reference to total price being part of the evaluation for pricing, however, response to Q190 reiterates that “total evaluated price will be the fully burdened rate multiplied by the estimated hours…”. Request clarification of the use of total evaluated price in the proposal evaluation?
a. The reference to total price was not removed. E.14 Paragraph 2, Price states “The Government will evaluate proposed labor category hourly rates for price realism and will evaluate the total of the proposed labor category full burdened rates for price reasonableness.”
320. Response to Q31 indicates that “This is meant to ensure that only awardees with proven capabilities and reasonable rates in a given Service Group are performing series”. Allowing primes in the Service Groups requested in a multiple service group Task Order to team in response to the task order meets this objective. Request reconsideration of allowing primes to team together for multiple service group task orders to provide the government the benefit of more completion, best value, and flexibility?
a. Primes are not permitted to team.
321. Response to Question 72 indicates SCA does not apply to VECTOR, however, Question 83 specifically called out Photographer as SCA position and the government did not refute this position. Request clarification whether SCA does not apply given the addition of several SCA like positions?
a. The Service Contract Act does not apply to VECTOR. The labor category was determined appropriate and added.
322. Response to Question 212 indicates the government will use adjectival ratings. Request the government provide the ratings and definition of each?
a. This information is not provided as part of the solicitation.
323. Response to Question 82 indicates that Attachment A had been updated but the update did not include a number of requested LCATs. Is it the government’s position that these LCATs are not required to perform the requested work? If not, request that they be added.
a. After reviewing the requested labor category additions, the Government added the labor categories that the VA subject matter experts determined appropriate.
324. Do temporary employees and 1099 employees count when figuring the 50% work requirement for Task Orders? Do temporary 1099 employees count when figuring the 50% work requirement for Task Orders?
a. To further clarify the response to question 28, temporary employees would count as the prime’s employees with regard to the Limitations on Subcontracting requirements. Individuals working as “1099” employees would be considered subcontractors; they must certify their business size status and will factor into the requirements of the Limitations on Subcontracting clause accordingly.
