About this file
This is an Amendment of Solicitation (Amendment 0001) to solicitation FA820126Q0030, issued by the U.S. Air Force at Hill Air Force Base, Utah on July 28, 2026. The amendment modifies the original solicitation dated July 13, 2026, and is effective immediately.
The amendment makes two primary changes to the solicitation: (1) specific pricing Lowest Price Technically Acceptable (LPTA) evaluation language has been added to Section M, and (2) a revised Wage Determination (WD 2015-5489 Rev 29, replacing WD 2015-5483 Rev 29) covering the proper place of performance has been attached. Section M now includes detailed evaluation criteria establishing a sequential evaluation approach whereby the Government first ranks all proposals by Total Evaluated Price from lowest to highest, evaluates the lowest-priced proposal for technical acceptability against the Performance Work Statement (PWS) minimum requirements, and proceeds sequentially to evaluate subsequent proposals only if lower-priced offers are found technically unacceptable. Technical proposals rated as "Acceptable" must clearly meet all minimum PWS requirements, while those failing to meet minimum requirements are rated "Unacceptable." The Government is not obligated to evaluate all technical proposals received. All other terms and conditions of the original solicitation remain unchanged and in full force and effect. Offerors must acknowledge receipt of this amendment prior to proposal submission using one of three specified methods to avoid rejection.

Section M - Evaluation Factors for Award
Header Miscellaneous Text (Added):
Evaluation Process: To ensure an efficient competition, the Government will utilize a sequential evaluation approach as follows: 1: Price Evaluation & Ranking. The Government will first evaluate the Total Evaluated Price of all timely proposals and rank them from lowest to highest. Price will be evaluated for reasonableness. 2:
Technical Acceptability Evaluation. The Government will then evaluate the technical proposal of the lowest-priced offeror. If the proposal is rated "Acceptable," the evaluation process may stop at that point, and award may be made. 3: Continued Evaluation (If Necessary). If the lowest-priced offer is determined to be technically "Unacceptable," the Government will proceed to evaluate the technical proposal of the next lowest-priced offeror. This process will continue sequentially until a technically acceptable proposal is identified for award. The Government is not obligated to evaluate all technical proposals received. Technical Acceptability: A technical proposal will be rated "Acceptable" if it clearly meets all the minimum requirements of the Performance Work Statement (PWS). Proposals that fail to meet all the minimum requirements will be rated "Unacceptable.
