All units require anchoring systems capable of withstanding 52-knot winds. The contract is firm-fixed-price with a one-year base period (30 September 2026 – 29 September 2027) and up to four option years renewable annually. The contractor assumes all logistics costs for transportation, delivery, placement, relocation, and removal across both UTTR North and South ranges. Delivery and setup must be completed no later than five business days prior to period of performance start, with unit placement locations determined by the On-Site Government Representative (OSGR). Weekly cleaning and servicing shall occur on the same business day each week, Monday through Thursday, 0700-1600 Mountain Time, excluding federal holidays. Minimum weekly requirements include inspection, waste removal using vacuum-sealed equipment, compartment recharge with environmentally safe biodegradable products, winterization when temperatures approach 32°F, thorough interior/exterior cleaning and sanitization, restocking of toilet paper and hand sanitizer, and service log documentation. The contractor is responsible for all training costs, personnel qualifications (U.S. citizens fluent in English with valid driver's licenses), security background checks (DES1 form and HILLAFB Form 496 required), and maintaining adequate vetted workforce to prevent service delays. The contractor must obtain and maintain Utah-validated liquid waste hauler permits, comply with all federal and state environmental regulations, transport all waste off-installation to licensed treatment facilities, and provide disposal manifests upon request. Payment is contingent upon completion of weekly service requirements; units not serviced weekly will not be paid. Government furnishes a handheld radio (requiring AF Form 1297 receipt and strict liability for loss/theft/damage), initial safety brief and range tour, radio training, GPS placement location sheet, and contact rosters. The contractor must prevent any lapse in service during contract transition and remove all units within five business days of period of performance end.

Vehicles shall possess valid registration and proof of insurance prior to DPG access.
5.8.3.4. Vehicle Recovery: The Contractor shall coordinate and bear costs associated with the recovery or towing of disabled Contractor vehicles to mitigate safety risks to drivers and ongoing military operations. The Contractor shall remove these vehicles NLT two business days after immobilization. Failure to comply will result in the Government removing the vehicle(s) at the Contractor’s expense.
5.9. SAFETY AND EMERGENCY PROTOCOLS
5.9.1. Safety Compliance: The Contractor shall comply with the US Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1) and applicable Federal, State, and local safety regulations, including Utah Admin Code R315-263.
5.9.2. Emergency Services and Incident Reporting: Accidents requiring medical treatment or resulting in property damage shall be verbally reported to the CM immediately, and to the COR and OSGR NLT 30 minutes after the incident.
5.9.3. Emergency Dispatch Protocols: Personnel shall be briefed on DPG 9-1-1 emergency dialing procedures. Landline calls shall route directly to DPG Dispatch.
Cellular calls will route off-base, requiring personnel to immediately inform the dispatcher that they are located on DPG to ensure the call is routed to DPG Dispatch.
6. SECURITY PROTOCOLS AND DOCUMENTS
6.1. FORCE PROTECTION CONDITION (FPCON) CHANGES: Should the FPCON at an individual facility or installation change, the Government reserves the right to immediately change or tighten security rules (e.g., background checks, badge access, or delivery protocols).
6.2. SECURITY DOCUMENTS AND BACKGROUND CHECKS: For personnel needing DPG and range access to perform services under this PWS, the CM shall complete and return Dugway Proving Ground Access Identification Application (DES1) to the OSGR and HILLAFB Form 496 to the COR NLT 14 business days prior to PoP start. Background checks will be conducted and shall not show outstanding warrants or negative information.
6.3. PERFORMANCE CONTINUITY: The Government reserves the right to restrict access to individual(s) deemed a threat. The Contractor shall maintain a vetted and eligible workforce to prevent service delays.
6.4. CREDENTIAL DURATION AND RETURN
6.4.1. Credential Duration: Security from DPG and UTTR issue credentials for the duration of each PoP. Upon the exercise of an option year, the CM shall complete the process in Section 7.2.2 to obtain personnel credentials for the new PoP start.
6.4.2. Credential Return: The Contractor shall collect and return credentials to the OSGR NLT five business days, when no longer needed for contract performance, upon personnel termination, or PoP end, whichever occurs first. The CO may delay final payment under a contract if the Contractor fails to comply with these requirements (FAR 52.204-9).
6.5. DATA PROTECTION AND RECORDS MANAGEMENT
6.5.1. Information Security and Transmission: The Contractor shall not divulge proprietary or Government data to unauthorized individuals. The Contractor shall not transmit official Government documents, Controlled Unclassified Information (CUI), GPS coordinates, or contract data over unsecured or personal platforms, including personal email, unencrypted messaging applications, or SMS.
6.5.2. Public Release and Social Media: The Contractor shall not post or distribute contract-related information, imagery, GPS locations, or operational details to social media, marketing materials, or public forums. This prohibition shall always apply— including before, during, and after PoP end.
